AMEND 0013 PRE-AWARD INQUIRIES

Page Section Para. QUESTION GOVERNMENT RESPONSE

336 M (3) Factor 3, Technical Approach:

Section M states “b. Demonstrates an approach/methodology to effectively achieve performance objectives and standards for each annex, sub-annex, and spec item……” Will the Government confirm that the Technical Approach should only go to the sub-annex level and not every spec item level? The level of detailed required to achieve an approach to the spec item level would be well beyond the allocated page count.

No the Government will not confirm the Technical Approach should only go to the sub-annex level. The Contractor should demonstrate an approach/methodology to effectively achieve performance objectives as stated.

336 M (3) Factor 3, Technical Approach:

Section M references evaluation for Supply Chain Management but the requirement is not mentioned in Section L. Will the Government please confirm a Supply Chain Management response is not required?

If it is, will the Government allot additional page count to cover this requirement?

The Government will evaluate Contractor proposals as described in Section M. The Government will not confirm a Supply Chain Management response is not required. The Government will not allot additional page count to cover evaluation requirements as stated in Section M.

336 M (3) Factor 3, Technical Approach:

Section M references evaluation for Limits of Liability but the requirement is not mentioned in Section L. Will the Government please confirm a Limits of Liability response is not required? If it is, will the Government allot additional page count to cover this requirement?

of

L.6, Tab C,

(2) Factor 2

a. Requirement: Sec L, Tab C, (2) Factor 2(a) states, "The narrative and the organization chart shall identify the function(s) of the various groups of the organization, direct and indirect staffing and associated trade classifications with skill level (journeyman, etc.) consistent with the FTEs and labor hours provided in Attachment J-5 FTE Worksheet."

Question: As Attachment J-5 does not include column to distinguish direct from indirect, will the Government please clarify how offerors should ensure that staffing is consistent with FTEs and labor hours in Attachment J-5?

It is up to the Contractor's to provide the information necessary to ensure staffing is consistent with FTE's and labor hours in Attachment J-5.

of

L.6, Tab C;

Factor 3

a. Requirement: Sec L, Tab C, (3) Factor 3(a) states, "Provide the number of respective FTEs and corresponding labor hours proposed for performing each technical specification spec item." As well, the section states the "BOE shall include labor classification; annual direct labor hours; direct FTEs…"

Question: Will the Government please provide an updated Attachment J.F-1 template that includes all parent and child Spec Items in order to satisfy Section L and M requirements for the level of detail requested (Annex, Spec Item, Labor Classification), to ensure conformity among all offerors?

Will the Government please confirm that the contents of Attachment J.F-1 do not need to be duplicated in tabular form in Volume 2, Non-Price Volume, Technical Approach? (Offerors could readily reference Attachment J.F-1 as part of their BOE rationale narrative in the Technical Approach.)

Per section L.6, Tab C, Factor 3 the only template provided and referenced is attachment J-5 FTE and not attachment J.F-1.

The Contractor can add rows to attachment J-5 for the various labor classifications for each annex, spec item.

of

M.2, (b), (3) Factor 3 b., (vi) Requirement: Sec M, Factor 3(b)(vi) states, "the approach demonstrates an understanding of current industry standards, policies, procedures, and processes, utilized in accomplishing the complexity and magnitude of service requirements set forth in the performance objectives and standsards of the Performance Work Statement."

This statement is very similar to the first sentence in Sec M, Factor 3(b), that states, "Demonstrates an approach/methodology to effectively achieve performance objectives and standards for each annex, sub-annex, and spec item that reflects the current industry and/or commercial practices, standards and procedures for each major task..."

Question: Will the Government please verify that

(vi) is effectively a restatement of the initial evaluation criteria? If the two statements are meant to elicit different responses from offerors, will the Government please clarify the intended distinction between the two statements?

The first sentence of Sec M, Factor 3(b) is an introductory statement to the overarching approach to evaluation. The numbered list (including (vi)) provides more specific points of evaluation.

The Solicitation, to include all applicable attachments, will be posted to the Navy Electronic Commerce Online (NECO) website(www.neco.navy.mil) and/or Federal Business Opportunities (www.fbo.gov). By necessity, these files are protected to prevent unauthorized editing. The Contract Specialist will post the RFP files to NECO (www.neco.navy.mil) and Federal Business Opportunities (www.fbo.gov). Offerors are advised to check both of the aforementioned websites on a regular basis, as technological difficulties sometimes prevent the Government from simultaneously uploading to both sites.

It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from the relevant websites.

L.4 GENERAL PROPOSAL REQUIREMENTS

a. General Information: The price proposal and non-price proposals shall be submitted in separate three-ring binders and tabbed appropriately. Binders must be marked as “Volume I: Price Proposal” and “Volume II :

Non-price Proposal”. Should there be a discrepancy between paper and electronic information, the paper copies shall govern.

c. The signature of the Offeror provided in Box 17 of the SF33 agrees, if this offer is accepted within 180 calendar days from the date of receipt of offers specified as the due date in Box 9 of the SF33 or any extended due date, to furnish any or all items upon which the prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule.

L.5 EVALUATION FACTORS

The solicitation requires the evaluation of price and the following non-price factors:

Factor 1 – Corporate Experience Factor 2 – Management Approach Factor 3 –Technical Approach Factor 4 - Safety Factor 5 – Small Business Utilization Factor 6 – Past Performance

The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

The relative order of importance of the non-price evaluation factors is all technical Factors 1, 2, 3, 4 and 5 are of equal importance to each other, and when combined are of equal importance to the past performance evaluation/performance confidence assessment Factor 6. When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are significantly more important than price.

The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
