About this file
This document is a transcript from a pre-offer conference meeting for an RFP for Registry Staffing Services issued by the Arizona Department of Health Services for the Arizona State Hospital. The procurement seeks qualified contractors to provide Behavioral Health Technicians (BHTs) and Registered Nurses (RNs) on an as-needed basis to supplement the hospital's existing staffing resources. The hospital's primary need is for approximately twenty (20) Registry BHTs per shift across all shifts, with services required regardless of day or time. The RFP was posted on February 24, 2025, with proposal responses due by March 10, 2025. The pre-offer conference was held on February 28, 2025, and included representatives from ADHS and multiple prospective bidders who submitted questions regarding contract structure, vendor communication protocols, and compliance documentation requirements.
Key questions raised during the conference addressed whether shifts would be individually scheduled rather than under standard 13-week contracts, clarification on whether reference documents such as the ASH Policies and Procedures Manual and Joint Commission Standards were required for compliance at bid time, how contractor needs would be distributed post-award, and whether the state was open to a Master Service Provider (MSP) model allowing one contractor to subcontract services to multiple agencies. The ADHS does not guarantee a specific volume of service utilization; however, the agency anticipates engaging multiple contractors to maintain an adequate candidate pool to meet facility needs. No specific award value, set-aside designations, incumbent vendors, or technological infrastructure requirements were disclosed in the meeting materials. The procurement is open to qualified staffing agencies capable of supplying healthcare professionals to support the hospital's operations in Maricopa County and the Phoenix City jurisdiction.

If the state currently uses agencies are the current contracts public?
how will needs for contractors be distributed to vendors post-award?
So just to be clear, the BHT and RNs won't be signing like a standard 13-week contracts? Each shift would be individually scheduled?
Section 9 of the solicitation references several external documents, such as the ASH Policies and Procedures Manual, Joint Commission
Standards, and Medicare State Operations
Manual. Are these documents only for reference, or are they required for compliance at the time of bidding?
Are you open to an MSP model, where you award the contract to one company that is able to subcontract out to other agencies to support fulfillment?
Thank you all very much for taking the time to answer my questions.
