About this file
This is a negotiation and discussion letter from the Arizona Department of Health Services (ADHS) regarding RFP No. BPM006391 for Registry Staffing Services at the Arizona State Hospital. The procurement seeks to contract with staffing agencies to provide Behavioral Health Technicians (BHTs) and Registered Nurses (RNs) on an as-needed basis, with the hospital's primary need being approximately twenty (20) Registry BHTs per shift across all shifts. The original proposal deadline was March 10, 2025, and the department is conducting second-round negotiations with Advantage Staffing Services, LLC to address oversights identified during the first negotiation phase. The solicitation anticipates engaging multiple contractors to ensure an adequate candidate pool for the facility's dynamic staffing requirements.
The letter, dated June 20, 2025, addresses deficiencies in Advantage Staffing's submitted proposal, specifically regarding Attachment H—the Billable Rate Breakdown. Although the offeror met the requirements outlined in Special Instructions 5.3.3.1 and 5.3.3.2, the department is providing an opportunity to revise and correct the pricing information and associated line items in the APP (presumably the pricing schedule). The offeror is requested to acknowledge receipt by June 23, 2025, and will receive a subsequent letter requesting submission of a second best and final offer. The procurement is open to qualified staffing agencies capable of providing qualified healthcare professionals, with no set-aside designations mentioned and no incumbent vendors identified.

Second Negotiations/Discussions
Dear Ms. Jenkins:
In accordance with the Arizona Procurement Code, Arizona Statute (A.R.S.) §41-2534, Competitive Sealed Proposal, R2-7-C314 (Negotiations with Responsible Offerors and Revisions of Offers), the Department is conducting another round of Negotiations/Discussions in writing due to an oversight during first negotiations/discussions as it relates to pricing in which you will have an opportunity to revise during the second best and final stage.
1. Attachment H - Billable Rate Breakdown
• Attachment H of your proposal – Billable Rate Breakdown, even though you meet the requirements in accordance with Special Instructions 5.3.3.1 and 5.3.3.2, you still have one last opportunity to revise your proposal. Please consider revising your proposal to include this information on Attachment H and also check APP lines items to ensure they are correct when asked to submit a second best and final offer and revise them if you wish.
