About this file
This is a Request for Proposal (RFP) discussion letter issued by the Arizona Department of Health Services (ADHS) to Star Nursing regarding RFP No. BPM006391 for Registry Staffing Services at the Arizona State Hospital. The procurement seeks qualified contractors to provide Behavioral Health Technicians (BHTs) and Registered Nurses (RNs) on an as-needed basis to supplement the hospital's existing staffing resources. The hospital's primary need is approximately twenty (20) Registry BHTs per shift across all shifts. The original proposal submission deadline was March 10, 2025, and the ADHS is conducting negotiations with responsible offerors per Arizona Statute 41-2534 and regulatory requirements R2-7-C314. Star Nursing has been notified to submit revised proposal information addressing deficiencies identified by the Department no later than 12:00 pm Arizona Time on Thursday, May 8, 2025, after which the procurement will advance to the Best and Final stage of the RFP process.
The discussion letter identifies multiple compliance gaps in Star Nursing's original proposal submission. The bidder failed to check the appropriate box on Attachment D (Boycott of Israel certification), did not commit to a four-hour response time requirement in Section 4.1.2, and failed to acknowledge or describe methods of approach for multiple solicitation requirements across Sections 4.2.2 through 4.23, Sections 5.1 through 5.8, and Sections 6.1 through 6.2. The letter requires that Star Nursing clearly mark all revisions in red text to distinguish changes and additions from the original proposal. No pricing information, contract term length, renewal options, or set-aside designations are disclosed in this negotiation document. The ADHS does not guarantee a specific volume of service utilization but anticipates engaging multiple contractors to ensure an adequate candidate pool for the facility's dynamic staffing needs.
