About this file
This is a negotiation and discussion letter from the Arizona Department of Health Services (ADHS) Planning & Operations division to Cross Country Staffing, Inc. regarding RFP No. BPM006391 for Registry Staffing Services at the Arizona State Hospital. The letter, dated June 23, 2025, notifies the contractor that ADHS is conducting a second round of negotiations and discussions due to an oversight during the first negotiation phase concerning pricing. The contractor is required to acknowledge receipt of the letter by June 24, 2025, and will be asked to submit a second best and final offer in a subsequent communication. The procurement seeks to secure contract(s) for providing Behavioral Health Technicians (BHTs) and Registered Nurses (RNs) on an as-needed basis, with the hospital's primary need being approximately twenty BHTs per shift. Services are to be provided across all shifts to support the Arizona State Hospital's staffing requirements in Maricopa County, Phoenix jurisdiction.
The letter specifically addresses deficiencies in Attachment H—Billable Rate Breakdown—and references requirements outlined in Special Instructions 5.3.3.1 and 5.3.3.2, requiring the contractor to review and potentially revise pricing information and APP line items in their proposal. While the contractor meets current requirements, ADHS has provided this opportunity for proposal revision prior to requesting the second best and final offer. No specific contract value, term length, renewal options, or set-aside designations are detailed in this negotiation letter. Interested parties should direct questions or concerns to Karen D. Ingram, Senior Procurement Specialist, at Karen.Ingram@azdhs.gov.
