About this file
This document is a second-round negotiation letter from the Arizona Department of Health Services (ADHS) Planning & Operations division to All About People regarding Request for Proposal (RFP) No. BPM006391 for Registry Staffing Services at the Arizona State Hospital. The RFP solicitation, posted on February 24, 2025, with an initial proposal due date of March 10, 2025, seeks contractors to provide Behavioral Health Technicians (BHTs) and Registered Nurses (RNs) on an as-needed basis to supplement existing hospital staffing resources. The primary staffing need is approximately twenty (20) Registry BHTs per shift across all operational shifts. The hospital anticipates engaging multiple contractors to ensure an adequate candidate pool. Services will be delivered in Maricopa County, specifically within Phoenix City jurisdiction, covering all shifts and days as required by the facility.
The negotiation letter indicates that the offeror, All About People, has been selected to proceed to a second best and final offer stage due to an oversight during initial negotiations regarding pricing. The letter specifically directs the contractor to revise Attachment H (Billable Rate Breakdown) in accordance with Special Instructions 5.3.3.1 and 5.3.3.2, and to verify that all Application Programming Interface (APP) line items are accurate. The offeror is required to acknowledge receipt of the letter by June 23, 2025, and will receive a subsequent letter requesting submission of the revised second best and final offer. No specific contract award value, set-asides, or incumbent vendor information is detailed in this negotiation correspondence.

Second Negotiations/Discussions
Dear Ms. McEnroe:
In accordance with the Arizona Procurement Code, Arizona Statute (A.R.S.) §41-2534, Competitive Sealed Proposal, R2-7-C314 (Negotiations with Responsible Offerors and Revisions of Offers), the Department is conducting another round of Negotiations/Discussions in writing due to an oversight during first negotiations/discussions as it relates to pricing in which you will have an opportunity to revise during the second best and final stage.
1. Attachment H - Billable Rate Breakdown
• Attachment H of your proposal – Billable Rate Breakdown, even though you meet the requirements in accordance with Special Instructions 5.3.3.1 and 5.3.3.2, you still have one last opportunity to revise your proposal. Please consider revising your proposal to include this information on Attachment H and also check APP lines items to ensure they are correct when asked to submit a second best and final offer and revise them if you wish.
Please acknowledge receipt of this letter by June 23, 2025. Please consider revising your proposal to include the information identified within this letter and only when you are asked to provide a second best and final offer. A letter will be following this Negotiation/Discussion letter asking you to submit a second best and final offer.
