About this file
This is a Best and Final Offer (BAFO) request letter issued by the Arizona Department of Health Services (ADHS) on May 19, 2025, to First Connect Center LLC regarding RFP No. BPM006391 for Registry Staffing Services at the Arizona State Hospital. The solicitation seeks qualified contractors to provide Behavioral Health Technicians (BHTs) and Registered Nurses (RNs) on an as-needed basis to supplement existing hospital staffing resources. The primary requirement is the provision of approximately twenty (20) Registry BHTs per shift across all shifts and days of operation. BAFO submissions must be received through the Arizona Procurement Portal (APP) at www.app.az.gov no later than Thursday, May 22, 2025, at 3:00 PM Arizona local time. Vendors are instructed to include all negotiated changes to their proposals in red font. If no written notice of withdrawal or offer revision is submitted, the vendor's previous offer will be accepted as the final offer.
The BAFO letter provides no specific pricing terms, contract term duration, renewal options, or award amounts. ADHS does not guarantee a specific volume of service utilization but anticipates engaging multiple contractors to ensure an adequate candidate pool. No incumbent vendors are identified, and no set-asides or restrictions on responding organizations are mentioned in this correspondence. Questions or concerns should be directed to Karen D. Ingram, Senior Procurement Specialist, at Karen.Ingram@azdhs.gov.
