About this file
This is a second round negotiations and discussions letter from the Arizona Department of Health Services (ADHS) to Worldwide Travel Staffing, Limited regarding Request for Proposal (RFP) No. BPM006391 for Registry Staffing Services at the Arizona State Hospital. The procurement seeks to contract with staffing agencies to provide Behavioral Health Technicians (BHTs) and Registered Nurses (RNs) on an as-needed basis to supplement the hospital's existing resources. The hospital's primary staffing need is approximately twenty (20) Registry BHTs per shift across all shifts. The original proposal due date was March 10, 2025, and ADHS has opened a second round of negotiations and discussions due to an oversight during first negotiations related to pricing. The letter requests acknowledgment of receipt by June 26, 2025, and indicates that a subsequent letter will request submission of a second best and final offer.
The letter identifies two specific areas requiring proposal revision: (1) Attachment H - Billable Rate Breakdown, which requires verification that all APP line items are correct and complete in accordance with Special Instructions 5.3.3.1 and 5.3.3.2, and (2) Job Descriptions submitted under Section 5.3.1.2.4, which must be revised to match Exhibit One (1) and include NVCI with Advanced Physical Skills training for both BHTs and RNs. The contractor is responsible for incorporating this training requirement into the skills section of the job descriptions. No specific pricing terms, set-asides, incumbents, or contract award amounts are detailed in this negotiation letter. The contractor should anticipate submitting revised documentation addressing these deficiencies upon receipt of the follow-up best and final offer request.

Second Negotiations/Discussions
Dear Mr. Blatz:
In accordance with the Arizona Procurement Code, Arizona Statute (A.R.S.) §41-2534, Competitive Sealed Proposal, R2-7-C314 (Negotiations with Responsible Offerors and Revisions of Offers), the Department is conducting another round of Negotiations/Discussions in writing due to an oversight during first negotiations/discussions as it relates to pricing. Since we are opening negotiations/discussions for a second (2nd) round we have also identified other areas within your proposal that may need to be discussed further in which you will have an opportunity to revise during the second best and final stage.
1. Attachment H - Billable Rate Breakdown
• Attachment H of your proposal – Billable Rate Breakdown, even though you meet the requirements in accordance with Special Instructions 5.3.3.1 and 5.3.3.2, you still have one last opportunity to revise your proposal. Please consider revising your proposal to include this information on Attachment H and also check APP lines items to ensure they are correct when asked to submit a second best and final offer and revise them if you wish.
2. Solicitation Instructions Section 5.3.1.2 Experience and Expertise.
Section 5.3.1.2.4, Job Descriptions
• The Job Descriptions that were submitted do not match Exhibit One (1), and do not include NVCI with Advanced Physical Skills. It is the intent of ADHS that this training be included as part of the skills section in the Job Descriptions for BHTs and RNs and is the contractor’s responsibility. Please consider revising your proposal to include this information when asked to submit a second best and final offer.
