About this file
This is a Task Assignment (TA) document issued by the State of Florida Department of Environmental Protection (FDEP) under Contract Number HW686. The TA is between FDEP and Professional Service Industries, Inc. (Intertek-PSI), with Mary Uribe serving as the FDEP Project Manager and Joshua Newell as the contractor's Project Manager. The project is located at Touch of Quality Cleaners, 1128 Sterling Street, Inverness, Citrus County, Florida, identified as project ERIC_4254.
The scope of work consists of annual groundwater (GW) monitoring for volatile organic hydrocarbons (VOHs) involving sampling from nine wells total: seven shallow wells, one intermediate well, and one deep well. The deliverable is a Groundwater Monitoring Report due January 31, 2026, with a task completion date of February 27, 2026. The total Task Assignment value is $11,453.70, paid on a fixed unit rate basis. This amount represents a reduction from the original proposal of $13,572.99, with adjustments including reduction of technical assistance oversight by one hour, removal of sampling from one previously clean well, reduction of reporting hours, and correction of well sampling quantities. Key cost components include direct labor of $3,025.91, overhead and labor totaling $7,595.64, analytical laboratory costs of $1,027.00, field equipment and expendables of $1,465.00, vehicle rental of $480.00, and subcontractor costs for waste disposal of $126.50, totaling $11,453.70.

PROPOSED SCOPE OF WORK
1. Project Management
This scope is provided for in the template worksheets.
2. Annual Groundwater Sampling and Analysis, and Groundwater Monitoring Report
The field activities for the routine VOH groundwater sampling event will be conducted per the following.
a. Mobilization to the site.
b. Collect field stabilization parameters prior to sampling for pH, turbidity, conductivity, ORP, temperature, and DO.
c. Collect groundwater samples from the following monitor wells:
Shallow MW001 (63 – 73 feet bls) Impacted MW006 (65 – 75 feet bls) Impacted MW002 (65 – 75 feet bls) Impacted MW008 (63 – 73 feet bls) Impacted MW004 (64 – 74 feet bls) Delineate South MW014 (65 – 75 feet bls) Delineate North MW005 (64 – 74 feet bls) Impacted
Intermediate IMW007 (95 – 100 feet bls) Impacted
Deep DMW022 (124 – 129 feet bls) Vertical Delineation
The groundwater samples will be submitted to a National Environmental Laboratory Accreditation Conference (NELAC) approved laboratory for analysis.
In addition to wells sampled, collect depth to water measurements from MW010, MW012, MW013, MW014, MW019, and MW021 to further interpret groundwater flow direction in the shallow groundwater zone and IMW015, IMW016, and IMW017 to interpret groundwater flow direction in the intermediate groundwater zone.
d. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment. The manifest will be submitted to the Department upon receipt.
e. Evaluation of data and develop an Annual Groundwater Monitoring Report to include current groundwater elevation maps, and current groundwater quality data. Conclusions and recommendations will be made which will include any modifications to the proposed annual groundwater sampling event.
The deliverable and invoice schedule are presented below and are based on receival of a Task Assignment prior to September 1, 2025. The last groundwater sampling event occurred in September 2024.
