Document Summary
This Task Assignment (TA) DC003C is executed between the State of Florida Department of Environmental Protection (FDEP) and Professional Service Industries, Inc. (Intertek-PSI) under the indefinite delivery vehicle Contract HW686. The task assignment authorizes PSI to conduct supplemental soil assessment activities at Pugh's Dry Cleaners, located at 215 South Bay Street, Eustis, Lake County, Florida (ERIC_4814). The work is managed by FDEP Project Manager Kelly Crain and PSI's Senior Geologist/Principal Consultant Nana G. Westmark.
The scope of work consists of three subtasks: project management, soil assessment sampling, and data evaluation/report preparation. Soil samples will be collected from 14 boring locations at depths ranging from 0 to 5 feet below land surface (or to the water table if shallower) and analyzed for volatile organic halocarbons, BTEX, naphthalene, and total recoverable petroleum hydrocarbons using EPA Method 8260 and FL-PRO methods, with synthetic precipitation leaching procedure (SPLP) analysis if concentrations exceed Soil Cleanup Target Levels. The deliverable is a Supplemental Site Assessment Report due February 28, 2024. The total task assignment value is $33,340.13 on a fixed unit rate basis, consisting of 129.7 labor hours across three subtasks: project management ($1,559.10), soil assessment ($27,343.44), and data evaluation/report ($4,437.59). Invoicing occurs upon FDEP approval of the final report. The task assignment completion date is April 1, 2024.

Re: Proposal for Supplemental Site Assessment – revision 1 (Soil Assessment)
Pugh’s Dry Cleaners 215 South Bay Street Eustis, Lake County, Florida
ERIC_4814
Dear Ms. Crain:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the revised proposal contained herein to provide Supplemental Site Assessment (Soil Assessment Sampling and Analysis) at the Pugh’s Dry Cleaners located at 215 South Bay Street, Eustis, Lake County, Florida. Included with this proposal is a discussion of the project history to date, proposed scope of work, proposed work schedule, and cost estimate. A Site Access Agreement with the new owner was signed in March 2023 and, according to the Lake County Property Appraiser’s website in September 2023, the property owner has not changed.
The scope of work has been revised to reflect recent FDEP comments to include additional analytes, and modification of the depth intervals and lateral placement of the borings.
PROJECT BACKGROUND
Dry cleaning operations at Pugh’s Dry Cleaners began in 1948 and utilized a petroleum-based solvent. In 1965, Pugh’s switched to tetrachloroethene (PCE) as the drycleaning solvent, which was stored in an AST located inside the building. Based on documented impacts from the drycleaner, the facility was accepted into the Florida Drycleaning Solvent Cleanup Program in August 1998, and assessment activities by others commenced in December 2002. The assessment results revealed impact at levels requiring remediation and a soil vapor extraction (SVE) system was implemented. PSI took over running the SVE system in 2011 due to contractor turnover.
mailto:Kelly.Crain@FloridaDEP.gov
FDEP – Pugh’s Dry Cleaners
Additional assessment wells were installed with PSI oversight at the Pugh’s Dry Cleaners in January 2015, which revealed high PCE concentrations (2,630 μg/L) under the drycleaning machine beneath the building at a depth of 37-41 feet below land surface (bls). Subsequent groundwater monitoring results have indicated increasing PCE concentrations in downgradient, intermediate monitoring wells, with a peak PCE concentration of 2,870 μg/L detected in monitoring well MW018 (screened 42-47 feet bls) in March 2017.
The Department then requested that the SVE system be shut down due to the drycleaner’s continued use of PCE.
The property changed ownership in 2016 and switched from PCE to a non-chlorinated solvent. The SVE system was re-started in October 2016 and is currently operating. The groundwater remains impacted with PCE at elevated concentrations.
A groundwater remediation strategy was designed incorporating In Situ Chemical Oxidation to reduce concentrations of COCs in groundwater. PSI prepared this design in a Remedial Action Plan submitted to the Department on April 12, 2019, which was subsequently approved. The remediation activities were implemented with a Regenesis product Persulfox which was applied in 22 injection wells (screened intervals 30 – 40 feet, and 58 – 68 feet). Two separate injection activities were conducted, one in September 2020 and the second injection in December 2020. Post injection monitoring is continuing with some groundwater contaminant rebound occurring.
The drycleaning business has relocated and the building is currently being used as a drop-off only. This was confirmed in September 2023. Based on the tenant space being vacant, we recommend conducting additional soil sampling inside the building to potentially conduct an interim source removal inside. The FDEP Waste Site Cleanup Section has also recommended we proceed with this course of action. The FDEP provided comments and suggestions for adding petroleum compounds to the soil confirmation sampling (BTEX, naphthalene, and TRPH) due to the former use of petroleum as a solvent.
PROPOSED SCOPE OF WORK
The proposal contained herein consists of conducting soil sampling inside the building.
Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets.
2. Soil Sampling
Soil samples will be collected during this event. The samples will be collected near select locations previously documented to have elevated concentrations of the contaminants of concern (COC) as shown on the attached site sketch (14 soil borings). The samples will be collected from the following depth intervals:
• 0 – 1 feet bls
• 1 - 2 feet bls
• 2 - 3 feet bls
• 3 – 4 feet bls
• 4 – 5 feet bls
• And if the water table is greater than 5 feet, we will take samples to just above the water table.
The soil samples will be analyzed for Volatile Organic Halocarbons (VOHs) by EPA Method 8260 (including BTEX and naphthalene), and TRPH by the FL-PRO method and will be subjected to extraction procedures for Synthetic Precipitation Leaching Procedure (SPLP) purposes. If the concentrations are above the Soil Cleanup Target Level (SCTL) leachability criteria in Chapter 62- 777, FAC, the samples will be further analyzed by the SPLP method.
3. Data Evaluation and Report Deliverable
A Supplemental Site Assessment Report – (Soil Assessment) will be prepared which will include updated soil summary tables, revised maps, soil boring logs, and analytical reports. Conclusions and recommendations for a future course of action will be presented.
