Re: Proposal for Annual Groundwater Monitoring

Wymore Cleaners 250 South Wymore Road Altamonte Springs, Seminole County, Florida FDEP Facility ID# 59 9501480 / ERIC_5481

Dear Ms. Murphy:

Professional Service Industries, Inc. (PSI), an Intertek Company, is pleased to provide this proposal for conducting the annual groundwater monitoring at Wymore Cleaners, located at 250 South Wymore Road in Altamonte Springs, Seminole County, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion. A Site Access form was signed by the property owner in January 2016. The property owner is the same as is currently listed on the Seminole Property Appraiser’s website.

PROJECT BACKGROUND

The Wymore Cleaners is a closed drycleaning business located in Altamonte Springs, Florida, at the intersection of South Wymore Road and South Westmonte Drive. The Wymore Cleaners is part of a strip shopping center that includes two other tenants: a vacant liquor store formerly known as Wymore Liquors and the Wymore Superette Food Mart. The area is primarily residential with light commercial development along the South Wymore Road Corridor.

A drycleaning business has been at this location since at least 1978 until 2019. One dryclean machine (Union L-740 U2000) which used perchloroethene operated at Wymore Cleaners. As of October 2019, however, the drycleaner business is closed.

PSI has conducted a site assessment at Wymore Cleaners (see Wymore Cleaners Site Assessment Report, March 2017). The results of the SAR activities revealed PCE in groundwater at concentrations slightly mailto:Skylar.L.Murphy@FloridaDEP.gov

FDEP – Wymore Cleaners PSI Proposal No. 0552-376821 June 21, 2022 above Chapter 62-777, FAC, cleanup target levels. PSI conducted natural attenuation groundwater monitoring program since 2018. However, the data appears to show that a discharge of VOH compounds occurred and has impacted the groundwater inside the building.

During the recent Site Review meeting between FDEP and PSI, it was agreed to continue the annual groundwater monitoring. Therefore, PSI has prepared the proposal contained herein to perform the monitoring along with data evaluation and report development.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of conducting groundwater sampling and analysis, along with a report deliverable. The results will be used to confirm current groundwater quality conditions. The sampling procedures will be conducted according to the FDEP Standard Operating Procedures 001/01 and Drycleaning Solvent Cleanup Program protocols. Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Groundwater Sampling and Analysis

PSI recommends groundwater sampling for 2022 during the time of the year likely to have a high watertable (MW004 is intermittently dry). Specific components of the groundwater sampling and analysis subtask are as follows:

a. Mobilization to the site.

b. Collect groundwater elevation measurements of 11 monitoring wells.

c. Collect groundwater samples from MW003, MW003I, MW004 and MW006.

d. Submit groundwater sample to a National Environmental Laboratory Accreditation

Conference (NELAC) approved laboratory for analysis of VOHs via EPA Method 8260. It is our understanding that the Waste Site Cleanup Section no longer requires QA blanks or duplicates.

e. Containerize investigative derived waste (IDW) in 55-gallon drum, label appropriately and stage on-site, pending waste characterization results.

f. A subcontractor will transport and dispose of IDW in an approved facility. A signed manifest will be provided by the waste management company subsequent to pick-up and disposal.

g. A groundwater monitoring report will be developed which will include groundwater elevation maps, groundwater quality data in tables, ADaPT package deliverable and conclusions and recommendations. As we understand, a GIS data package will no longer be required.

The deliverable and invoice schedule are presented below.

COST ESTIMATE AND SCHEDULE

The estimated cost to perform the Groundwater Monitoring Assessment is shown on the attached Cost Estimate and Level of Effort sheets. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW 686, Waste Cleanup Program Services, dated December 21, 2021. We anticipate performing the groundwater sampling in September / October 2022 depending on site access and the rainy season, and a report deliverable will be provided in November 2022.

PSI appreciates the opportunity to be of service to the FDEP. If you have any questions, please feel free to contact us at (813) 886-1075.

From: Nana Westmark Sent: Thursday, January 13, 2022 8:14 AM To: Natacha Jackson Cc: Greg Lassi Subject: Annual IDW prices for FDEP Drycleaning Contract for PSI Team

Good Morning Natacha – Hope you are doing well these days.

The PSI Team (PSI and Chastain Skillman) have been awarded one of the FDEP “Drycleaning Contracts” and we are anxious to get started.

We are inviting your firm to provide costs for pick-up, transport, and disposal to an approved facility of Investigation- Derived Waste (IDW) on a per 55-gallon drum basis from drycleaning sites and state funded sites, and site investigation sites that are in the programs.

If you are interested in providing a quote, we would appreciate it. I am attaching a form in which to submit back to us, along with the General Conditions.

If you could provide these prices to us by January 21, 2022, we would appreciate it.

Thank you, Nana
