About this file

This document is a Task Assignment (TA) issued under Contract Number HW686 between the State of Florida Department of Environmental Protection (FDEP) and Professional Service Industries, Inc. (Intertek-PSI). The Task Assignment, numbered DC005B, was executed in July 2022 and authorizes PSI to conduct groundwater sampling and prepare a Site Rehabilitation Completion Report with Conditions for the Pure Cleaners facility (ERIC_5494) located at 954 West State Road 434 in Longwood, Seminole County, Florida. The project is managed by Skylar Murphy for FDEP and Nana G. Westmark for PSI, with a completion date of February 1, 2023.

The scope of work encompasses three subtasks: Project Management ($856.81), Groundwater Sampling ($3,035.79), and Reporting ($4,846.44), for a total fixed-price contract value of $8,739.04. The groundwater sampling component includes mobilization, collection of groundwater elevation measurements and samples from eight monitoring wells, laboratory analysis via EPA Method 8260, containerization and disposal of investigative derived waste (IDW) through Petrotech Southeast at a cost of $125.00, and preparation of field documentation. The reporting deliverable requires development of a Site Rehabilitation Completion Report to support a Conditional Closure package, including evaluation of site assessment history, affected media, groundwater and property use, contaminant migration probability, potential receptors, and alternative water supply resources. All work is to be completed and invoiced upon submittal and FDEP approval of the Site Rehabilitation Completion Report including groundwater sampling field documentation, IDW manifest, and project management deliverables by November 28, 2022.

Re: Proposal for Groundwater Sampling and Site Rehabilitation Completion Report

Pure Cleaners (a.k.a. Cleaners 46), 954 West State Road 434

Longwood, Seminole County, Florida FDEP Facility ID No. 59 9601438 / ERIC_5494

Dear Ms. Murphy:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide groundwater monitoring services and develop a Site Rehabilitation Completion Report with Conditions for the Pure Cleaners (a.k.a Cleaners 46) at 954 West State Road 434, Longwood, Florida. Included with this proposal is a brief discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion. A Site Access Form was signed by the property owner in 2021, and, according to the Seminole County Property Appraiser’s website, the same property owner is listed as of July 19, 2022.

PROJECT BACKGROUND

Drycleaning operations at the Pure Cleaners began in the late 1970s or early 1980s. Based on documented impacts from the drycleaner, the facility was deemed eligible for acceptance into the Florida Drycleaning Solvent Cleanup Program in January 1997, and assessment activities commenced in July through October 1997. Contaminated sediments were excavated from a drainage ditch behind the drycleaners, and remediation was performed with Air Sparge/ Soil Vapor Extraction (AS/ SVE). The AS / SVE system operated for approximately 31 months and was deactivated. The business is still in operation as a drycleaner and the site has been under natural attenuation monitoring (NAM) since October 2002.

mailto:Skylar.L.Murpy@FloridaDEP.gov

FDEP – Pure Cleaners (aka Cleaners 46) ERIC_5494

The most recent groundwater sampling event occurred in December 2020. The results of the sampling activities indicated concentrations of the contaminants of concern (COC) have steadily decreased since 2011.

The property owner has indicated that they are amenable to working with the Department to obtain a Conditional Closure, per Chapter 62-780, Florida Administrative Code (FAC) due to the low concentrations of the contaminants of concern and their desire for property redevelopment.

Selected groundwater monitoring wells were abandoned in 2022 to facilitate the redevelopment of the property and in support of the Conditional Closure. Eight monitoring wells were allowed to remain intact for future sampling.

Therefore, we are proposing to monitor the groundwater at the remaining wells and to develop a Site Rehabilitation Completion Report in support of the Conditional Closure package for the Pure Cleaners site.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of groundwater monitoring and preparation of a Site Rehabilitation Completion Report with Conditions.

1. Project Management

This scope is provided for in the template worksheets.

2. Groundwater Sampling and Analysis

PSI recommends groundwater sampling for select monitoring wells on site. Specific components of the groundwater sampling and analysis are as follows:

a. Mobilization to the site.

b. Collect groundwater elevation measurements of 8 monitoring wells.

c. Collect groundwater samples from MW001, MW009, MW010, MW015, MW016, MW017, MW019, and MW026.

d. Submit groundwater samples to a National Environmental Laboratory

Accreditation Conference (NELAC) approved laboratory for analysis of VOHs via EPA Method 8260. It is our understanding that the Waste Site Cleanup Section no longer requires QA blanks or duplicates.

e. Containerize investigative derived waste (IDW) in a 55-gallon drum, label appropriately and stage on-site.

f. A subcontractor will transport and dispose of IDW in an approved facility. A signed manifest will be provided by the waste management company subsequent to pick-up and disposal.

3. Data Evaluation and SRCR Development

a. Evaluate the data and develop a Site Rehabilitation Completion Report to include the following:

i. Summary of the site assessment and remediation,

ii. Affected media,

iii. Current and projected use of groundwater,

iv. Current and projected use of property,

v. Probability of contaminant migration,

vi. Potential receptors,

vii. Availability of other water supply resources for site, and

viii. Rationale and recommendations for a SRCO With Conditions, if appropriate.

The deliverable and invoice schedule are presented below.

From: Nana Westmark Sent: Thursday, January 13, 2022 8:14 AM To: Natacha Jackson Cc: Greg Lassi Subject: Annual IDW prices for FDEP Drycleaning Contract for PSI Team

Good Morning Natacha – Hope you are doing well these days.

The PSI Team (PSI and Chastain Skillman) have been awarded one of the FDEP “Drycleaning Contracts” and we are anxious to get started.

We are inviting your firm to provide costs for pick-up, transport, and disposal to an approved facility of Investigation- Derived Waste (IDW) on a per 55-gallon drum basis from drycleaning sites and state funded sites, and site investigation sites that are in the programs.

If you are interested in providing a quote, we would appreciate it. I am attaching a form in which to submit back to us, along with the General Conditions.

If you could provide these prices to us by January 21, 2022, we would appreciate it.

Thank you, Nana
