About this file

This is a Task Assignment (TA HW007A) issued by the State of Florida Department of Environmental Protection (FDEP) under Contract HW686 to Professional Service Industries, Inc. (Intertek-PSI). The task assignment authorizes PSI to conduct PFAS (perfluoroalkyl and polyfluoroalkyl substances) sampling and groundwater monitoring at the Tempo Cleaners site located at 233 Oxford Road, Fern Park, Seminole County, Florida (ERIC_5476). The agreement was effective as of October 17, 2022, with a completion date of May 30, 2023.

The scope of work comprises three subtasks: project management, groundwater monitoring for volatile organic halocarbons (VOH) and underground injection control (UIC) parameters with SVE system inspection, and PFAS monitoring with deliverables. The total task assignment value is $17,262.09 on a fixed unit rate basis. Deliverables are due February 27, 2023, including a groundwater monitoring report with field documentation, system summary check, investigative derived waste (IDW) manifest, and an email summary of PFAS sampling results. Invoice payment of $17,262.09 is contingent upon submission and FDEP approval of all deliverables. The original estimate was $18,841.18 with 136.9 labor hours; negotiations and cost corrections reduced the final cost to $17,262.09 with 118.8 labor hours. Investigative derived waste disposal costs of $250.00 were included through Petrotech Southeast, with per-drum pricing of $125.00 for water and $150.00 for soil in the Tampa area.

Re: Proposal for Annual Groundwater Monitoring, PFAS Monitoring, SVE System Inspection Tempo Cleaners

233 Oxford Road Fern Park, Seminole County, Florida

ERIC_5476

Dear Ms. Schwed:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide annual groundwater monitoring for Volatile Organic Halocarbons and Perfluoroalkyl and polyfluoroalkyl substances (PFAS) compounds, and to inspect the SVE system for the former Tempo Cleaners at 233 Oxford Road, Fern Park, Seminole County, Florida. Included with this proposal is a brief discussion of project history, proposed scope of work, cost estimate and a proposed schedule for completion. An updated Site Access form was signed in June 2021 and the current owner was confirmed as the same according to the Seminole County property appraiser.

PROJECT BACKGROUND

Drycleaning operations at the Tempo Dry Cleaners began in January 1978 and utilized perchloroethene (PCE). The drycleaner was accepted into the Drycleaning Solvent Cleanup Program and assessment began in 2002. Based on elevated VOH compounds in the groundwater and soil, various remedial strategies have been employed including the use of an air sparge / soil vapor extraction (AS /SVE) system.

The FDEP is currently implementing the August 2021 Waste Cleanup Section Dynamic Plan for addressing PFAS which consists of monitoring drycleaning sites in close proximity to public wells. Therefore, the Department requested we conduct a groundwater sampling event for select wells at the Tempo Dry Cleaners to evaluate the potential presence of PFAS compounds, in addition to the routine annual Volatile mailto:Skylar.Schwed@FloridaDEP.gov

FDEP – Tempo Cleaners ERIC_5476

October 6, 2022

Organic Halocarbons (VOH) groundwater monitoring and approved remedial annual monitoring, (post injection). The Department has approved the select wells for PFAS sampling and analyses.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of conducting groundwater monitoring for VOH, Underground Injection Control (UIC) parameters (iron, total dissolved solids, and sodium), Total Organic Carbon (TOC), and PFAS compounds. Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets and is detailed in Subtask 1.

2. Groundwater Monitoring / SVE System Inspection

The field activities for the groundwater monitoring will be conducted concurrently with the PFAS sampling whereas the deliverable for each will be submitted separately. The following activities are proposed.

a. Mobilization to the site.

b. Collect groundwater elevation measurements of monitor wells.

c. Collect groundwater samples per the following approved RAP as outlined below.

d. Submit groundwater samples to a National Environmental Laboratory Accreditation Conference (NELAC) approved laboratory for analysis of the parameters above.

e. Develop and submit ADaPT package deliverable.

f. Evaluate the SVE system’s condition. The system (FDEP Property #121734 and upgrade) has not been operating since August 2011 and remains on the property in a trailer with chain link security fence surrounding it. Photographs will be provided to document equipment conditions.

g. Development of a Groundwater Monitoring Report showing current groundwater elevation maps, current groundwater data, as well as a brief summary of the SVE system condition.

h. The investigative derived waste (IDW) that will be generated during the annual groundwater monitoring is limited to purge water from the monitoring wells which will be containerized in 55-gallon drum(s) and transported off-site for disposal at an approved facility.

October 6, 2022 www.intertek.com/building

3. PFAS Groundwater Sampling and Analysis, and Summary Deliverable

The PFAS groundwater sampling event will be conducted concurrently with the routine VOH sampling but will be addressed through Subtask 3 along with a separate deliverable.

a. Collect groundwater samples as described in the table above.

b. Preparation of sample coolers and ship to the FDEP Central Laboratory in Tallahassee for analyses for PFAS analyses.

c. Containerize purge water into 55-gallon drums, then transport off-site for disposal at an approved facility.

d. Evaluation of data and preparation of a brief email summary of the PFAS results will be submitted to the Department including one figure with text boxes (no isoconcentration contours), field notes/forms, and the final laboratory report. If the results exhibit PFAS concentrations above EPA Health Advisory Limit of 70 parts per trillion (ppt), the results will be submitted to the Department within 48 hours of data receipt. If the results exhibit levels below the HAL, the results will be submitted within one month of results receipt from the FDEP Laboratory.

COST ESTIMATE AND SCHEDULE

The estimated cost to perform the described services is shown on the attached Cost Estimate. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW686, Waste Cleanup Program Services, dated December 21, 2021. From: Nana Westmark Sent: Thursday, January 13, 2022 8:14 AM To: Natacha Jackson Cc: Greg Lassi Subject: Annual IDW prices for FDEP Drycleaning Contract for PSI Team

Good Morning Natacha – Hope you are doing well these days.

The PSI Team (PSI and Chastain Skillman) have been awarded one of the FDEP “Drycleaning Contracts” and we are anxious to get started.

We are inviting your firm to provide costs for pick-up, transport, and disposal to an approved facility of Investigation- Derived Waste (IDW) on a per 55-gallon drum basis from drycleaning sites and state funded sites, and site investigation sites that are in the programs.

If you are interested in providing a quote, we would appreciate it. I am attaching a form in which to submit back to us, along with the General Conditions.

If you could provide these prices to us by January 21, 2022, we would appreciate it.

Thank you, Nana
