Re: Proposal for Operations and Maintenance / RASS Report Custom Commerce Laundry & Dry Cleaning (former)

6642 Ridge Road Port Richey, Pasco County, Florida 34668 FDEP Facility ID# 51 9500743 / ERIC_5234

Dear Ms. Murphy:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide remediation system Operation & Maintenance (O&M) services for six

(6) months, quarterly email summaries of system operation, and documentation of the performance of the remediation system with the development of one Remedial Action System Status Reports for the former Custom Commerce located at 6642 Ridge Road, Port Richey, Pasco County, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed work schedule. A review of the Pasco County Property Appraiser’s Office website reveals the same property representative as when the Site Access Agreement was signed with the Department in February 2018.

PROJECT BACKGROUND

The former Custom Commerce Laundry & Dry Cleaning tenant space is currently a laundromat (Sunshine Cleaners & Laundromat) featuring coin-operated laundry service, drycleaning drop off, and alteration services. No drycleaning equipment remains at the former drycleaners. The surrounding properties are developed for multi-tenant commercial use, light industrial use, and a preschool. The preschool, First Steps Education Preschool, is located approximately 425 ft northwest of the site in a separate building on an outparcel of the shopping complex. Municipal mailto:Skylar.L.Murphy@FloridaDEP.gov

PSI Proposal Number: 0552-377274-Rev 2 FDEP – Custom Commerce water is provided to the building by the Pasco County Utilities. Water, electric and natural gas utilities appear to enter the building near the southeast corner of the tenant space.

Site Assessment activities conducted by PSI in 2018 and 2019 identified chlorinated solvent impacts in the soil and groundwater at this site. Based on the results of a Modified Active Gas Survey (MAGS), we recommended implementation of an Soil Vapor Extraction system to reduce vadose zone contamination under the building. The Interim Source Removal Plan (ISRP), which presented the design of the SVE system, was approved by the FDEP on April 10, 2020. The SVE system was designed to incorporate the existing MAGS wells by converting them to SVE wells.

An SVE system was transferred from the FDEP BWC Equipment Storage Facility (FDEP Property No. 122461). The construction was initiated and has been operating since April 2021. The site is currently undergoing shutdown evaluation but based on the most recent results which showed contaminant rebound, it is recommended that the system run for an additional six (6) months to continue the contaminant recovery.

PROPOSED SCOPE OF WORK

This proposal contains includes six months of Operations and Maintenance (O&M) of the SVE system, utilities services, quarterly email summaries, and an evaluation of data and development of one (1) Remedial Action System Status Report. The results will be used to confirm system operations and evaluate mass recovery rates as compared to remedial design.

Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Three Months of O&M (First Quarter)

Operations and Maintenance will be conducted on the SVE system. The work will be conducted as follows:

a. Mobilization to the site on a monthly basis.

b. Collect monthly vacuum and air flow readings from the SVE wells.

c. Collect monthly PID readings from SVE wells and system influent.

d. Optimize system performance and recollect system readings as necessary to confirm enhanced system operation.

e. Collect quarterly system influent and effluent by Method TO-15.

f. Document system readings in the site-specific O&M checklist; this checklist also serves as the deliverable.

g. A quarterly email of system conditions will be developed and submitted to the

Department.

The Level of Effort is detailed in Subtask 2.

3. Three Months of O&M (Second Quarter)

O&M will be conducted once a month for three months as specified above with a monthly checklist as a deliverable. Air samples will be collected from four SVE wells and influent and effluent at the end of the quarter and analyzed by TO-15. The Level of Effort is detailed in Subtask 3.

4. Semi-Annual RASS Report

A Semi-Annual Remedial Action System Status Report will be developed which will include an evaluation of the collected information and data. The report will detail and summarize the monthly O&M information, along with summary tables, figures and a graphical depiction of the system performance. Vapor sampling results will be submitted in the RASS report. The report will be prepared in accordance with the Technical Worksheets or similar guidance documents, developed by the FDEP Drycleaning Solvent Cleanup Program.

Conclusions and recommendations will be made, which will include a summary of modifications made to the system to enhance the recovery rates or decrease system time to achieve targeted goals. The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient cleanup endpoints. We understand that the Department’s goal is to achieve aggressive contaminant reduction in an efficient and cost-effective method.

The Level of Effort is detailed in Subtask 4.

5. Utilities for remediation system operation

PSI used the previous utility costs at similar sites as an estimate for the annual costs, as detailed in Level of Effort Subtask 5. Unless site conditions indicate otherwise, the SVE will run on a 100% duty cycle per FDEP guidance.

COST ESTIMATE AND SCHEDULE

The estimated cost to perform the O&M for six months along with one RASS report deliverable, as shown on the attached Cost Estimate. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW 686, Waste Cleanup Program Services, dated December 21, 2021. The services will be completed on a monthly basis upon authorization.

The O&M will start August 2022 through January 2023 for six months with quarterly email summaries. A RASS report will be submitted at the end of February 2023 for the months August 2022 through January 2023. The specific deliverable and invoice schedule are below.
