Dear Ms. Crain:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide remediation system Operation & Maintenance (O&M) services for twelve (12) months, quarterly email summaries of system operation, documentation of the performance of the remediation system with the development of two Remedial Action System Status Reports, and annual groundwater monitoring the former Custom Commerce located at 6642 Ridge Road, Port Richey, Pasco County, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed work schedule.
An updated Site Access Agreement has been obtained in November 2023.
PROJECT BACKGROUND
The former Custom Commerce Laundry & Dry Cleaning tenant space is currently a laundromat (Sunshine Cleaners & Laundromat) featuring coin-operated laundry service, drycleaning drop off, and alteration services. No drycleaning equipment remains at the former drycleaners. The surrounding properties are developed for multi-tenant commercial use, light industrial use, and a preschool. The preschool, First Steps Education Preschool, is located approximately 425 ft northwest of the site in a separate building on an outparcel of the shopping complex. Municipal water is provided to the building by the Pasco County Utilities.

FDEP – Custom Commerce
Site Assessment activities conducted by PSI in 2018 and 2019 identified chlorinated solvent impacts in the soil and groundwater at this site. Based on the results of a Modified Active Gas Survey (MAGS), we recommended implementation of an Soil Vapor Extraction system to reduce vadose zone contamination under the building. The Interim Source Removal Plan (ISRP), which presented the design of the SVE system, was approved by the FDEP on April 10, 2020.
An SVE system was transferred from the FDEP BWC Equipment Storage Facility (FDEP Property No. 122461). The construction was initiated and has been operating since April 2021. A shutdown episode was conducted and, based on the most recent results which showed contaminant rebound, it is recommended that the system run for an additional twelve (12) months to continue the contaminant recovery. The FDEP concurred with our recommendation to continue operating the SVE system.
This scope of work also includes groundwater monitoring for the contaminants of concern, (Volatile Organic Halocarbons {VOH} and per- and polyfluoroalkyl {PFAS}). A private analytical laboratory will provide analyses for the VOH compounds, and the FDEP Central laboratory will perform the PFAS analyses. Both laboratories will be National Environmental Laboratory Accreditation Conference (NELAC)-certified.
PROPOSED SCOPE OF WORK
This proposal includes twelve months of Operations and Maintenance (O&M) of the SVE system, utilities services, quarterly email summaries, groundwater monitoring for the contaminants of concern (VOH and PFAS) and an evaluation of data and development of two Remedial Action System Status Reports. The results will be used to confirm system operations and evaluate mass recovery rates as compared to remedial design, as well as to evaluate groundwater quality.
Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets.
2. Three Months of O&M (First Quarter)
Operations and Maintenance will be conducted on the SVE system. The work will be conducted as follows:
a. Mobilization to the site on a monthly basis.
b. Collect monthly vacuum and air flow readings from the SVE wells.
c. Collect monthly PID readings from SVE wells and system influent.
d. Optimize system performance and recollect system readings as necessary to confirm enhanced system operation.
e. Collect quarterly system influent and effluent by Method TO-15.
f. Document system readings in the site-specific O&M checklist; this checklist also serves as the deliverable.
g. A quarterly email of system conditions will be developed and submitted to the Department.
The Level of Effort is detailed in Subtask 2.
3. Three Months of O&M (Second Quarter)
O&M will be conducted once a month for three months as specified above with a monthly checklist as a deliverable. Air samples will be collected from four SVE wells and influent and effluent at the end of the quarter and analyzed by TO-15. The Level of Effort is detailed in Subtask 3.
4. Semi-Annual RASS Report
A Semi-Annual Remedial Action System Status Report will be developed which will include an evaluation of the collected information and data. The report will detail and summarize the monthly O&M information, along with summary tables, figures and a graphical depiction of the system performance. Vapor sampling results will be submitted in the RASS report. The report will be prepared in accordance with the Technical Worksheets or similar guidance documents, developed by the FDEP Drycleaning Solvent Cleanup Program.
Conclusions and recommendations will be made, which will include a summary of modifications made to the system to enhance the recovery rates or decrease system time to achieve targeted goals. The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient cleanup endpoints. We understand that the Department’s goal is to achieve aggressive contaminant reduction in an efficient and cost-effective method.
The Level of Effort is detailed in Subtask 4.
5. Three Months of O&M (Third Quarter)
O&M will be conducted once a month for three months as specified above. Air samples will be collected from the influent and effluent at the end of the third quarter of the year and analyzed by TO-15. A summary of system conditions will be submitted quarterly via email to the FDEP. PSI anticipates conducting a shutdown evaluation during the
The Level of Effort is detailed in Subtask 5.
6. Three Months of O&M / Shutdown Evaluation (Fourth Quarter)
O&M will be conducted once a month for three months as specified above. PSI anticipates conducting a shutdown evaluation during the last quarter. During Month 10, 4 SVE wells and influent air samples will be collected, then the system shutdown. During Month 11, the system will be re-started and operated, with 4 SVE samples and influent samples collected after one pore volume. A summary of system conditions will be submitted quarterly via email to the FDEP. Depending on the results of the air samples, the system may be shutdown.
The Level of Effort is detailed in Subtask 6.
7. Annual RASS Report
A Semi-Annual Remedial Action System Status Report will be developed which will include an evaluation of the collected information and data. The report will detail and summarize the monthly O&M information, along with summary tables, figures and a graphical depiction of the system performance, and groundwater monitoring data.
The Level of Effort is detailed in Subtask 7.
8. Utilities for remediation system operation
PSI used the previous utility costs from this system as well as similar equipment at other sites as a basis for the utility costs. We are currently running the system at 100% due to the recommendations by the FDEP.
The Level of Effort for utilities is detailed in Subtask 8.
9. VOH Groundwater Monitoring and Reporting
PSI will conduct the annual groundwater monitoring to evaluate current groundwater quality at the site. The following will be conducted to facilitate the groundwater evaluation.
a. Mobilization to the site.
b. Collect groundwater elevation measurements at the wells proposed for sampling.
c. Collect groundwater samples from monitor wells: MW001S, MW002S, MW003S, MW004S, MW005S, MW006S, and MW002I.
d. Submit groundwater samples to a NELAC approved laboratory for analysis of VOHs via EPA Method 8260 and the FDEP Central Laboratory for PFAS compounds.
e. Incorporate groundwater analytical data, physical parameters and groundwater elevation data into the RASS report.
The investigative derived waste (IDW) that will be generated during the annual groundwater monitoring includes the purge water from the monitoring wells which will be containerized in a 55-gallon drum(s) for transport and disposal at a licensed facility by an approved subcontractor.
Of note is that the recent memorandum (March 2, 2022, “Variances and Clarifications from Sampling Standard Operating Procedures Relative to the Collection/Analysis of Quality Control Samples for WSCS Sites”) clarified the FDEP guidance for collecting field blanks and duplicates. The Department will no longer require field blanks, duplicates, or travel blanks for Waste Site Cleanup Section sites, unless specifically requested by the FDEP Project Manager.
The Level of Effort for Groundwater Monitoring is detailed in Subtask 9.
10. PFAS Groundwater Monitoring and Reporting
PSI will collect PFAS groundwater samples during the same episode as the annual VOH monitoring. The wells listed below will be samples for PFAS:
a. Collect groundwater samples from wells: MW001S, MW002S, MW004S, MW002I.
b. Submit groundwater samples to the FDEP Central Laboratory for PFAS compounds.
