Re: Proposal for Annual Groundwater VOH Monitoring and PFAS Monitoring

Touch of Quality Cleaners 1128 Sterling Street Inverness, Citrus County, Florida 34450

FDEP Facility ID# 099501401 / ERIC_4254

Dear Ms. Schwed:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide Annual Groundwater Monitoring Services for Volatile Organic Halocarbons (VOH) and Perfluoroalkyl and polyfluoroalkyl substances (PFAS) compounds at the Touch of Quality Cleaners at 1128 Sterling Street, Inverness, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion. A Site Access form was signed in 2021 by the representative of the property owner and is listed as the same owner according to the Citrus County Property Appraiser’s website as of February 2023.

PROJECT BACKGROUND

PCE drycleaning operations began August 1, 1989 at the Touch of Quality Cleaners. In July 1997, the FDEP received the application for the Drycleaning Solvent Cleanup Program for the Touch of Quality Cleaners which was determined to be eligible for state funded cleanup in January 1999. The drycleaner business has recently ceased drycleaning operations on site and the equipment has been moved. The business now operates as Pronto Cleaners and is a drop-off only business.

In August 1999, WRS completed assessment work at the Touch of Quality Cleaners, and a soil vapor extraction / dual phase extraction system (SVE/DPE) remediation system was installed to address soil and groundwater contamination, respectively. The system commenced operation in April 2002.

mailto:Skylar.Schwed@FloridaDEP.gov

FDEP – Touch of Quality Cleaners

In March 2008, the dual phase recovery system was turned off due to low recovery rates (estimated at

1.35 lbs of VOCs). The system was removed from the site and scrapped in January 2012.

Groundwater monitoring has been conducted at the site since 2008. The groundwater monitoring was previously conducted with passive diffusion bag (PDB) samplers which have proven to be successful in evaluating groundwater quality conditions. Based on the 2018 sampling event where standard sampling protocols were used, PDBs appear to produce laboratory results lower than those produced by standard sampling protocols. Nevertheless, since the VOH concentrations are close to GCTLs and the state requires standard sampling procedures to achieve site closure, PSI recommended switching from PDBs to standard sampling protocols for monitoring in the future. The most recent groundwater monitoring events have been conducted using standard methods (not using PDBs).

The FDEP is currently implementing the August 2021 Waste Cleanup Section Dynamic Plan for addressing PFAS which consists of monitoring drycleaning sites in close proximity to public wells. Therefore, the Department requested we conduct a groundwater sampling event for select wells at the Touch of Quality Cleaners to evaluate the potential presence of PFAS compounds, in addition to the routine annual groundwater monitoring.

The proposal contained herein consists of conducting groundwater sampling and analysis for VOH parameters for the routine monitoring, and sampling and analyses for PFAS compounds at select wells, along with two deliverables. The results will be used to evaluate current groundwater quality conditions.

Specifically, the proposed scope of work consists of the following subtasks:

PROPOSED SCOPE OF WORK

1. Project Management

This scope is provided for in the template worksheets.

2. Annual Groundwater Sampling and Analysis, and Groundwater Monitoring Report

The field activities for the routine VOH groundwater sampling event will be conducted concurrently with the PFAS sampling whereas the deliverable for each will be submitted separately.

a. Mobilization to the site.

b. Collect field stabilization parameters prior to sampling for pH, turbidity, conductivity, ORP, temperature, and DO.

c. Collect groundwater samples from the following monitor wells:

MW001 (63 – 73 feet bls) IMW007 (95 – 100)

MW002 (65 – 75) MW008 (63 – 73)

MW005 (64 – 74) IMW009 (95 – 100_

MW006 (65 – 75) DRW004 (15 – 105)

The groundwater samples will be submitted to a National Environmental Laboratory Accreditation Conference (NELAC) approved laboratory for analysis.

d. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment. The manifest will be submitted to the Department upon receipt.

e. Evaluation of data and develop an Annual Groundwater Monitoring Report to include current groundwater elevation maps, and current groundwater quality data. Conclusions and recommendations will be made which will include any modifications to the proposed annual groundwater sampling event.

3. PFAS Groundwater Sampling and Analysis, and Summary Deliverable

The PFAS groundwater sampling event will be conducted concurrently with the routine VOH sampling but will be addressed through Subtask 3 along with a separate deliverable.

a. Collect groundwater samples from the following monitoring wells:

MW001 (63 – 73) MW002 (65 – 75) MW006 (65 – 75) IMW007 (95 – 100)

b. Preparation of sample coolers and ship to the FDEP Central Laboratory in Tallahassee for analyses for PFAS analyses.

c. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment. The manifest will be submitted to the Department upon receipt.

d. Evaluation of data and prepare brief email summary of the PFAS results to be submitted to the Department including one figure with text boxes (no isoconcentration contours), field notes/forms, and the final laboratory report. If the results exhibit PFAS concentrations above EPA Health Advisory Limit of 70 parts per trillion (ppt), the results will be submitted to the Department within 48 hours of data receipt. If the results exhibit levels below the HAL, the results will be submitted within one month of results receipt from the FDEP Laboratory.

Good Morning Natacha – Hope you are doing well these days.

The PSI Team (PSI and Chastain Skillman) have been awarded one of the FDEP “Drycleaning Contracts” and we are anxious to get started.

We are inviting your firm to provide costs for pick-up, transport, and disposal to an approved facility of Investigation- Derived Waste (IDW) on a per 55-gallon drum basis from drycleaning sites and state funded sites, and site investigation sites that are in the programs.

If you are interested in providing a quote, we would appreciate it. I am attaching a form in which to submit back to us, along with the General Conditions.

If you could provide these prices to us by January 21, 2022, we would appreciate it.

Thank you, Nana
