PSI Proposal 0552-444418 Rev 1 FDEP Dryclean World, ERIC_5498
March 10, 2025 www.intertek.com/building
PSI conducted annual groundwater monitoring events from 2011 to 2022, identifying chlorinated solvent impacts extending hydraulically downgradient to the southeast of the drycleaning business. Additional parameters, specifically Perfluoroalkyl and polyfluoroalkyl substances (PFAS) compounds, were identified at the property at elevated concentrations, therefore, these compounds are included in the annual monitoring program.
The proposal contained herein consists of conducting groundwater sampling and analysis for VOH parameters for the routine annual groundwater monitoring, and sampling and analyses for PFAS compounds at select wells, along with one deliverable. The results will be used to evaluate current groundwater quality conditions. Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets.
2. Annual Groundwater Sampling and Analysis, and Groundwater Monitoring Report
The field activities for the VOH monitoring will be conducted concurrently with the PFAS sampling.
a. Mobilization to the site.
b. Collect groundwater elevation measurements of 9 monitoring wells.
c. Collect groundwater samples from the following monitoring wells for analyses by EPA Method 8260 for VOHs:
i. Deep: DMW003, DMW006, DMW007, DMW012, DMW0013, DMW014, DMW019 and;
ii. Deeper Wells: DMW021 and DMW022.
The groundwater samples will be submitted to a National Environmental Laboratory Accreditation Conference (NELAC) approved laboratory for analysis.
d. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment. The manifest will be submitted to the Department upon receipt.
e. Evaluation of data and develop an Annual Groundwater Monitoring Report to include current groundwater elevation maps, and current groundwater quality data. Conclusions and recommendations will be made which will include any modifications to the proposed annual groundwater sampling event.
3. PFAS Groundwater Sampling and Analysis
The PFAS groundwater sampling event will be conducted concurrently with the routine VOH sampling.
a. Collect groundwater samples from the following monitoring wells:

i. Deep wells: DMW003, DMW006, DMW012, DMW014.
ii. Deeper well: DMW022.
b. Preparation of sample coolers and ship to the FDEP Central Laboratory in Tallahassee for analyses for PFAS analyses.
c. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment. The manifest will be submitted to the Department upon receipt.
COST ESTIMATE AND SCHEDULE
The estimated cost to perform the described services is shown in the attached Cost Estimate. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW686, Waste Cleanup Program Services, dated December 21, 2021.
