Re: Proposal for Groundwater Monitoring and Remedial Alternatives Evaluation

Westwood Cleaners, ERIC_4706 4513 Gunn Highway Tampa, Florida 33624

Dear Ms. Schwed:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to conduct annual groundwater monitoring and to develop a Remedial Alternatives Evaluation for the Westwood Cleaners, in Tampa, Hillsborough County, Florida. Included with this proposal is a brief discussion of project background, proposed scope of work, cost estimate and a proposed schedule for completion. A Site Access Agreement was signed in August 2017 with the same property owner who is currently listed on the Hillsborough County Property Appraiser’s website.

PROJECT BACKGROUND

The Westwood Cleaners operated from 1984 to 2003 and occupied a tenant space on the east portion of a multi-tenant commercial shopping center in Tampa, Florida. The cleaners operated one tetrachloroethene (PCE) drycleaning machine and the facility has two floor drains. Based on results from the Site Screening activities in May 1997 showing PCE in the soil at a concentration of 700,000 micrograms per kilogram (µg/kg), the drycleaner business was accepted into the Drycleaning Solvent Cleanup Program. The soil sample was collected near the backdoor of the drycleaner building.

The former Westwood Cleaners tenant space is currently a martial arts studio, Carrollwood Tae Kwon Do, that trains students typically on weekday afternoons. The business has been remodeled with an elevated bamboo floor for the martial arts training. No drycleaning equipment remains at the former drycleaners.

FDEP –Westwood Cleaners, ERIC_4706

January 23, 2023 www.intertek.com/building

A Site Assessment / Interim Source Removal Plan was prepared by PSI for the FDEP and was submitted August 29, 2018, and subsequently approved by the FDEP on May 20, 2019. Of note is the very high PCE concentration detected in the shallow well installed next to the former dryclean machine at 64,000 ug/L in February 2018, 12,000 ug/L in April 2020, and 9,300 ug/L in March 2021. The Interim Source Removal (ISR) Plan consisted of addressing the contaminant mass such that additional contaminant contribution to the surrounding soil and groundwater is minimized using Soil Vapor Extraction (SVE) technology.

An SVE system was transferred from the Hampton Cleaners (also in the Drycleaning Solvent Cleanup Program, ERIC_4713, FDEP Property No. 141948) and installed in October through December 2019 at the Westwood Cleaners facility, with start-up in December 2019.

The system has been operating since December 2019. The most recent groundwater monitoring was in May 2022. The SVE system continues to show some contaminant mass recovery, and as well as a declining trend in groundwater contaminant concentrations in the source area which may be at least partly attributable to the SVE system’s effective removal of contaminant mass from the vadose and smear zones.

However, it has been decided to evaluate different groundwater remediation options to facilitate a faster path to closure. A Remedial Alternatives Evaluation is proposed to address the groundwater contaminant plume, along with updated groundwater sampling event. The proposed scope of work is contained herein.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of conducting the annual groundwater monitoring event and developing a Remedial Alternatives Evaluation for the impacted groundwater at the Westwood Cleaners.

Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Groundwater Monitoring

PSI will conduct the annual groundwater monitoring to evaluate current groundwater quality at the site. The following will be conducted to facilitate the groundwater evaluation for potential remediation strategies.

a. Mobilization to the site.

b. Collect groundwater elevation measurements from the below listed wells,

c. Collect groundwater samples for laboratory analysis for the following parameters, Monitoring Well

d. Submit groundwater samples to a NELAC approved laboratory for analysis of the above referenced analytical suites.

e. Development of ADaPT package deliverable.

f. Incorporate groundwater analytical data, physical parameters and groundwater elevation data into the RAE evaluation.

January 23, 2023 www.intertek.com/building

The investigative derived waste (IDW) that will be generated during the annual groundwater monitoring includes the purge water from the monitoring wells which will be put into the existing polytank stored on-site.

3. Remedial Alternatives Evaluation

PSI will review historical data, groundwater analytical trends, geochemical parameters, current maps of data, etc. Based on that data, PSI proposes to evaluate various groundwater remediation technologies for the site based on applicability, implementability, reliability, potential adverse impacts, operation and maintenance requirements, projected cleanup rate, and cost comparison.

PSI will then develop a preliminary RAE screening matrix table to include remediation options, advantages, disadvantages, and operational issues.

The preliminary RAE screening matrix table will be submitted to the FDEP for review of remedial options. Upon FDEP review, PSI will schedule a teleconference to discuss Westwood Cleaners groundwater remediation options.

The deliverable for the RAE will be the updated groundwater analytical tables, updated maps, RAE screening matrix table and meeting notes from the teleconference between the FDEP and PSI.

A deliverable and invoice schedule is presented below.

From: Nana Westmark Sent: Thursday, January 13, 2022 8:14 AM To: Natacha Jackson Cc: Greg Lassi Subject: Annual IDW prices for FDEP Drycleaning Contract for PSI Team

Good Morning Natacha – Hope you are doing well these days.

The PSI Team (PSI and Chastain Skillman) have been awarded one of the FDEP “Drycleaning Contracts” and we are anxious to get started.

We are inviting your firm to provide costs for pick-up, transport, and disposal to an approved facility of Investigation- Derived Waste (IDW) on a per 55-gallon drum basis from drycleaning sites and state funded sites, and site investigation sites that are in the programs.

If you are interested in providing a quote, we would appreciate it. I am attaching a form in which to submit back to us, along with the General Conditions.

If you could provide these prices to us by January 21, 2022, we would appreciate it.

Thank you, Nana
