Re: Proposal for 12 Months O&M, RASS Report, Groundwater Monitoring Coin-O-Magic Laundromat (current University Laundromat) 11605 North 15th Street Tampa, Florida Facility ID No. 299500268, ERIC_4690

Dear Ms. Murphy:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide remediation system Operation & Maintenance (O&M) services, and documentation of the remediation system performance with the development of two Remedial Action System Status Reports, and annual groundwater monitoring for the Coil O-Magic Laundromat. Included with this proposal is a brief discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion. Site Access between the property owner and the FDEP (and its contractors) was signed July 31, 2017.

PROJECT BACKGROUND

Historical records reveal that on-site drycleaning using perchloroethene (a.k.a PCE) was likely conducted from 1986 through 1994 at which time the drycleaning business was converted to a dry-drop-off and coin-operated laundromat. A Site Screening Investigation completed in August 1996 identified PCE impacts to soil ranging from 46 to 83 µg/kg. Based on an DSCP Application/Site Screening Report for Coin-O-Magic Laundromat in October 1996, the site was determined to be eligible for state-funded cleanup under the Drycleaning Solvent Cleanup Program (DSCP) with a score of 96.

mailto:Skylar.L.Murphy@FloridaDEP.gov

FDEP – Coin O-Magic, O&M, GW

No large Public Supply Wells as of January 2017 have been identified within ½ mile of the Site, whereas one small potable private well is located within ¼ mile of the Site. The private potable well provides water for the Hackworth Duplex located at 11720 North 15th Street, which is about 1,100 feet northwest of the Site.

A Site Assessment was conducted for the Drycleaning Solvent Cleanup Program beginning in May 2018 and a Site Assessment Report (SAR) was submitted to the Department on April 3, 2019. The results of the Site Assessment indicated no soil samples above SCTLs. Air samples collected from MAGS test points revealed 4.3 mg/m3 PCE at VE001 and 3.7 mg/m3 PCE at VE003. Groundwater assessment showed low levels of impact from VOH impacts in the saturated zone, none above GCTL. The highest dry cleaning COC was 1.2 μg/L of PCE at DP002 (21-25 ft bls).

The Site Assessment results collected from inside and adjacent to the former drycleaner building suggests that a limited mass of residual PCE is present in the area around the former location of the dry-cleaning machine or the active lint trap system. Recommendations included performing soil vapor extraction for vadose zone remediation due to low level COC concentrations in soil and vapor sample.

The Interim Source Removal Plan for an SVE System installation was approved by the FDEP on April 22, 2020. The construction activities - including transfer and placement of the SVE trailer, replacement and retrofitting of the SVE wells, construction of the SVE conveyance piping, and electrical connections within the system compound – were completed in the time- period from May to August 2021. The electrical service connection with Tampa Electric Company (TECO), including additional modifications to the temporary power pole, were completed in October 2021. The additional repairs to the trailer ventilation and control panel were also completed in January 2022. A Department-owned SVE remediation system trailer (property number 12809) was transferred to the site and was set-up at the northeast corner of the building.

The remediation equipment includes a 7.5 horsepower Amtek Rotron EN808 regenerative vacuum blower, a five-leg inlet manifold (three in use for this project), an 80- gallon aluminum vapor/liquid separator, a ½ horsepower liquid transfer pump, a 110- gallon closed top polytank, and an EOS Pro-2 PLC with cellular modem.

The current TA for the SVE system operation runs from January to June 2022. We recommend continuing the operation of the SVE system to run from July 2022 to June 2023, along with annual groundwater monitoring and reporting results in two RASS reports.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of twelve, monthly O&M events, and two Remedial Action System Status Report evaluating the SVE operation, and annual groundwater monitoring.

Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Three Months of O&M (First Quarter)

Operations and Maintenance will be conducted on the SVE system. The work will be conducted as follows:

a. Mobilization to the site on a monthly basis.
