Re: Proposal for SVE System Shutdown Evaluation /Groundwater Monitoring Custom Commerce Laundry & Dry Cleaning (former)

6642 Ridge Road Port Richey, Pasco County, Florida 34668 FDEP Facility ID# 51 9500743 / ERIC_5234

Dear Ms. Jean-Baptiste:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide remediation system shutdown evaluation and groundwater monitoring for the former Custom Commerce located at 6642 Ridge Road, Port Richey, Pasco County, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and level of effort, and a proposed work schedule.

PROJECT BACKGROUND

The former Custom Commerce Laundry & Dry Cleaning tenant space is currently a laundromat (Sunshine Cleaners & Laundromat) featuring coin-operated laundry service, drycleaning drop off, and alteration services. No drycleaning equipment remains at the former drycleaners. The surrounding properties are developed for multi-tenant commercial use, light industrial use, and a preschool. The preschool, First Steps Education Preschool, is located approximately 425 ft northwest of the site in a separate building on an outparcel of the shopping complex. Municipal water is provided to the building by the Pasco County Utilities. Water, electric and natural gas utilities appear to enter the building near the southeast corner of the tenant space.

FDEP – Custom Commerce Shutdown

Site Assessment activities conducted by PSI in 2018 and 2019 identified chlorinated solvent impacts in the soil and groundwater at this site originating from the use of PCE in the former drycleaning operation. Based on the results of a Modified Active Gas Survey (MAGS), we recommended implementation of an Soil Vapor Extraction system to reduce vadose zone contamination under the building. The Interim Source Removal Plan (ISRP), which presented the design of the SVE system was approved by the FDEP on April 10, 2020. The SVE system was designed to incorporate the existing MAGS wells by converting them to SVE wells.

An SVE system was transferred from the FDEP BWC Equipment Storage Facility (FDEP Property No. 122461). The ISR was initiated and the SVE system has been operating since April 2021.

During the most recent RASS report review by the FDEP, it was recommended that the system be evaluated for shutdown. Therefore, PSI has prepared the proposal contained herein to conduct an evaluation of SVE system shutdown along with another episode of groundwater monitoring to determine if the site meets groundwater cleanup target levels (GCTL).

PROPOSED SCOPE OF WORK

This proposal contains a system shutdown evaluation along with groundwater monitoring.

Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets as Subtask 1.

2. Initiate Shutdown Procedures - 1st Month

Shutdown procedures will commence and will consist of the collection of air samples for analysis by Method TO-15 from the influent and SVE001, SVE002, SVE003 and SVE004. The system will then be shutdown and the site secured.

The Level of Effort is detailed in Subtask 2.

3. Restart System – 2nd month

The SVE system will be restarted after approximately 30 days and allowed to run to remove approximately one pore volume. Then air samples will be collected from SVE001, SVE002, SVE003, and SVE004, as well as the influent.

The system will remain on until the results of the samples are received and evaluated. PSI will submit the air sample results to the FDEP and schedule a conference call to select the next appropriate course of action (either shutdown or continue system operation).

The Level of Effort is detailed in Subtask 3.

4. Utilities for remediation system operation

PSI used the previous utility costs at similar sites as an estimate for the annual costs, as detailed in Level of Effort Subtask 4.

5. Groundwater Monitoring

PSI will conduct groundwater sampling and analysis of the existing groundwater monitoring wells to evaluate groundwater quality at the drycleaning facility. The groundwater monitoring will consist of the following activities:

a. Mobilization to the site.

b. Collect groundwater elevation measurements of monitor wells.

c. Collect groundwater samples from the following monitor wells:

i. Shallow wells – MW00A, MW001S, MW002S, MW003S, MW004S, and

MW005S.

ii. Intermediate wells – MW001I, MW002I, and MW005I.

d. Submit groundwater samples to a NELAC approved laboratory for analysis of

VOHs via EPA Method 8260.

e. Development of GIS tables and deliverable.

f. Development of ADaPT package deliverable.

g. Development of current groundwater elevation maps, current groundwater quality data, and recommendations, as necessary. The data will be incorporated into the RASS Shutdown Evaluation and Groundwater Monitoring Report.

h. The investigative derived waste (IDW) that will be generated during the annual groundwater monitoring is limited to purge water from the monitoring wells which will be put into the existing polytank and stored on-site.

The Level of Effort is detailed in Subtask 5.

6. RASS and Shutdown Evaluation / Groundwater Monitoring Report

A RASS and Shutdown Evaluation / Groundwater Monitoring Report will be developed which will include an evaluation of the collected information and data. The report will detail and summarize the system shutdown data, along with summary tables, figures and a graphical depiction of the system performance. Recent groundwater monitoring results will be incorporated into the report presenting maps, tables and an evaluation of groundwater quality data.

The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient cleanup endpoints. We understand that the Department’s goal is to achieve aggressive contaminant reduction in an efficient and cost-effective method.

If the data supports the decision to shutdown the SVE system, then the site may transition into Post Active Remediation Monitoring (PARM). Similarly, if the data supports the decision for a clean closure, then a Site Rehabilitation Completion Report will be developed.

The Level of Effort is detailed in Subtask 6.

COST ESTIMATE AND SCHEDULE

The estimated cost to perform the shutdown evaluation, groundwater monitoring and report deliverable is shown on the attached Cost Estimate. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW 686, Waste Cleanup Program Services, dated December 21, 2021.

The shutdown evaluation will start upon expiration of the former TA under the previous Contract 552, which runs through April 2022. The shutdown will occur in May 2022, with the restart occurring in June 2022. Groundwater monitoring will occur in July 2022, and the results of the air samples will be submitted by the end of July 2022, upon which time, the FDEP and PSI will evaluate the next appropriate course of action.

PSI appreciates the opportunity to be of service to the FDEP. If you have any questions, please feel free to contact us at (813) 886-1075.

Respectfully submitted, PROFESSIONAL SERVICE INDUSTRIES, INC.
