Quayside Island Shoreline Stabilization

Biscayne Bay, Miami, Florida

Contract: CN330 TA8-CO1

Subtask 2 - Field Investigations Description:

89370-A 1-R3

Subtask 2A - Marine Resource Survey: A Cummins Cederberg biologist will walk the Project shoreline (approximately 70 ft) to document regulated mangroves and other coastal wetland vegetation, and to evaluate the potential impacts that may result from construction of a riprap revetment (e.g., mangrove trimming, mangrove alteration). The limits of the mangroves and coastal wetlands will be surveyed with a Global Positioning System.

Cummins Cederberg will conduct a marine resource survey to identify potential seagrasses, corals, and other marine resources of significance within the proposed Project boundaries. A marine biologist will assess the Project area from shore out approximately 25 feet and the area within 25 feet of the existing dock. Data (e.g., species, percent coverage, and location of any marine resources observed) will be collected via snorkel on prepared underwater paper and representative photographs will be taken.

The data collected during the mangrove and benthic surveys will be processed and illustrated on a basemap. The basemap will include location and coverage of documented marine resources. A brief observation report, including representative photographs, will be prepared summarizing the investigations.

Please note that the U.S. Army Corps of Engineers (USACE) requires that a benthic survey for seagrasses be done during the federal seagrass growing season (June 1 - September

30), FDEP requires the benthic survey be conducted between April 1 and October 30, and all environmental permitting agencies require that a benthic survey be conducted within 1-year of submittal of the environmental permit applications.

This scope of services includes field equipment and expenses, and assumes one day of field work.

Subtask 2B - Existing Condition, Topographic, and Vegetation Survey: A limited boundary and topographic survey will be completed for the proposed living shoreline area to serve as the basis for subsequent design and regulatory permitting.

The survey for the living shoreline area will extend from approximately 10-feet landward of the mean high water line (MHWL) out to wading depth. LiDAR data will be reviewed and interpolated to estimate the MHWL along the shoreline. Additionally, shoreline vegetation within five feet landward of the wrack line will be surveyed to identify the location, size, species, and health of the vegetation.

The survey data collected in the field will be reduced to the horizontal coordinate system and vertical datum established for the Project. This scope of services includes field equipment and expenses and assumes one day of field work.

CONDITIONS/ASSUMPTIONS

• Client shall notify Cummins Cederberg of any known conditions related to the Project that may affect the above-described scope of services.

• The survey data collected under Subtask 1 B is anticipated to be sufficient for environmental permitting, engineering design, and construction.

• Impacts to coastal and marine resources (e.g., mangroves, coastal wetlands, seagrasses, corals) and associated compensatory mitigation is not anticipated. This scope assumes that any mangrove trimming necessary for construction, if at all, will be lateral branches trimming and will meet FDEP mangrove trimming exemption criteria. If mangroves, wetlands and/or submerged aquatic resource impacts cannot be avoided or adequately minimized and compensatory mitigation is required to offset loss of ecological functions and values, or if coral relocation is required, agency negotiations and compensatory mitigation (including coral relocation) will be addressed under an addendum scope.

• This scope assumes that the work will qualify for existing Sovereign Submerged Lands (SSL) authorizations. If the FDEP determines the work requires additional SSL authorization, an addendum scope may be provided for Client approval.

• This scope assumes informal consultation with National Marine Fisheries Service (NMFS) Protected Resources Division and U.S. Fish & Wildlife Service for species under their purview and the NMFS Habitat Conservation Division will not have objections to the proposed Project.

• This scope assumes that a variance from the Environmental Quality Control Board, hearing before the Miami-Dade County Board of County Commissioners, and approval from the Shoreline Development Review Committee will not be required.

• Construction drawings to be inclusive of specifications. If a separate specifications package is required, Cummins Cederberg can provide under an addendum scope of services.

• Client or selected Marine Contractor to secure local Building Department Permit.

• There will be no legal encumbrance issues, substantial objections from neighbors, no submerged land authorization issues, and no historical or archaeological resource issues.

• If a more intensive permitting effort is required than what is specified herein, an addendum scope may be required.

89370-A 1-R3

• DERM application and permitting fees are estimated; actual fees will be based on construction cost estimates.
