Subtask 1: Field Investigations and Data Collection Description:
A. Topographic/Bathymetric Survey: Cummins Cederberg will complete a topographic and bathymetric surveying for the Project area to serve as the basis for subsequent design and regulatory permitting. The surveys will cover the full Project footprint and extend upland to support sand placement within the existing dune system (as needed). The survey will encompass approximately 1,400 linear ft alongshore, will be spaced approximately every 100 feet along the shoreline, and will extend from the waterward edge of the existing vegetation waterward 500 ft or to wading depth, including the breakwaters, whichever is greater, to support the coastal engineering analysis. The survey will be referenced horizontally to the Florida State Plane Coordinate System (NAD83/11) and vertically to the North American Vertical Datum of 1988 (NAVD88). The survey is anticipated to include, but will not be limited to, the following:
Upland elevations Intertidal elevations Subtidal elevations (to 500 ft or wading depth, including the existing breakwaters) Mean High Water Mean Low Water
B. Beach Sand Analysis: Cummins Cederberg will perform grain size analysis on four sand samples obtained from the Project area to document the native beach sand characteristics. The test data will be analyzed in accordance with FDEP standards and submitted as follows in tabular form: 1) sieve number 2) diameter in mm 3) diameter in phi units 4) weight retained on sieve 5) weight percent retained on sieve 6) cumulative weight retained on sieve and 7) cumulative weight percent retained on sieve. All weights and percentages will be recorded to the nearest 0.01 gm and a table of mean, median (D50), standard deviation (sorting), silt percent, and carbonate content will be prepared.
Cumulative frequency plots will be provided for each sample. If composite statistics are calculated, the spreadsheet will be provided, as well as a cumulative frequency curve of the composite. The analysis will also include a moist Munsell Color determination. In addition, the existing beach sand will be compared to two commercially available beach sand sources for compatibility. The number of sand samples required to be tested is contingent on the quantity (i.e., volume) of sand proposed for the Project. It is anticipated that FDEP will require four samples from the native beach based on the proposed Project length and the assumed volume of sand (i.e., >2,000 cubic yards). If the fill volume is less than 700 cubic yards, material testing may not be required. The physical samples will be submitted to the FDEP as part of the CCCL permit requirements.

Subtask 6: Coastal Engineering Analysis Description:
A. Terminal Groin Extension: Cummins Cederberg will complete a coastal engineering to support the permitting and design (under a separate scope of work) of an extension of the western terminal groin at the park. We will perform detailed wave modeling to evaluate the nearshore seasonal variations of wave direction and height along the park shoreline. More specifically, a wave rose will be developed between each of the existing and proposed rock structures during normal conditions. The results of previous modeling efforts will be considered. The modeling will be conducted utilizing an advanced wave model (e.g., MIKE 21 Spectral Waves FM or MIKE 21 Boussinesq Wave numerical model). The models simulate wave shoaling, breaking, diffraction, reflection, and refraction at varying water depths. The results of the wave modeling will be used to evaluate equilibrium shoreline planforms using MEPBAY or other desktop methods to optimize the proposed improvements and minimize impacts to the adjacent shorelines. MEPBAY is a

CCUMMINS CEDERBERG, INC. | Miami | Fort Lauderdale | Jupiter | Sarasota | St. Petersburg | Tallahassee computational tool designed to evaluate morphological changes of bay beaches for varying diffraction points (e.g., breakwaters). It is understood that previous studies by others recommended a 100-ft extension of the western terminal groin; however, Cummins Cederberg will evaluate up to three alternative lengths to optimize the upland shoreline response and sand retention benefits. We will prepare a report summarizing the results of the costal engineering analyses conducted. The report will include figures illustrating the results of the analyses. Should more detailed numerical modeling be required as part of the environmental permitting process (i.e., Request for Additional Information), these services can be provided under an addendum scope of work.

As the proposed Project is located within the State Park boundary, no additional proprietary authorization is required.
The beach fill material will be sourced from an approved upland sand mine and delivered to the Project by truck.
If shorebird surveys are required by the issued permits, scope will be provided for FDEP BDC approval.
It is assumed that existing sea turtle nesting data is available to support permitting efforts.
This scope assumes that the Project will be evaluated under the U.S. Fish & Wildlife Service’s August 2011 Statewide Programmatic Biological Opinion for sand placement activities in Florida and that formal Project specific consultation, pursuant to the Endangered Species Act (ESA), will not be required from the FWS or the National Marine Fisheries Service (NMFS), Protected Resources Division (PRD).
This scope assumes that the NMFS Habitat Conservation Division (HCD) will not have substantial objections to the proposed Project.
This scope assumes no formal objections (e.g., public, municipal, NGO) to the proposed nourishment Project.
This scope assumes that the Project will be authorized pursuant to Dedication 19817 from the Trustees of the Internal Improvement Fund to the State of Florida for Overseas Parkway and a State Lands Easement for use of Sovereign Submerged Lands, will not be required.
It is assumed that the proposed scope of work will qualify for a CCCL permit and a NW- 13 verification. If a higher level of permitting is required, it will be subject to an addendum scope.
The FDEP BDC will coordinate site access for the selected marine contractor.
The FDEP BDC will coordinate and host the pre-bid meeting, pre-construction meeting, and progress meetings if not held virtually or on-site.
Construction administration assumes the FDEP BDC selects a qualified marine contractor, requiring periodic (e.g., weekly) site observations. Should the FDEP BDC require additional support (e.g., daily, full-time observations), these services can be provided under an addendum scope.
The construction administration task assumes turbidity monitoring, endangered species monitoring, pay surveys, and material testing, if required, will be provided by the Contractor.
If a higher level of permit is required (e.g., Individual Permit) an addendum scope and budget will be provided.
If an updated marine resource survey is required to support the permit application process, it will be subject to an addendum scope.
It is assumed post-construction monitoring (e.g., physical, biological) will not be required as part of the permit conditions. These services can be provided under an addendum scope of work.
Should more detailed numerical modeling be required as part of the environmental permitting review process (i.e., Request for Additional Information), these services can be provided under an addendum scope of work.
