RE: Contract CN330, Task Assignment:

Proposal for Road Improvement Design and Engineering at Avalon St. Park

Dear Mr. Cobb:

Cummins Cederberg, Inc. (Cummins Cederberg) is pleased to present this proposal for wetland mapping services with respect to resilient road improvements at Avalon St. Park, located along A1A in Ft. Pierce. During a site inspection to assess existing trees within the proposed project footprint to support the environmental permit application, three proposed widening areas were found to be in proximity to wetlands. We are proposing to design the project to avoid wetland impacts. However, the precise wetland edges must first be verified before final plans can be developed to design around the wetlands. This process would include flagging the wetland edges in the field and having a survey crew record the flag positions.

For your review, Cummins Cederberg, Inc. (Cummins Cederberg) has prepared the attached proposal summary and man-hour documentation for the service tasks identified below:

Subtask 7 – Wetland Mapping

Please review that attached Proposal Summary and Deliverables.

Sincerely, CUMMINS CEDERBERG, INC.

Avalon St. Park Roadway Improvements A1A, Ft. Pierce, Florida

CContract: CN330 Task:

Cummins Cederberg, Inc. (Cummins Cederberg) is pleased to present this Scope of Work to the Florida Department of Environmental Protection (FDEP) for wetland mapping services in support of the resilient road improvements at Avalon State Park. The area of concern is along the proposed roadway layout, and was outlined during a site visit by an environmental scientist.

Subtask 7: Wetland Mapping Description: Cummins Cederberg will delineate the edges of jurisdictional wetlands adjacent to the existing roadway. The wetlands delineation will be performed in general accordance with the State Unified Wetland Delineation Methodology (Chapter 62-340 Florida Administrative Code), the Federal Manual for Identifying and Delineating Jurisdictional Wetlands: An Interagency Cooperative Publication (1989), and the Interim Regional Supplement to the USACE Wetland Delineation Manual: Atlantic and Gulf Coastal Plain Region (2010). Wetlands edge points will be marked with pin flags or flagging tape. The locations of the wetland edge points will also be approximated using handheld GPS equipment.

Cummins Cederberg will perform a Specific Purpose Survey to locate the flagged wetland edge points. The survey will be used to support the 100% Engineering Design – Subtask 3

Deliverable:

Subtask 7 – Specific Purpose Survey, Signed and Sealed by a Professional Surveyor and Mapper (CAD/PDF)

Client will provide any available background information, such as as-built drawings, historical photographs, or other available documentation.

Permitting for wetland impacts is not included in this scope. The design approach will be to obtain accurate wetland lines and design the roadway improvements to avoid wetland impacts (design measures will also include sediment and erosion control measures to avoid secondary wetland impacts). If it is determined during the design process that wetland impacts cannot be avoided, then permitting for wetland impacts can be performed as an additional service beyond this contract.
