Avalon St. Park Roadway Improvements

A1A, Ft. Pierce, Florida

Contract: CN330 Task: TA23

Cummins Cederberg, Inc. (Cummins Cederberg) is pleased to present this Scope of Work to the

Florida Department of Environmental Protection (FDEP) for engineering and environmental consulting services in support of the resilient road improvements at Avalon State Park. The area of concern extends from A1A to the Avalon West Day Use Area, was outlined during a site visit with Park staff on November 21, 2022, and is summarized in the figure below.

Figure 1: Project Location

Subtask 1: Field Investigations

Description:

1A Topographic Survey: Cummins Cederberg will complete topographic surveying for the

Project area to serve as the basis for subsequent analysis, planning, design, and regulatory permitting. The survey will encompass the area shown in Figure 1. Along A1A, cross sections will be taken to 100 feet each way of the entry road at approximate fifty (50) foot intervals, and cross sections will be taken at approximate fifty (50) foot intervals from edge of vegetation to edge of vegetation, approximately 2,500 feet westward into the park along the existing dirt entry road. The diagonal wooden fence on each side will also be located for reference. Utilities within the specific Project area will also be located using Ground Penetrating Radar (GPR), marked, and included in the survey map for use in design. The survey will be referenced horizontally to the Florida State Plane Coordinate System (NAD83/11) and vertically to the

North American Vertical Datum of 1988 (NAVD88).

1B Geotechnical Investigation: Cummins Cederberg will complete a geotechnical investigation for the Project area to serve as the basis for subsequent analysis, planning, design, and regulatory permitting. The investigation will include two (2) Standard Penetration

Test (SPT) borings (ASTM D1586) to depths of 10 feet below the existing grade to characterize the soil. Eight (8) hand auger borings to depths of 5-7 feet below existing grade will also be performed to characterize the soils under the entry road. A report will be prepared with engineering analysis of all data obtained to evaluate general subsurface conditions and to develop engineering recommendations to guide site preparation procedures, pavement design, and any other pertinent geotechnical engineering aspects of the project.

May 3, 2023 Page 4 of 14

1C Site Assessment: Cummins Cederberg will perform a site visit to observe existing conditions relative to roadway design and collect relevant design criteria. Utilities located under Task 1A will be reviewed and verified. A desktop assessment of trees surveyed under

Task 1A will be reviewed to evaluate potential impacts to vegetation.

Deliverable:

• Subtask 1A - Topographic Survey, Signed and Sealed by a Professional Surveyor and

Mapper (CAD/PDF)

• Subtask 1B – Geotechnical Investigation Report, Signed and Sealed by a Professional

Engineer (PDF)

• Subtask 1C – Field Observation Summary (PDF)

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely. (Please do not alter this language)
