Contract: CN330 Task: 3
SCOPE OF WORK
Cummins Cederberg, Inc. (Cummins Cederberg) is pleased to present this Draft Scope of Work for the Florida Department of Environmental Protection (DEP) for engineering and environmental consulting services in support of the Tidal Connection Restoration Project sited at two locations, on either side of Long Point Key as illustrated in Figure 1 below (Project). It is our understanding these historical tidal connections were filled in during the construction of Flagler’s railroad early last century and they are located entirely on FDEP (i.e. Curry Hammock State Park) and Florida
Department of Transportation (FDOT) property.

SUBTASK 1 – FIELD INVESTIGATIONS & DATA COLLECTION
Description:
a. LiDAR Review & Processing: Publicly available LIDAR survey data will be compiled to complement Project specific survey data collected under Task 1b, as well as any existing available survey data from other sources.
b. Topographic/Bathymetric Surveying: Topographic and bathymetric surveying will be completed for the Project area to serve as the basis for subsequent analysis, planning, design, and regulatory permitting. The surveys will encompass the Project area, extending across the roadway and into the water, including shoreline vegetation. The surveys will be referenced horizontally to the Florida State Plane Coordinate System (NAD83/11) and vertically to the
North American Vertical Datum of 1988 (NAVD88). The surveys are anticipated to include, but are not limited to, the following:
• Roadway, sidewalks, and striping
• Visible surface utilities (e.g., light poles)
• Subsurface utilities
• MHW line to the extent it can be determined
• Right-of-way lines
• Property boundaries
• Submerged lands
• Existing shoreline conditions (e.g., vegetation, rock)
• Tree and vegetation outlines denoting DBH, sizes, and common names
• Water depths on each side of the proposed connections
• Drone imagery of existing conditions
c. Baseline Marine Environmental Surveys: A baseline marine resource survey will be conducted to identify and delineate important submerged ecological resources in the Project vicinity. The survey will be conducted by experienced marine biologists who will document the extent, species, and general density of corals, seagrass, sponges, macroalgae, and other important marine organisms observed within the survey area. All work will be consistent with federal guidelines and the survey will be conducted during the federally recognized seagrass growing season.
A mangrove/coastal wetland survey will be conducted to identify and delineate important ecological resources that are protected and regulated along the waterfront. The surveys will include the area upland of the existing shoreline. The mangrove/coastal wetland survey will be conducted by biologists experienced in the identification and mapping of mangroves and other important coastal wetland species, as well as wetland delineation. The biologists will identify the species and aerial limits of lateral branches and prop roots within the Project areas.
Exotic vegetation along the shoreline will be located, as these areas may be used to provide ecological mitigation.
In addition, water and sediment samples will be collected within each waterway for analysis.
A Sampling Plan and Testing Protocol will be established based for the Project. The sampling regime will be developed to establish baseline conditions for future monitoring efforts.
All data collection will go through a QA/QC process where field datasheets will be checked for accuracy by the biologist as soon as possible following data collection. Cummins Cederberg will prepare a marine resource survey data report that summarizes the data collected and will include a georeferenced map of resources, a detailed narrative description of the current condition of observed resources, and representative photographs. Information will be presented in text, tabular, and graphic forms, to concisely communicate relevant information.
The report will be sufficient to support future environmental permit applications.
d. Geotechnical Investigations: A geotechnical investigation will be conducted for the two
Project areas. The investigations will include 4 Standard Penetration Test (SPT) borings. The borings will be conducted to a depth of approximately 15 feet below grade. The SPT borings will be performed in general accordance with ASTM D-1586. Prior to commencement of geotechnical investigations, Sunshine One Call will be contacted for information pertaining to the location of underground utilities.
An Engineering Report will be prepared providing:
• Drawings showing boring locations, a boring summary of the subsurface conditions, and boring logs with detailed descriptions of the materials encountered.
• Discussion of generalized subsurface conditions at the site including groundwater levels.
• Evaluation from a geotechnical perspective, of the suitability of the site for the proposed works.
• Design parameters for the recommended foundation types, including vertical and lateral load resistance.
• Construction considerations including impacts to existing infrastructure.
• Geotechnical soil parameters such as saturated unit weights, passive/active coefficients or internal friction angles, wall friction angles, cohesion.
e. Tide and Current Measurements: The Project site is located near the NOAA tidal monitoring station at Vaca Key (Station 8723970). However, correlation between the proposed sites and the established station are important for evaluation of pre- and post- conditions as a result of the Project. Cummins Cederberg will deploy four (4) tide gauges, one on each side of the proposed connections, to capture local tidal variations. The location and vertical level of the gauges will be referenced to the Project datum. The deployed gauges will record water level measurements for approximately 30 days. Upon retrieval of the gauges, the recorded measurements will be filtered through a low-pass filter to eliminate background noise (i.e., Phone: +1 305 741 6155 ▪ www.CumminsCederberg.com waves). The water surface elevations will be used for comparison with existing tidal datums and subsequent analysis of water levels via numerical model.
In addition, an Acoustic Wave and Current Profiler (ADCP) will be deployed in Vaca Cut over the same 30-days to measure current speeds at a specified sampling rate, along with the water surface elevations (i.e., tide). Following the period of data collection, a dive team from
Cummins Cederberg will return to retrieve the ADCPs from the seabed. The measurement data will be downloaded from the ADCP and processed to understand the magnitude and variation of the currents and water levels at the deployment locations. Cummins Cederberg will prepare a report summarizing the equipment specifications and deployment details, as well as the data collection and analysis. The field collected data will serve as the basis for calibration of subsequent numerical modeling efforts, as well as potential post Project measurements for comparison.
f. Baseline Water Quality Sampling: Baseline water quality data will be collected using a YSI
556 Multiprobe Water Quality Meter, or similar unit, from two (2) locations within Florida Bay and two locations within the Atlantic Ocean at each of the two (2) Project areas. Data will include salinity, pH, dissolved oxygen, and temperature.
g. Baseline Sediment Quality Sampling: Sediment samples will be collected from each of the water quality sampling locations using standard sediment cores. Samples will be stored in double-bagged plastic baggies, marked according to date, time of day, and location. Samples will be stored on ice until they are provided for particle size analysis per ASTM D 422. Testing for metals or specific components is not included.
h. Civil Data Collection and Site Assessment: A Sunshine One Call of Florida design ticket will be obtained to identify existing utilities within the Project area. We will coordinate with utilities identified in the design ticket to obtain as-built plans, GIS maps, and other available information for existing utilities in the Project area. The survey, as-builts from local utilities will be reviewed and field locations will be field verified as site accessibility permits. An assessment of trees surveyed and potential impact of the existing vegetation by proposed improvements within the limits of work will be provided.
