RE: CONTRACT NUMBER: CN330
PROPOSAL FOR MARINE ENGINEERING AND ENVIRONMENTAL CONSULTING SERVICES
AT THE BAHIA HONDA STATE PARK IN BIG PINE KEY, MONROE COUNTY, FLORIDA
Dear Mr. Hewitt;
Cummins Cederberg, Inc. (Cummins Cederberg) is pleased to present this proposal for engineering and environmental consulting services with respect to resilient road improvements at Bahia Honda
State Park located at 36850 Overseas Highway, Big Pine Key, Florida. It is our understanding
Bahia Honda State Park is interested in improving the existing 0.2-mile road to employee housing on the Gulf side of Big Pine Key by raising the elevation of the unpaved road to mitigate the impacts of sea level rise and reduce the frequency of flooding events. The road will remain unpaved and fill material may consist of crushed limerock compacted to FDOT specifications.
Impacts to wetlands are not anticipated, as the additional fill for the unpaved road improvements will be retained by a retaining element as applicable along the length of the road.
For your review, Cummins Cederberg, Inc. (Cummins Cederberg) has prepared the attached proposal summary and man-hour documentation for the service tasks identified below:
Subtask 1 – Field Investigations
Subtask 2 – Engineering – 60% Documents
Subtask 3 – Environmental Permitting – Roadway Improvements
Subtask 4 – Engineering – 100% Documents
Subtask 5 – Construction Support Services
We appreciate the opportunity to prepare a proposal for engineering and environmental consulting services and look forward to working together. Please review the attached Proposal Summary and deliverables; we will commence work upon receipt of Authorization to Proceed.

Bahia Honda State Park Staff Housing Access Road Improvement Project
Bahia Honda State Park, 36850 Overseas Highway, Big Pine Key, Florida 33043
Contract: CN330 Task: 1
SUBTASK 1 – FIELD INVESTIGATIONS
Description:
Subtask 1A: Wetland Delineation: A Cummins Cederberg biologist will perform a wetland delineation to identify the limits of wetlands on both sides of the road. The limits of wetlands will be surveyed in with a handheld GPS. This information will be utilized to ensure that impacts to wetlands are avoided and minimized to the maximum extent practicable in the design process and to support environmental permitting for the Project.
Subtask 1B: Asbestos and Lead-Based Paint Inspection: A sub-consultant from
Southern Earth Sciences (SESI) will perform Asbestos NESHAPS Renovation Surveys (40
CFR Part 61) of the identified roadway. SESI will perform bulk sampling of accessible suspect materials following the AHERA Sample Protocol and send the samples to a
NVLAP Laboratory for bulk PLM Analysis. SESI will sample painted surfaces associated with the infrastructure, as applicable, using a Heuresis Pb200i Lead Analyzer (XRF) for lead based paint.
Subtask 1C: Limited Boundary and Topographic Survey: A limited boundary survey will be completed for the proposed roadway area to serve as the basis for subsequent design and regulatory permitting. The location and elevation of the roadway will be surveyed along with other general features of the site pertinent to the Project. This survey is not intended as a full boundary survey but only specifically for the roadway improvement
Project. In addition, elevations along the perimeter and throughout the roadway will be collected. The survey data collected in the field will be reduced to the horizontal coordinate system and vertical datum established for the Project.
Deliverable:
Subtask 1A: Basemap depicting wetland limits superimposed on available recent aerial imagery in PDF.
Subtask 1B: One (1) report with the identified ACM present, approximate quantities, locations, and appropriate actions in PDF format.
Subtask 1C: One (1) property survey, signed/sealed by a Florida Registered Professional Surveyor, along with PDF and DWG files.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

SUBTASK 2 – ENGINEERING – 60% DOCUMENTS
Description:
Cummins Cederberg will layout and design an increase in elevation for the existing roadway based on survey data collected under Subtask 1C. The elevation increase may require vertical and/or sloping bank stabilization to retain the increased fill. The elevation increase will be optimized based on multiple variables, such as minimization of wetland impacts, cost of retainment required, and water levels.
Cummins Cederberg will prepare preliminary drawings, at approximately 60% completion level, inclusive of specifications, in sufficient detail for submittal to the regulatory agencies as
‘permit sketches’. The existing conditions and wetland delineation from Subtask 1C will be included. The plans will be prepared in CAD format.

CONDITIONS/ASSUMPTIONS
Client shall notify Cummins Cederberg of any known conditions related to the Project that may affect the above-described scope of services.
Client shall provide safe access to the Project site as needed by Cummins Cederberg to complete the above-described scope of services.
Impacts to wetlands are not proposed and mitigation will not be required.
This scope assumes the FDEP will waive the criterion limiting 62-331.216 to activities no more than 500 feet in length along a bank and determine the discharge will result in no more than minimal adverse environmental effects. If the FDEP determines the scope of work does not qualify for the 62-331-216 General Permit Verification, an addendum scope will be provided for Client approval.
This scope assumes historical wetland impacts will not need to be addressed as part of the permitting process, the work will qualify for an FDEP exemption, and the work will qualify for a Letter of Consent for use of State owned Sovereign Submerged Lands. If the FDEP determines the work does not qualify for an exemption and/or requires proprietary authorization beyond a Letter of Consent, an addendum scope will be provided for Client approval.

Fill required for project construction will not exceed one cubic yard per linear foot below
Mean/Ordinary High Water.
The road elevation and bulkhead will be designed to ensure no material will be eroded by normal or expected high water flows and will not impair surface water flow into or out of waters or wetlands.
This presumes there is no stormwater engineering required for the proposed improvements.
Construction drawings to be inclusive of specifications. If a separate specifications package is required, Cummins Cederberg can provide under an addendum scope of services.
Legal, agency, and permit fees not included.
Client or selected Marine Contractor to secure local Building Department Permit.
There will be no legal encumbrance issues, substantial objections from neighbors, no submerged land lease issues, and no historic or archaeological resource issues.
Budget for Subtask 1B is based on concurrent authorization and shared travel costs with similar scope item for proposed dock reconstruction at John Pennekamp Coral Reef State
Park under a separate task assignment.
