Contract: CN330 Task:
Subtask 1 - Topographic and Limited Hydrographic Survey Description:
Cummins Cederberg’s subconsultant will conduct a limited boundary, topographic, and hydrographic survey of the shoreline, approximately 5,550 LF from the lighthouse to north end of the western shoreline, and eight (8) fishing piers and upland up to 30 ft. The topographic survey will be completed for the Project site to serve as the basis for subsequent design and regulatory permitting. Specifically, the location and elevations of the seawall, rock revetment, and fishing piers (and associated elements) will be identified along with other general features of the site, both hardscape and landscape, pertinent to the Project. In addition, a limited hydrographic survey will be conducted of immediate water depths to collect every 10 ft. off the end of each fishing pier and every 20 ft. along the shoreline. A boundary survey will be prepared as required to secure permitting. Data will be geo-rectified in the State Plane Coordinate System; and elevation data collected in the field will be referenced in North American Vertical Datum of 1988 (NAVD88).

Subtask 2 – Marine Engineering Inspection Description:
2A Inspection: A team of engineer-divers, including a licensed Professional Engineer, will perform an above- and below-water inspection of the entire ~5,550 feet of seawall from the lighthouse to north end of the western shoreline and eight (8) fishing piers. The inspection will include visual assessment of the structural components (e.g., cap, panels, piles, rock slope, beams) to identify forms of deterioration (e.g. cracking, spalling, displacement, undermining, etc.)
and methods for repair or replacement, as needed. Field notes will be collected to document observed damage or deterioration, which will be referenced to stationing established along the shoreline. Above- and below-water photographs will also be obtained to document the assessment and will be included in the engineering report. The inspection will be conducted generally following methods provided in Standard Practice Manual for Underwater Investigations, ASCE Manual No. 101.
As a supportive effort to the marine engineering field inspection, Cummins Cederberg will conduct a desktop review relative to existing marine structures and shoreline protection systems within the inspection footprint. This review will include available design plans, structural inspection reports, or other engineering related documents. Documents will be pulled from publicly available databases. Findings from this desktop review could potentially supplement recommendations, if any, for repairs of existing structures.
2B Engineering Report: A report will be prepared to summarize the engineering observations and results of the inspection. The report will include an assessment of the existing marine structures and recommendations for repairs or replacement. In particular, the report will describe findings for each of the eight (8) fishing piers and provide recommendations on which, if any, fishing piers can be immediately reopened. If applicable, recommendations for minor repairs to expedite reopening select fishing piers will be provided. Based on Client communication, fishing piers #8, #7, and #5 were earmarked as the most popular fishing piers to reopen based on usage;
these piers, along with the all the piers, will be given recommendations on a course of action for reopening. Findings from the desktop review will be included as an appendix to this report and referenced along field findings as applicable. Color copies of photographs to reference

Subtask 3 – Marine Resource Survey Description:
3A Survey: As part of the initial design phase, Cummins Cederberg will conduct a marine resource survey to identify potential seagrasses, corals, and other marine resources relative to avoidance and minimization of potential impacts that may occur as a result of the seawall or fishing pier reconfiguration within the proposed Project boundaries. Note, however, the federally (USACE) recognized seagrass growing season is from June 1 – September 30, and if this initial survey is performed before June 1 for the purposes of design planning, an additional “in-season” seagrass survey will likely be required during the permitting process. A second survey is not included in this scope.

Due to the large area of shoreline, a reconnaissance survey will be performed along the entire ~5,550 ft. with extensive areas of seagrass mapped directly, out to 50 ft. perpendicular (waterward) to and paralleling the shoreline. In areas extending >50 ft. parallel to the shoreline, perpendicular transects will be established every 30 ft. to document the extent of the resource within certain segments of the Project area to adequately characterize the area for the purpose of avoidance and impact minimization. Data (e.g., species, percent coverage, and location of marine resources observed) will be collected via SCUBA (or snorkel, depending on depth) on prepared underwater paper and representative photographs will be taken. Coordinates will be collected at specific locations throughout the survey to document edges of habitats, or individual coral colonies observed.
3B Report: The data will be processed and illustrated on a basemap. The basemap will include location and coverage of documented marine resources. A brief observation report, including representative photographs, will be prepared summarizing the investigations.
Deliverables: Environmental Survey Report in PDF-format
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
