RE: FDEP Contract No. CN330

Proposal for Marine Engineering and Environmental Consulting Services

For the proposed Trestle Trail Project at the Hugh Taylor Birch State Park in Fort

Lauderdale, Broward County, Florida

Dear Mr. Rowe, Cummins Cederberg, Inc. (Cummins Cederberg) is pleased to present this proposal for marine engineering consulting services for Hugh Taylor Birch State Park Trestle Trail Project located at

3109 E Sunrise Blvd in Fort Lauderdale, Broward County, Florida (Project). The project scope includes converting an old train trestle into a pedestrian walking bridge, which will include a central shaded look-out feature, as a destination for the Park. As we understand, conceptual marine engineering design plan options and associated cost estimates are requested. This task will be to analyze the conceptual design plan of the Park’s Citizen Support Organization (CSO) preferred concept and two potential alternatives options. An opinion of probable costs for each of these conceptual designs will be prepared along with illustrative conceptual drawings and pros/cons of each.

For your review, Cummins Cederberg, Inc. (Cummins Cederberg) has provided the attached proposal summary and man-hour documentation for the service tasks identified below:

▪ Subtask 1 – Conceptual Design Plans and Opinion of Probable Cost

We appreciate the opportunity to prepare a proposal for marine engineering consulting services and look forward to working together. Please review the attached Proposal Summary and deliverables; we will commence work upon receipt of Authorization to Proceed.

Contract: CN330 Task Assignment: 06

Subtask 1 – Conceptual Design Plans and Opinion of Probable Cost

Description: An engineer from Cummins Cederberg will visit the site to observe existing conditions accessibility and other feature that might influence the conceptual planning. Cummins

Cederberg will then analyze three (3) conceptual designs for the Trestle Trail Project at Hugh

Taylor Birch State Park and provide an opinion of probable costs for each of the conceptual designs. Each concept respects the design vision of the approximately 250’ long and 8’ wide pedestrian bridge with a central shaded area as an attraction for park users. The opinion of probable construction costs will be inclusive of all construction hard costs for planning purposes.

A summary of the cost-benefit of each conceptual design with respect to multiple factors, including but not limited to: design integrity and efficiency; constructability; opinion of probable construction and maintenance costs; environmental permitting and potential associated mitigation costs; and expected lifespan of the structure.

The first concept is the preferred design from the Park’s CSO, Design #1, and was developed for the Park during initial efforts before the project was paused. Design #1 includes a new cast-in-place reinforced concrete bridge deck supported with existing steel beams and concrete piling.

The side railings are proposed to be constructed with prefabricate aluminum railings. The shaded central area will be a fabric shade sail compromised of vertical stainless steel or aluminum poles supporting the shade structure, and a linear bench is proposed to be placed underneath the shade structure.

The second concept, Design #2, is anticipated to be compromised of composite materials, which will offer corrosion resistance, a lighter substructure, and allow the bridge to be constructed without heavy machines. A similar shade type structure will be included, utilizing similar composite materials to the greatest extent practical.

The third concept, Design #3, is anticipated as a hybrid between the two systems. The deck is proposed to be constructed of cast-in-place concrete with GFRP or ChromX reinforcement bars.

The existing steel beams may be repaired or replaced with CFRP or GFRP concrete beams to not base the service life of the structure on the remaining life of the steel beams and to not rely on the steel’s remaining load bearing capacity for the concrete deck.

Cummins Cederberg will participate in one (1) meeting with FDEP staff and/or the Park’s CSO to present and discuss the conceptual designs and supporting information.
