RE: Contract CN330, Task Assignment: TBD Proposals for Boat Ramp Field Work at Bald Point State Park, St. Teresa, Florida

Dear Mr. Cobb:

Cummins Cederberg, Inc. (Cummins Cederberg) is pleased to present this revised proposal for our marine engineering and environmental consulting services for a boat ramp field work at two possible locations in Bald Point State Park, located on the south side of Highway 98, St. Teresa, Franklin County, Florida (Project). The proposed project consists of a topographic/bathymetric survey, wetland/marine resource survey, and Client briefing meeting. This scope of services will serve to inform future boat ramp feasibility, design and permitting work.

For your review, Cummins Cederberg, Inc. (Cummins Cederberg) has provided the attached proposal summary and man-hour documentation for the service tasks identified below:

Subtask 1 – Leonard’s Landing o Subtask 1A – Topographic/Bathymetric Survey o Subtask 1B – Preliminary Benthic Resource Survey

Subtask 2 – Two Rut Landing o Subtask 2A – Topographic/Bathymetric Survey o Subtask 2B – Preliminary Benthic Resource Survey

We appreciate the opportunity to prepare a proposal for engineering and environmental consulting services and look forward to working together. Please review the attached Proposal Summary and deliverables; we will commence work upon receipt of Authorization to Proceed.

Sincerely, CUMMINS CEDERBERG, INC.

Subtask 1 – Leonard’s Landing (aka Alligator Point Public Boat Launch)

A. Topographic and Bathymetric Survey: Cummins Cederberg will complete topographic and bathymetric surveying for the Project area to serve as the basis for subsequent analysis, planning, design, and regulatory permitting. The field work at both site will include the upland out area out to the -3-ft mean low water (MLW) contour line. The survey will be referenced horizontally to the Florida State Plane Coordinate System (NAD83/11) and vertically to the North American Vertical Datum of 1988 (NAVD88). The survey is anticipated to include, but will not be limited to, the following:

Upland elevations including existing site improvements, Curbing, sidewalks, drives, pavement, adjacent streets and/or highways, utility poles, overhead lines, fences, transformers, cleanouts, valves, and meters. Elevation shots will be taken on a 50-foot grid along with locating all break lines to create a Digital Terrain Model (DTM). Elevations on hard surfaces, such as asphalt, concrete, or brick will be depicted to the nearest 0.01 feet. Elevations on natural surfaces will be depicted to the nearest 0.10 feet. Two benchmarks will be established at the site.

Mean High Water elevation to be filed with the FDEP MHW line survey repository.

Subtidal elevations (to -3 ft MLW) Extents of survey area depicted below. The survey area width is approximately

200 linear feet, the survey distance offshore will be approximately 700 linear feet.

B. Preliminary Marine Resource Survey: Cummins Cederberg will conduct a preliminary qualitative benthic resource survey of the Project area to document the nearshore edge of benthic resources (e.g., seagrasses, hardbottom, macroalgae) during the 2023 seagrass growing season. The environmental agencies recognize different seagrass growing seasons, with the narrowest window occurring between June 1st and September 30th. Should this site be chosen by the Client for further boat ramp design and permitting, an in-season benthic survey conducted during the seagrass growing season prior to application, preferably within six months of application, will be required. This updated survey, not included in this scope, would delineate the nearshore edge of resources, as well as conduct a quantitative survey to support permit application review and post construction permit compliance.

Additionally, a biologist will conduct a preliminary survey of the uplands (depicted below) to document the condition of the site, extent of vegetation, and the presence of wetlands or observed listed species. Field notes and representative photos will be taken.

A Field Observation Report (FOR) referencing the base map and representative photographs will be prepared summarizing the investigations. The survey scoped herein will be utilized for future Project planning and design during this initial phase.
