John Pennekamp Coral Reef State Park Dock Replacement and Boat Ramp Repairs:
John Pennekamp Coral Reef State Park, 102601 Overseas Highway, Key Largo, Monroe County, Florida 33037
Contract: CN330 Task: 3
SUBTASK 1 – FIELD INVESTIGATIONS
Description:
Subtask 1A: Limited Boundary and Topographic Survey: A limited boundary survey will be completed for the proposed dock and boat ramp area to serve as the basis for subsequent design and regulatory permitting. The location and elevation of the existing shoreline, dock, and boat ramp elements (e.g., docks, piles, ramp) will be surveyed along with other general features of the site pertinent to the Project. The survey is not intended as a full boundary survey but only specifically for the dock and boat ramp Project. In addition, water depths fronting the shoreline and dock structures will be collected to support engineering design of the proposed dock replacement and boat ramp improvements. The survey data collected in the field will be reduced to the horizontal coordinate system and vertical datum established for the Project.
Subtask 1B: Geotechnical Borings: Perform two (2) Standard Penetration Tests (SPT) to a depth of 30 feet below the ground surface adjacent to the Dive Shop and Boat Ramp.
Sunshine One Call will be contacted for advice regarding the location of underground utilities. This will take approximately 10 business days to be cleared by Sunshine One Call.
In addition, any available information regarding the location of underground utilities must be provided. Cummins Cederberg and its subconsultants cannot be held responsible for damage to below ground structures or utilities which are not identified to us. We specifically request any available information about the location of underground utilities for this Project.
Based on the collected field data, engineering analysis will be performed and a report prepared with evaluations and discussions of the geotechnical aspects of the proposed
Project. The report will include:
Drawings showing boring locations, a graphic summary of the generalized subsurface conditions, and boring logs with detailed descriptions of the materials encountered
Discussion of generalized subsurface conditions at the site
Soil parameter recommendations for dock design
Driving criteria for concrete and timber piles, including axial and lateral capacities

Subtask 1C: Asbestos and Lead-Based Paint Inspection: A sub-consultant from
Southern Earth Sciences will perform Asbestos NESHAPS Renovation Surveys (40 CFR
Part 61) of the identified boat ramp and associated dock structures at the Project site. SESI will perform bulk sampling of accessible suspect materials following the AHERA Sample
Protocol and send the samples to a NVLAP Laboratory for bulk PLM Analysis. SESI will sample painted surfaces associated with the renovations using a Heuresis Pb200i Lead
Analyzer (XRF) for lead based paint.
Deliverables:
Subtask 1A: One (1) survey signed/sealed by a Florida Registered Professional Surveyor and PDF copy.
Subtask 1B: Geotechnical Investigations Report, Signed/Sealed by a Florida Registered Professional Engineer in PDF format.
Subtask 1C: One (1) report in PDF format with the identified ACM present, approximate quantities, locations, and appropriate actions.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

CONDITIONS/ASSUMPTIONS
Client shall notify Cummins Cederberg of any known conditions related to the Project that may affect the above described scope of services.
Client shall provide safe access to the Project site as needed by Cummins Cederberg to complete the above described scope of services.
The proposed dock improvements will be repaired and/or replaced in the exact same footprint as existing. No expansion or addition of slips are proposed.
Impacts to marine or coastal resources (e.g. seagrasses, corals, mangroves) are not proposed and mitigation will not be required. Assumes any mangrove trimming needed for construction, if at all, is lateral trimming and meets FDEP exemption criteria.
An in season (June 1 – September 30) marine resource survey may be required for this Project.
If a marine resource survey is required, Cummins Cederberg can provide under a separate scope of work.
Dredging will not be required; a minimum of 4 feet MLW is presumed to be available throughout each slip. Water depths directly next to docks and seawalls are presumed to suffice for agencies.
This scope assumes the FKNMS will comment on the USACE permit and a separate FKNMS permit will not be required.
If it is determined that the proposed work does not qualify for an FDEP exemption and/or a
USACE NW-3 Permit verification, an addendum will be provided for Client approval.
Legal not included.
Anticipated permit fees noted above, treated as reimbursable expense.
Client or selected Marine Contractor to secure local Building Department Permit.
There will be no legal encumbrance issues, substantial objections from neighbors, no submerged land lease issues, and no historic or archaeological resource issues.
Construction drawings to be inclusive of specifications. If a separate specifications package is required, Cummins Cederberg can provide under an addendum scope of services.
Utility design based on the assumption that adequate service is provided for the proposed piers and upland modifications are not required. Any upgrades, including but not limited to, FPL service, and/or flood-proofing measures may result in additional fees.
Fire Protection system is not included in Utility design.
File details come from the government source that posted it. Updated .
