This is Addendum No. 2 issued by the Florida Department of Transportation (FDOT) District Three for the District 3 Midway Operations Center Supplemental Crew contract. The addendum updates the technical proposal evaluation criteria outlined in RFP Section 21.2 (Part 1), specifically modifying the "Qualifications and Experience" scoring section on page 35. The solicitation seeks one crew consisting of a crew leader, four maintenance workers, and one equipment operator to provide routine maintenance services including asphalt repair, drainage infrastructure maintenance, roadside vegetation management, traffic services, and emergency response activities in Leon and Gadsden Counties. Technical proposals are limited to eight pages and must be submitted by April 9, 2026 at 10:00 AM via email to D3.Purch@dot.state.fl.us, with public opening of technical proposals at 11:00 AM that same day in Chipley, Florida. Price proposals will be opened separately on April 23, 2026, and the selection meeting is scheduled for May 4, 2026. The contract term is anticipated to begin July 1, 2026 and continue through June 30, 2027, with renewal options for up to three additional years contingent upon satisfactory performance and fund availability.
The technical proposal evaluation comprises 70 points addressing philosophy and understanding of scope (4 points), qualifications and experience (15 points), past performance (8 points), maintenance of traffic safety and lane availability (10 points), strategy for meeting Maintenance & Repair Program criteria (20 points), and added value (8 points), which will be combined with a 30-point price score for a total of 100 points. The contract budgetary ceiling is $500,000, with pricing based on hourly rates for crew members and equipment estimated on annual hours plus a fixed $10,000 equipment contingency as a non-bid line item. Contractors must be registered in MyFloridaMarketPlace, comply with E-Verify requirements, provide a performance bond in the full amount of the proposal, and carry general liability insurance with minimum combined bodily injury limits of $200,000 per person and $300,000 each occurrence, plus property damage insurance of at least $200,000 per occurrence.
