About this file
This is a Questions and Answers document issued by the Florida Department of Transportation (FDOT) in response to proposer inquiries regarding the District 3 Midway Operations Center Supplemental Crew contract opportunity. The memorandum clarifies key contract terms and requirements for vendors submitting proposals to provide staffing and equipment for routine maintenance services in Leon and Gadsden Counties. The document addresses five primary questions regarding equipment usage, payment structures, crew composition, staffing timelines, and licensing requirements for contract personnel.
The responses confirm that the concrete mixer will be used for miscellaneous concrete repairs not requiring full concrete loads; the full monthly equipment cost bid rate per crew will be paid regardless of actual equipment usage; the Equipment Operator position is an addition to, not a replacement for, the standard crew of one Crew Leader and four Maintenance Workers; at least one week advance notice will be provided when an Equipment Operator is requested for planned work; and Contract CDL requirements have been updated per Addendum No. 1, indicating that modifications to the Commercial Driver's License qualifications for the Crew Leader position are forthcoming. These clarifications are essential for proposers preparing accurate and compliant bids for the April 9, 2026 technical proposal submission deadline.

Date: 3/31/2026 To: All Proposers RE: Questions and Answers 2 Proposal ID: DOT-RFP-26-3016-CS Description: Midway Operations Center Supplemental Crew
1. What is the anticipated usage for the concrete mixer?
Response: The concrete mixer will be used for a small miscellaneous concrete repair (sidewalk, ditch pavement, knee wall, etc.) that does not require a full load of concrete to be ordered.
2. Section 10. Payment subsection c. and Bid Price Proposal. Equipment Cost item.
Please confirm the full bid rate per crew for the Equipment cost item will be paid each month per crew regardless of actual use of each specific piece of the required equipment per crew.
Response: The full bid rate per crew for the Equipment cost item to provide equipment in accordance with Section ‘7.0 Contractor Provided Equipment (Per Crew)’ will be paid each month per crew regardless of actual use of each specific piece of the required equipment per crew.
3. Please confirm that when the Equip Operator position is requested, it is assumed to be in addition to the 1 Crew Leader and 4 Maintenance Worker positions (not swapped with).
Response: When the Equipment Operator position is requested by the Department it will be in addition to the 1 Crew Leader and 4 Maintenance Worker positions.
4. Please confirm that when the Equip. Operator position is requested, it will be for planned work, and that ample lead time (at least one week) will be made available to the vendor to have the position join the crew.
Response: When the Equipment Operator position is requested, it will be for planned work and at least one-week advance notice will be provided to the Vendor in order to have the Equipment Operator position join the crew.
5. Please consider removing the CDL requirement from the Crew Leader position. It is assumed that most of the workdays will not require a CDL driver, especially Class A. Should the work requested by FDOT require a CDL driver, the vendor will make one available, preferably through the Equipment Operator position. Class B CDL should be sufficient for any CDL requirement that may be requested of the crew and equipment operator.
Response: Contract CDL requirements have been updated per Addendum No. 1 to be posted.
