About this file
This document contains Questions and Responses related to the Florida Department of Transportation (FDOT) District Three's Request for Proposal for supplemental crew staffing and equipment services at the Midway Operations Center. The solicitation seeks a minimum of one crew consisting of one crew leader, four maintenance workers, and one equipment operator to perform routine maintenance services including asphalt repair, drainage infrastructure maintenance, roadside vegetation management, traffic services, and emergency response activities in Leon and Gadsden Counties. Technical proposals, limited to eight pages, are due by April 9, 2026 at 10:00 AM via email to D3.Purch@dot.state.fl.us, with public opening of technical proposals scheduled for April 9, 2026 at 11:00 AM at 1074 Highway 90 East, Chipley, FL 32428. Price proposals will be opened separately on April 23, 2026, and the selection meeting is scheduled for May 4, 2026. The anticipated contract term begins July 1, 2026 and continues through June 30, 2027, with renewal options available for up to three additional years contingent upon satisfactory performance and fund availability.
The contract employs a 70-point technical evaluation combined with a 30-point price evaluation, with award to the highest-scoring responsive and responsible vendor. Pricing is structured as hourly rates for crew members and equipment based on estimated annual hours, with a fixed $10,000 equipment contingency as a non-bid line item. The total contract budgetary ceiling is $500,000, and award will be based on this budgetary amount rather than the proposal amount submitted. All proposers must be registered in MyFloridaMarketPlace, comply with E-Verify requirements, and submit scrutinized companies list certifications. Contractors must provide a performance bond in the full proposal amount and maintain general liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 per occurrence, plus property damage insurance of at least $200,000 per occurrence. Monthly payments will be made upon submission of invoices with supporting documentation, subject to a one percent MyFloridaMarketPlace transaction fee.

Date: 3/31/2026 To: All Proposers RE: Questions and Answers 2 Proposal ID: DOT-RFP-26-3016-CS Description: Midway Operations Center Supplemental Crew

3. Please confirm that when the Equip Operator position is requested, it is assumed to be in addition to the 1 Crew Leader and 4 Maintenance Worker positions (not swapped with).
Response: When the Equipment Operator position is requested by the Department it will be in addition to the 1 Crew Leader and 4 Maintenance Worker positions.
4. Please confirm that when the Equip. Operator position is requested, it will be for planned work, and that ample lead time (at least one week) will be made available to the vendor to have the position join the crew.
Response: When the Equipment Operator position is requested, it will be for planned work and at least one-week advance notice will be provided to the Vendor in order to have the Equipment Operator position join the crew.
