About this file
This is a Questions and Responses document issued by the Florida Department of Transportation (FDOT) addressing proposer inquiries related to the District 3 Midway Operations Center Supplemental Crew Request for Proposal (DOT-RFP-26-3016-CS). The solicitation seeks to establish a contract for staffing and equipment to provide routine maintenance services on roadways in Leon and Gadsden Counties, with one crew consisting of a crew leader, four maintenance workers, and one equipment operator. Technical proposals are due April 9, 2026 at 10:00 AM via email to D3.Purch@dot.state.fl.us, with public opening at 11:00 AM the same day. Price proposals will be opened separately on April 23, 2026, and the selection meeting is scheduled for May 4, 2026. The anticipated contract term begins July 1, 2026 and continues through June 30, 2027, with renewal options for up to three additional years contingent upon satisfactory performance and fund availability.
Key clarifications provided in the Questions and Responses document address equipment usage, payment structures, and staffing requirements. The concrete mixer will be used for small miscellaneous concrete repairs that do not require full concrete loads. Equipment costs will be paid monthly at the full bid rate per crew regardless of actual use of specific equipment items. The Equipment Operator position, when requested by FDOT, will be in addition to the base crew composition and will be for planned work with at least one week advance notice provided to the vendor. CDL requirements have been updated per Addendum No. 1, with the contract no longer requiring a Class A CDL for the Crew Leader position, with Class B CDL being sufficient for any CDL requirements associated with crew and equipment operator positions. The contract budgetary ceiling is established at $500,000, with monthly payments due upon submission of invoices documenting man-hours and costs, subject to a one percent MyFloridaMarketPlace transaction fee.

Date: 3/31/2026 To: All Proposers RE: Questions and Answers 2 Proposal ID: DOT-RFP-26-3016-CS Description: Midway Operations Center Supplemental Crew
1. What is the anticipated usage for the concrete mixer?
Response: The concrete mixer will be used for a small miscellaneous concrete repair (sidewalk, ditch pavement, knee wall, etc.) that does not require a full load of concrete to be ordered.
2. Section 10. Payment subsection c. and Bid Price Proposal. Equipment Cost item.
Please confirm the full bid rate per crew for the Equipment cost item will be paid each month per crew regardless of actual use of each specific piece of the required equipment per crew.
Response: The full bid rate per crew for the Equipment cost item to provide equipment in accordance with Section ‘7.0 Contractor Provided Equipment (Per Crew)’ will be paid each month per crew regardless of actual use of each specific piece of the required equipment per crew.
3. Please confirm that when the Equip Operator position is requested, it is assumed to be in addition to the 1 Crew Leader and 4 Maintenance Worker positions (not swapped with).
Response: When the Equipment Operator position is requested by the Department it will be in addition to the 1 Crew Leader and 4 Maintenance Worker positions.
4. Please confirm that when the Equip. Operator position is requested, it will be for planned work, and that ample lead time (at least one week) will be made available to the vendor to have the position join the crew.
Response: When the Equipment Operator position is requested, it will be for planned work and at least one-week advance notice will be provided to the Vendor in order to have the Equipment Operator position join the crew.
5. Please consider removing the CDL requirement from the Crew Leader position. It is assumed that most of the workdays will not require a CDL driver, especially Class A. Should the work requested by FDOT require a CDL driver, the vendor will make one available, preferably through the Equipment Operator position. Class B CDL should be sufficient for any CDL requirement that may be requested of the crew and equipment operator.
Response: Contract CDL requirements have been updated per Addendum No. 1 to be posted.
