About this file
This is a Questions and Answers memorandum issued by the Florida Department of Transportation (FDOT) in response to proposer inquiries regarding Request for Proposal DOT-RFP-26-3016-CS for the District 3 Midway Operations Center Supplemental Crew. The RFP solicits proposals to establish a contract for staffing and equipment to provide routine maintenance services on roadways in Leon and Gadsden Counties, with operations based at the Midway Operations Center in Midway, Florida. A minimum of one crew is required, consisting of one crew leader, four maintenance workers, and one equipment operator to perform asphalt repair, drainage infrastructure maintenance, roadside vegetation management, traffic services, and emergency response activities. Technical proposals are limited to eight pages and are due by April 9, 2026 at 10:00 AM, with public opening scheduled for 11:00 AM the same day at 1074 Highway 90 East, Chipley, Florida. Price proposals will be opened separately on April 23, 2026, and the selection meeting is scheduled for May 4, 2026. The contract term is anticipated to begin July 1, 2026 and continue through June 30, 2027, with renewal options for up to three additional years contingent upon satisfactory performance and fund availability.
The contract budgetary ceiling is established at $500,000, and the contract will be awarded based on this budgetary amount rather than the proposal amount submitted by the contractor. Evaluation will be based on a 70-point technical score and a 30-point price score, with award to the responsive and responsible vendor achieving the highest cumulative score. The memorandum clarifies that this is a new contract with no previous bid submittals or incumbent vendors. Past performance information presented in tabular form counts toward the 8-page technical proposal limit; however, emails from FDOT contract managers regarding related work may be attached to company resumes without counting against the page limit. Pricing will be based on hourly rates for crew members and equipment calculated on estimated annual hours, with a fixed $10,000 equipment contingency as a non-bid line item. Monthly payments will be made upon submission of invoices with supporting documentation, subject to a one percent MyFloridaMarketPlace transaction fee.
