Intent to Award Tabulation Summary

This Intent to Award Tabulation document pertains to the Florida Department of Transportation (FDOT) District Three's procurement for supplemental crew staffing and equipment services at the Midway Operations Center in Leon and Gadsden Counties. The solicitation sought proposals for routine maintenance services including asphalt repair, drainage infrastructure maintenance, roadside vegetation management, traffic services, and emergency response activities. The minimum crew requirement consisted of one crew leader, four maintenance workers, and one equipment operator. Technical proposals were due by April 9, 2026 at 10:00 AM via email to D3.Purch@dot.state.fl.us, with public opening of technical proposals scheduled for April 9, 2026 at 11:00 AM in Chipley, Florida. Price proposals were opened separately on April 23, 2026, and the selection meeting occurred on May 4, 2026. The contract term was anticipated to begin July 1, 2026 and continue through June 30, 2027, with renewal options available for up to three additional years contingent upon satisfactory performance and fund availability.

The evaluation methodology combined a 70-point technical score with a 30-point price score, with award to the responsive and responsible vendor achieving the highest cumulative score. Bidding required hourly rates for crew members and equipment based on estimated annual hours, with a fixed $10,000 equipment contingency included as a non-bid line item. The total contract budgetary ceiling was established at $500,000. All proposers were required to be registered in MyFloridaMarketPlace, comply with E-Verify requirements, and submit certifications regarding scrutinized companies lists. Contractors were required to provide a performance bond in the full amount of the proposal and carry general liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 each occurrence, plus property damage insurance of at least $200,000 per occurrence. Monthly payments would be made upon invoice submission with supporting documentation of man-hours and costs, subject to a one percent MyFloridaMarketPlace transaction fee.
