About this file
This is a Questions and Answers memorandum issued by the Florida Department of Transportation (FDOT) District Three regarding the District 3 Midway Operations Center Supplemental Crew Request for Proposal (DOT-RFP-26-3016-CS). The procurement seeks to establish a contract for staffing and equipment to provide routine maintenance services on roadways in Leon and Gadsden Counties, with operations based at the Midway Operations Center. A minimum of one crew is required, consisting of one crew leader, four maintenance workers, and one equipment operator to perform asphalt repair, drainage infrastructure maintenance, roadside vegetation management, traffic services, and emergency response activities. Technical proposals are limited to eight pages maximum and must be submitted by April 9, 2026 at 10:00 AM via email to D3.Purch@dot.state.fl.us, with a public opening scheduled for April 9, 2026 at 11:00 AM at 1074 Highway 90 East, Chipley, FL 32428. Price proposals will be opened separately on April 23, 2026, and the selection meeting is scheduled for May 4, 2026. The contract term is anticipated to begin July 1, 2026 and continue through June 30, 2027, with renewal options for up to three additional years contingent upon satisfactory performance and fund availability. No pre-proposal conference will be held, and this is a new contract with no previous bid submittals available.
The total contract budgetary ceiling is $500,000, with contract award based on this budgetary amount rather than the proposal amount submitted by the contractor. Evaluation will be based on a combined scoring methodology utilizing a 70-point technical score addressing philosophy, qualifications, past performance, safety, maintenance and repair program strategy, and added value, combined with a 30-point price score, with award to the responsive and responsible vendor achieving the highest cumulative score. Bid pricing requires submission of hourly rates for crew members and equipment based on estimated annual hours, with a fixed $10,000 equipment contingency included as a non-bid line item. Monthly payments will be made upon submission of invoices with supporting documentation of man-hours and costs, subject to a one percent MyFloridaMarketPlace transaction fee. All proposers must be registered in MyFloridaMarketPlace, comply with E-Verify requirements, submit certifications regarding scrutinized companies lists, and provide a performance bond in the full amount of the proposal. General liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 each occurrence, plus property damage insurance of at least $200,000 per occurrence, is required.
