1 Are there any other preliminary drawings that we can access to understand better the design narrative?
Yes, these were posted to SAM.gov in Amendment 0002 on 10/25/2024

2 We do not have a DUNS number, I am not sure if I am able to get the scope of work documents from you. I know in the attachments it states that [Offeror] would email you and the Contract Officer for them. We have not because we do not have a DUNS number. Are there documents that we could review to look at the mechanical, piping, and structural scope of work and materials even though we do not currently have this number?
SAM.gov does not require contractors to be registered to get into SAM so you do not need a DUNS number at this time, but contractors need to be registered in SAM prior to submitting proposals

3 Page 6 of the Concept Development Narrative refers to Exhibits D and D.1 Conceptual Development Desing (sic) Alternatives drawings and visuals among many other exhibits. We can’t seem to locate the exhibits in any of the Public or Controlled (supplied) documents in the solicitation. Could you please direct us as to where these exhibits are?
Yes, these were posted to SAM.gov in Amendment 0002 on 10/25/2024

4 We tried to review the attachments section in the SAM.gov site for verification of the mentioned exhibits, it seems the site is experiencing issues to display the list of attachments.
On the SAM.gov website, click on Help and type in the questions, "how do I download attachments" and "How do I request access to controlled documents?"

5 Are there drawings for the existing buildings? Yes, these were posted to SAM.gov in Amendment 0002 on 10/25/2024

6 Can [Offeor] request the documents that were identified to be obtained by request on the SAM.gov website that we could not open as there was no available hyperlink for these attachments when trying to obtain via SAM.gov. We are specifically looking to obtain the documents that outline the scope of work, and are most interested in the mechanical, piping, and structural; but would prefer to review the entire scope of work to understand what subcontractors we would need to schedule work with to prevent rework and ensure that we understood the progression of work. If there is a map or any drawing that shows this or the layout of the planned work, we would like to view that as well.
On the SAM.gov website, click on Help and type in the questions, "how do I download attachments" and "How do I request access to controlled documents?" You should not have a problem downloading all but four documents. Those four require a Form B and CBP authorization letter. We will also be posting additional documents through another Amendment but that will not occur before the site visit.

7 I received a Meeting Cancellation Email from you yesterday at 1:40
pm. Is the meeting still on for tomorrow?
The Meeting is still on. When I was adding and deleting names, I accidentally hit the wrong button which sent out a cancellation notice to everyone. I recovered that but was informed of the notice. Please plan on attending unless you have already declined.

8 Is the LPOE facility accessible from I-95 Northbound directly, or must we go to the Canadian crossing facility and turn around to access the US facility?
The Houlton LPOE is a very easy location to arrive at, but it does have a twist. It is located directly on Interstate 95 (I-95), just before you leave the USA and enter Canada. If you miss the turnoff, you will find yourself at Canadian Customs and once you have cleared them, you will have to clear US customs. So, let's see if I can help you avoid both. Houlton LPOE: Northbound on the I-95, as you pass Houlton, Maine, you will drive down the interstate for a couple more miles. Exit 304 is the last exit before the entrance to the Port. As you approach Exit 304, stay on I-95.
There is a 40 mph reduced speed and then a 25 mph reduced speed zone on the interstate. As you pass under the overpass for Exit 304 you will begin to see the Port. Stay in the left lane. About 100 yards after you pass under the overpass there is a small entrance into the Port that will have one of several various signs at the entrance. One says "NEXUS OPEN", one says "No Admittance", and one might say Authorized Entrance Only. Enter there regardless of what one of the three signs is
up. It is the only place to enter. If they don't, you will find yourself in Canada. You will note that there is a parking lot on the left as you enter.
If there is parking there, it is first come first served. The covered parking to the right is utilized by the CBP who are on station. If you chose to park at a less used parking area, proceed between the parking area on the right and the covered parking to your left. As you pull forward you will be crossing I-95 Southbound! Stop at the end of the covered parking area and look to your right to ensure that a car leaving the Port Inspection area sees you before you cross the I95 Southbound. It is 3 lanes wide!
There are two buildings beyond the main port building. If you drive between the two buildings you will note that there is a lot of parking all along the path and around the last building to your right.

9 The price proposal spreadsheet, 20. CLIN Sheet 2024 08 24 0044, has a tab for “Design Phased Services”. Based on the scope of work, it appears that the intent of this tab is for the CMc to provide Preconstruction Services during the course of design. Please confirm that the CMc will not be required to provide Design Services.
Please refer to the Pre-Construction Phase Services, i.e., Design Phase Services in the Statement of Work.

10 The Concept Development Narrative has insufficient data to quantify the Estimated Cost of the Work as required by the solicitation and the bid form. If this information is contained in the report Exhibit can those be made available? What other documents can be shared to permit establishment of the definable target ECW at award?
Refer to RFI 1 - Other preliminary drawings were posted to SAM.gov in Amendment 0002 on 10/25/2024.

11 The solicitation calls for the CMc Contingency Allowance to be fixed at 3%. At this early phase of design development this level of contingency, in our experience, is too low. Is the 3% to be fixed for the proposal target ECW or is it intended for the Final ECW at
GMP?
The CMc Contingency Allowance (CCA) cannot exceed 3% of the ECW per GSAM 536.7105-2 Guaranteed Maximum Price.
(3) CCA.
(i) The CCA type of allowance may only be used as part of the CMc project delivery method and should not be confused with other types of allowances that may be used with other construction project delivery methods.
(ii) The CCA provides for a contingency relative to a fixed percentage of the ECW, except for the requirements at paragraph (c)(3) of this subsection. The CCA at time of GMP option exercise is subject to negotiation between the contractor and the contracting officer and may be different than the amount at time of contract award.
(iii) The amount of the CCA will depend on the status of design and construction, as well as the complexity and uncertainties of the project. Early phase designs usually include less defined scope and, accordingly, may require a higher initial CCA at time of contract award. Later phase designs may remove uncertainties and reduce risk, allowing for a lower CCA at time of GMP option exercise.
(iv) The CCA shall not exceed 3 percent of the ECW, unless approved in writing by the HCA for a higher amount not to exceed 5 percent of the ECW.
