1.2.4 BASE BID
MAIN PORT BUILDING - MECHANICAL SYSTEMS
VARIABLE REFRIGERANT FLOW (VRF) SYSTEM
COOLING & PRIMARY HEATING
Cooling and heating will be provided by a variable refrigerant flow (VRF) system which can provide simultaneous cooling and heating any time of year by transferring heat from one zone to another or rejecting it outside the building via refrigerant piping. In heating mode, the outdoor wet bulb temperature can be as low as -16.8 degrees F and as high as 43 degrees F. In cooling mode, the outdoor dry bulb temperature can be as low as 23 degrees F and as high as 95 degrees F. A backup heat source will be provided for when ambient temperatures drop below – 16.8 degrees F.
Horizontal ducted indoor VRF fan coil units will be provided local to the space that it serves. Multiple indoor units are connected to an outdoor VRF condensing unit for heat dissipation.
A total of four (4) outdoor VRF units ranging from 3.8 to 14-ton cooling / 30 to 77.4 MBH heating capacity are provided for the 38 (0.4 to 3.5 ton) indoor units and will be located on the roof. The VRF units will be provided with a louvered enclosure surrounding all four sides and open to above to mitigate snow accumulation and provide maintenance access during winter months. Heated walkway mats will be provided for snow melt to access and maintain the rooftop equipment during winter months. A total of five (5) outdoor VRF units 4-ton cooling / 30.3 MBH heating capacity outdoor VRF units are provided for the five (5) 4 ton DOAS VRF units located inside the building.
The VRF system is capable of required capacity turndown for minimum building load conditions.
BACKUP HEATING
When ambient temperatures drop below -16.8 degrees F, the VRF system will not be able to maintain heating temperatures. When the building temperature drops below the heating setpoint, the backup hot water heating system will be enabled. The backup heating system will be comprised of boilers serving perimeter fin tube radiators and backup hydronic heating coils in the DOAS unit. Two options are currently being evaluated for the backup heating hot water system. These proposed boilers and pumps will be located in the Main Port Mechanical Room on the Ground Floor. Water treatment, coupon rack and chemical pot feeders will be provided as required.
1. Electric Resistance Boilers – Heating hot water will be generated via two (1 operating, 1 standby) 341 MBH electric resistance boilers and will be pumped via two (1 operating, 1 standby) variable speed hot water heating pumps, each sized for 30 GPM and will distribute heating hot water to the building.
2. Propane fired boilers - Heating hot water will be generated via two (1 operating, 1 standby) 341 MBH propane fired boilers and will be pumped via two (1 operating, 1 standby) variable speed hot water heating pumps, each sized for 30 GPM and will distribute heating hot water to the building. One (1) 1000 gallon propane tank will be located outside the building as close to the mechanical room as possible. Flues and combustion air will be provided for each boiler and will extend up through the lower roof. Combustion air intake will be located 15 ft minimum distance from the flues which will discharge 10 ft above the roof.

Please refer to the life cycle cost analysis (LCCA) for additional information.
SUPPLEMENTAL AIR CONDITIONING SYSTEMS
Specialized rooms including Telecom, LAN, elevator machine rooms, etc. will be provided with dedicated year-round cooling-only VRF fan coil units. Each individual space will have its own system to ensure that any equipment failure will only affect a single space. Additional emergency provisions will be provided to allow for a heat release from these spaces.
VENTILATION AIR SYSTEMS
Fresh air for the building will be provided by (5) 3.6 to 4 ton cooling / 28 to 31 MBH heating capacity DOAS VRF units. The DOAS units will temper the air to 55 degrees F prior to distribution to the indoor evaporator VRF units to deliver fresh air to the building.
Fresh air intake will be located on the level 2 roof, high enough above the roof to avoid snow accumulation. A P100 wavier will be submitted as directed in RFI-012.
EXHAUST AIR SYSTEMS
A central toilet exhaust system will be provided for the Main Port building with discharge to the roof level, located a minimum of 15 feet from any fresh air intake.
A central relief air system will be provided for building pressurization for the Main Port building with discharge to the roof level, located a minimum of 15 feet from any fresh air intake.
ENERGY RECOVERY SYSTEMS
Energy recovery will be provided by Lossnay energy recovery ventilators (ERV) which preheat or precool the outside air depending on the time of year, with heat from the exhaust air via and internal exchange core that separates the air streams while allowing heat transfer between them.
BUILDING AUTOMATION SYSTEM (BAS)
A new building automation system (BAS) will be provided for the building in compliance with the GSA Smart Building, Data Normalization, Building Technology and Regional Graphics requirements. This system will be designed in accordance with all GSA network requirements. The system design will be free from proprietary equipment and protocols as required by GSA.
The system will be capable of GSA Link (Sky Spark) and will be a Niagara System
The BAS system will be utilized to control mechanical systems and also to monitor status of other major systems. The BAS system will be in compliance with the standards of PBS P100, GSA’s standardized National Computerized Maintenance Management System (NCMMS), and Construction Operations Building Information Exchange (COBie) format and will be provided with all required control points including, but not limited to points to tie into the fire alarm system for required HVAC points, water metering, energy metering, lighting control, etc. The system will be fully integrated with the various systems and monitoring devises within the facility. Electric heating walkway mats on the roof, Heat trace on roof drains, gutters, down spouts will be connected to the BAS and alarmed.
Through discussions with GSA during the Concept Design Review, it was noted that VRF systems are not able to fully comply with the Smart Building requirements. The VRF controller is able to connect to a secondary port (JACE) to communicate with the GSA Smart Building BAS. The manufacturer that is most compatible with Smart Building requirements is Trane and a P100 waiver will be issued to approve the VRF system.
The new BAS system head end equipment will be located in FDA/GSA/APHIS building BAS room to interconnect with the existing system as required.

1.3 ELECTRICAL NARRATIVE
1.3.1 BASE BID DESIGN APPROACH
The electrical systems will be designed in coordination with the local utility to meet the requirements of Land Port of Entry, (LPOE), and provide adequate capacity to meet the mechanical, plumbing, IT, and other load requirements of all buildings on the site. The utility service connection and new utility transformer will be sized to provide the calculated site demand load, plus and addition 50% for future site expansion. While not within the scope of this contract, it is our recommendation as a best practice to include an estimated load allowance for all known future site loads where such future loads can be advised by GSA/CBP.
The existing utility transformer is insufficiently rated to serve the new estimated site load and will be removed and replaced with an adequately rated transformer. The new transformer is proposed to be located adjacent to the last overhead utility cable pole as the existing transformer location clashes with a planned site expansion project. To accommodate the new transformer, a new transformer vault and pad will be constructed, and new trenched service cables will be routed from the transformer to the new electrical room behind the CIB.
The incoming service is anticipated to be rated for 1500kVA with a 480/277V, 3-phase, 4 wire, 60 Hz secondary, terminating at new 2500A main switchboard with 2000A main circuit breaker in the new electrical room behind the CIB. The new switchboard will feed
(3) ATS for NEC 700, 701 and 702 loads. The NEC 702 ATS will be sized at 1600A and directly feed a new 1600A, 480/277V main switchboard. This will be used to refeed all existing-to-remain site loads via a new 300 kVA 480/208-120V transformer in the existing main electrical room. The NEC 702 main switchboard will also feed the new HVAC equipment in the Main Port Building (MPB), new NEC 702 equipment in the MPB, and electric vehicle charging at the southeast parking area.
The NEC 701 ATS will be sized at 400A, 480/277V, 3-phase, 4 wire, and will feed a new 200 kW UPS with 60 minute runtime. This will feed new NEC 701 panels in the main electrical room and levels 1 & 2 of the MPB.
The NEC 700 ATS will be sized at 300A, 480/277V, 3-phase, 4 wire, and will directly feed new 100A NEC 700 panelboards in the existing electrical room, MPB South Level 1, and MPB South Level 2. Connections will also be provided to existing emergency panelboards in the other buildings not included in this scope of work. Transformers will be provided to step these feeds down from 480/277V to 208/120V.
Individual branch circuit panelboards will be provided in the electrical closets. Large HVAC loads will be supplied directly at 480/277V from the nearest 480V mechanical panel with sufficient space. All new lighting and small 277V HVAC will be fed at 277V from the nearest 480/277V general panel, with each panel serving approximately 30,000 square feet. Other loads such as receptacles and IT equipment will also be supplied at 208/120V via panelboards. Each 208/120V receptacle panelboard will serve roughly 10,000 square feet. All existing 208V rated panels that are being retained and reused will have feeder cable routes reused where feasible.
The existing site main electrical room will have the existing switchgear and generator removed and the existing vestibule demolished to expand the area for both phasing and installation of new electrical equipment. A 2-hour fire rated room for the new automatic transfer switches (ATSs) will be created at the north end of the CIB, along with 1-hour rated rooms for the new UPS, new generator switchboard, and new normal power switchboard. Refer to the Mechanical-Electrical Resiliency package for options.
As a result of the site requirements for mechanical equipment, a large portion of the equipment is located a significant distance away from the electrical service. Therefore, we are proposing a 480V distribution to ensure that the system can meet all voltage drop requirements without substantially larger feeders, while also minimizing losses and reducing major equipment sizes. This has been coordinated across trades and is incorporated into this submission.
Due to the new utility transformer and the change in service conductor size, quantity, and length, the fault current rating of all new and existing electrical equipment will need to be assessed to ensure safe operation and replaced if necessary.
All panel bussing and conductors will be copper. Aluminum bussing and conductors will not be used unless specifically requested by GSA/CBP. All conductors will be run in conduit except for final connections to mechanical equipment, lighting, and similar loads. All conduit run above grade will be metallic; RMC will be used where conduit may be subject to physical impact, and EMT will be used in all other above-grade locations. All underground conduit will be Schedule 40 PVC in concrete duct banks. Buried cable routes will as
GSA
WSP
November 22, 2024 a minimum be buried at the depths stipulated by NFPA 70 but may need to be buried at a greater depth to be below the site frost line if required by GSA/CBP.
All panelboards serving IT, security, and other sensitive equipment will be provided with 200% neutral conductors and internally mounted surge protection devices fed from a circuit breaker within the panel. These will typically also be fed from NEC 701 panels unless specifically required otherwise.
All new interior and exterior lighting will be LED, with interior dimming and automatic control included as appropriate. A dimming system compliant with the P100 and energy code requirements will be provided.
Adequate spare capacity and working/dedicated electrical space will be provided in each location as per GSA P100, LPOE standard, and NFPA 70 requirements. Transformers and panelboards serving electrical distribution will be provided as per GSA P100 and LPOE standard requirements and latest industry standards.
A CBP critical systems UPS, ATS, and associated distribution equipment will be provided to supply back up power to critical systems in the event of an outage. The emergency power system consists of the site generator and the new UPS system which will combine to serve all CBP defined essential and critical systems in addition to all NEC Article 700 life safety loads and Article 701 legally required standby loads. The UPS will be designed to provide 1 hour of power to defined critical loads which will include but are not limited to: CBP designated computer systems, LAN Equipment, Lighting, Security System Controls, CCTV cameras, and HSDN Equipment.
As part of the base distribution scheme, a single 150 kW, 480/277V generator will be included to serve the required Article 700 life safety loads only. The existing generator is too small to feed the new estimated life safety demand load and is also approaching the end of its expected useful life span. The existing generator must also be moved from its present location to allow for installation of the new main switchgear; this work is not an optional scope item. The ATSs serving Article 701 and 702 loads will be installed but left without a secondary source to keep the site “generator-ready” for a future upgrade.
The overall hot water system will be replaced with new electric hot water heaters and associated hot water storage tanks with circulating pumps as the base option. Option 1 for the hot water heaters includes installing evacuated tube solar thermal for 30% of the domestic hot water capacity, which does not substantially impact the electrical service.
A new lightning protection system will be provided for the MPB. The system will be designed to be compliant with NFPA 780 and UL 96 Master Label requirements. The system will be comprised of a roof mounted air termination network, copper cable down conductors that link the air termination network to the grounding electrode, and a buried grounding electrode that will also be bonded with the electrical ground connection.
New electric vehicle, (EV), charging stations will be added to the Main Port building parking area. It is anticipated that two dual level 2 EV chargers (or four single level 2 EV chargers) will be added to the visitor parking area for use by CBP staff. Empty conduits for future visitor EV charging stations will also be installed. Final quantity and type of chargers is to be confirmed by GSA/CBP. The EV chargers will each be fed from a dedicated 480V 2-pole or 3-pole circuit that originates from a distribution panel at the south end of the MPB. Circuit routes will be trenched from the west end of the Main Port building to the charger locations and provided with a local disconnect switch.
EQUIPMENT REPLACEMENT
Maintaining exterior equipment will range from the replacement of small parts to the full replacement of rooftop equipment after the expected useful life is complete. For all small part replacements, no specialty equipment will be required. For heavy maintenance jobs, a small mobile crane will be needed to lift the equipment onto the respective building’s roof.
1.3.2 BID OPTION 1
There is no electrical scope included in Bid Option 1.
GSA
WSP
November 22, 2024
1.3.3 BID OPTION 2
As an optional scope item, a new on-site diesel engine generator system is proposed to support the full facility load, in lieu of the Article 700 life safety generator in the base building scheme. The two options for the new generator system are to provide either a single genset rated for 150% of the calculated demand load, or two generators, both rated for 150% of the calculated demand load in an N+1 arrangement. The option for two generators in this N+1 arrangement requires the installation of an integrated generator MTS, which would be installed in the generator distribution room and would have much lower associated cost than parlalleling switchgear. To make room for 2 generators, the shed outside of the CBP building will need to be relocated. In either generator option, the paralleling switchgear or generator switchboard will require (3) dedicated individual feeders to feed 700, 701, & 702 loads via automatic transfer switches (ATSs).
The anticipated rating of each generator is 1500kVA at 480/277V, 3 phase, 4 wire, 60 Hz. The generators will be within separate dedicated walk-in enclosures. The generator enclosures will be acoustically treated and will be heated to prevent the engine from freezing.
As the generators are anticipated to be larger than 350kW each, diesel fuel will be utilized for the generators with a minimum storage capacity of 4 days of fuel.
The emergency generator enclosures will be located in the landscaped area behind the CIB. This option would require a new buried service route from the generator enclosures to the nearby generator switchboard room, but the buried route would not cross the main vehicle routes which would minimize construction disruption to the site operation. The containerized option would also allow for the generator to be raised up above flood water level on a supporting structure if required.
1.3.4 BID OPTION 3
Bid option 3 would include the replacement of the fire alarm system and devices within the FDA, GSA, APHIS, and Commercial Inspection buildings. The new fire alarm devices and loop cabling would be connected to the main port building fire alarm system using existing or new buried service routes.
1.4 PLUMBING NARRATIVE
1.4.1 BASE BID DESIGN APPROACH
MAIN PORT BUILDING – PLUMBING SYSTEM
The plumbing systems will be designed in coordination with the local utilities to meet the Land Port of Entry (LPOE) and local Plumbing Code and Building Code requirements.
Existing building is supplied with domestic water from local utility at a pressure of 84 Psi. The water supply shall be replaced with new at an increased depth (below frostline) to ensure the service does not freeze during winter months. Water isolation valves will be replaced/provided to all buildings and additional isolation valves will be provided throughout the buildings to make repairs simpler. A domestic water booster pump will not be required.
New electric water heaters with associated hot water storage and circulating pumps will be provided for the main port building.
Options for 30% supplementary hot water generation include solar thermal and air sources heat pumps.
The solar thermal option would require a total of 10 panels to be installed on the first-floor roof to accommodate the required domestic water load. The air to water heat pump option would include the air to water heat pump to be installed on the second floor roof and will have water piping routed from the roof to the heat exchanger located in the first floor mechanical room.
All cold water, hot water and hot water return piping will be insulated to be incompliance with local plumbing and energy codes.
GSA
WSP
November 22, 2024
All existing plumbing fixtures shall be replaced with new low flow fixtures in compliance with PBS P100 fixture requirements. Parts of the existing sanitary system serving the fixtures may need to be replaced to accommodate the decrease in flow fixture flow rate and to ensure proper pipe pitch to allow the system to function.
Roof drains shall be replaced with new and will be coordinated with new roofing system. All roof drains will be heat traced and all horizontal storm piping will be insulated.
EQUIPMENT REPLACEMENT
Maintaining exterior equipment will range from the replacement of small parts (motors, piping, etc.) to the full replacement of rooftop equipment after the expected useful life is complete. For all small part replacements, no specialty equipment will be required. For heavy maintenance jobs, a small mobile crane will be needed in order to lift the equipment on to the respective building’s roof.

Sprinkler water piping from the utility will run underground (below frost line) to each building that is currently not sprinklered. A local DCDA (double check detector assembly) will be provided in each building.
The FDA/GSA/APHIS building currently has a sprinkler system that will need to be upgraded to be in compliance with NFPA 13 standards.
The existing fire alarm systems within the FDA/GSA/APHIS Building and Commercial Inspection Building will be removed and replaced with a new addressable, combined fire alarm and voice emergency system. The new fire alarm system will also interface with the planned new BAS.
All existing fire alarm detection devices, notification devices, and system cabling will be replaced with new and reconfigured to suit the new architectural layouts and MEP systems.
Existing fire alarm devices in site buildings not within the scope of this project will require new interface devices to allow the existing devices to be connected to the new main fire alarm system.
