About this file
This document is a Concept Development Checklist for the Houlton Land Port of Entry (LPOE) facility repair and alteration project in Houlton, Maine. The checklist covers various architectural, mechanical, electrical, plumbing, fire protection, and other design considerations for this Construction Manager as Constructor (CMc) / Construction Manager as Risk (CMAR) project. Key details include:
The project is part of the Bipartisan Infrastructure Law (BIL) and may receive Inflation Reduction Act (IRA) funding. The estimated construction cost range is $22 to $32 million. The project does not require blast resistance. The existing building and site will largely remain unchanged, with some upgrades to the electrical service, mechanical systems, and building envelope. The checklist covers requirements for accessibility, maintainability, durability, and operational excellence across building systems and components. A pre-proposal conference and site visit are scheduled for October 2024, with proposals due on November 11, 2024.

CONCEPT DEVELOPMENT
A submission that will demonstrate that the space program has been accomplished, including any adjacency and functional requirements. This submission will also show that the proposed project is compatible with the project authorization and complies with the criteria and requirements of P100.
The concept phase is conducted to focus on the macro level elements of the design. These elements include, but are not limited to, siting, building massing, and environmental and community impacts and concerns. Most decisions about the space allocation and building performance requirements should have already been determined in the Program of Requirements, but revisited in this design phase. Details of specific equipment and materials selections will be explored in the next phase, not here.
Building Orientation (Weather Conditions) - Ensure that the building main access and orientation takes into consideration weather conditions (snow drift, high winds, etc) to make access easier, reduce energy, and increase thermal comfort
The Houlton ME. LPOE is an existing facility. Building orientation will remain as is.
Wild Land Urban Interface - Does this building fall inside the Wild Land Urban Interface? What design equipment will need to be installed to ensure access to the building is maintained during events? The site does not fall inside the WUI

Infrastructure - Confirm all cable placements do not conflict with serviceable equipment, access panels etc.
Cable placement will be coordinated with servicable equipment as the design progresses
Infrastructure - Does the design include the location of GSA switches and routers to include an enclosure, rack, or shelves?
The GSA switches and routers will be located in a rack.

10.0 Building Envelope Evaluation- Is there a life-cycle analysis for building envelope elements like windows, walls and roofs? In process
Cost Savings - Has a value engineering study been performed on the project, showing proposed cost saving items do not negatively impact quality and durability? (DB
Bridging Offerors' tech proposal)
Custodial Evaluation - Does the life-cycle cost estimate provide a realistic custodial value? TBD
Interior Finishes Evaluation - Is there a life-cycle analysis for interior finishes like doors and walls? NIC
Lifecycle Cost - What is the impact to Total Cost of Ownership/Lifecycle costs over a 50-year period if each of the construction cost savings measures were implemented?
(Per P100 1.9.4 and 19 CFR 436) TBD
Major Equipment Evaluation - Is there a life-cycle analysis for major equipment? In process
O&M Evaluation - Does the life-cycle cost estimate provide a realistic O&M value? (e.g. does the cost include training) TBD
Repair Evaluation - Does the life-cycle cost estimate includes a reasonable repair component? In process
Replacement Evaluation- Does the life-cycle cost estimate include a reasonable replacement cost for all affected building components (this should include finishes and equipment)? In process
Utility Evaluation - Does the life-cycle cost estimate provide a realistic utility value? In process
11.0 Budget - Has the commissioning related costs been included in the Feasibility Study, Enhanced Feasibility Study and the Program Development Study? Unknown
Commissioning - Has the commissioning scope of work, budget, and schedule been included in the Feasibility Study and or the Program Development Study?
No, it is being developed as the design progresses
Commisioning (GSA Commissioning Guide) - Per the P100 all GSA construction projects must employ and comply with the commissioning practices and requirements outlined in the GSA Commissioning Guide. Acknowledged
Commissioning (Review) - The Owner’s Project Requirements should be reviewed by the CxP and approved by the Owner during pre‐design phase per the GSA Commissioning Guide.
In process in accordance with GSA
Submittal Matrix
Commissioning (Time Frame) - Ensure that the Total Building Commissioning (TBC) occurs from acceptance to a minimum of one year after construction to ensure performance during all seasonal weather is verified and documented.
This issue will be addressed in the development of the CX Plan as it progresses thru the design phases.
Commissioning Plan - Has the GSA facility management, and Building Management team approved the final Commissioning Plan?
A draft of tthe Cx Plan has been distributed for GSA review and comment
Retesting Costs - Does the Cx Plan identify the responsibility for retesting costs and identify the protocol for restesting including the required number of retests? (To encourage construction quality control, the cost of retests and schedule delays caused by retesting should be the responsibility of the contractor)
This issue will be addressed in the development of the CX Plan as it progresses thru the design phases.
Testing and Commissioning- Does the Estimated Total Project Cost (ETPC) include both commissioning services and testing services? Yes; to be provided by the CMc
