About this file
This is an Operational Excellence Final Concept checklist that provides detailed review criteria for federal building construction and renovation projects. The checklist covers major building systems and components including site design, landscaping, exterior/interior architecture, mechanical, electrical, plumbing, fire protection, and BAS/smart building systems.
The document outlines specific requirements and considerations for operational efficiency, maintainability, accessibility, and durability. Key elements include attic stock storage requirements, equipment staging/removal planning, utility coordination for overtime usage, commissioning requirements, and life cycle cost analyses. Notable items address loading dock configurations, mechanical room sizing (requiring 20% excess space for future equipment), BAS control systems (requiring 100% DDC systems), and water feature restrictions. The checklist uses a "NIC" (Not In Contract) designation for items that are not applicable to the current project scope and includes specific responses regarding existing conditions at the FDA building, including plans for new DDC controllers and electrical service upgrades.

DESIGN GUIDE RESOURCES
FINAL CONCEPT
The final concept must show that the developed scheme can achieve the program, the requirements of P100, the space requirements and the budget. Major materials, both interior and exterior, structure, fenestration, and building systems must be well defined. Life cycle costing of the proposed building systems must be accomplished to determine the most cost-effective alternatives.
The concept phase is conducted to focus on the macro level elements of the design. These elements include, but are not limited to, siting, building massing, and environmental and community impacts and concerns. Most decisions about the space allocation and building performance requirements should have already been determined in the Program of Requirements, but revisited in this design phase. Details of specific equipment and materials selections will be explored in the next phase, not here.
