About this file
This document is a LEED certification scorecard for the Main Port Building as part of the Houlton Land Port of Entry project. The scorecard evaluates the project's ability to achieve LEED certification, identifying the credits that can be achieved in the base bid and LEED Plus scenarios. Key details include:
The base bid scope for the Main Port Building is estimated to achieve a LEED Certified level, with challenges in reaching LEED Gold. Prerequisites such as HVAC modernization, commissioning, plumbing fixture upgrades, and building-level water/energy metering are required to support LEED certification for the other buildings on the campus. The project is targeting Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA) funding, with an estimated construction value between $22-32 million. A Construction Manager as Constructor (CMc) contract will be used, with the Design Phase services awarded on a Firm-Fixed Price basis and the Construction Phase services awarded with a Guaranteed Maximum Price (GMP).

Please note that the scorecard below relates to the LEED status of the Main Port Building only. Base scope of the other buildings are not sufficient to support LEED Certification. At a minimum, LEED
Certification would require: HVAC modernization (equipment and ventilation per ASHRAE Standard
62.1), commissioning, upgrade of plumbing fixtures, and building level water and energy metering.
Without these LEED prerequisites, these buildings cannot be included in LEED boundary.

Based on a review of items that are included in the Base scope or which can be associated to those items or the project location/existing conditions, the project will be at a LEED Certified Level. Obtaining LEED Gold appears challenging for the Main Port Building. Please see the Concept Design Narrative for more information.
Base scope for the other buildings on campus do not support a LEED Certification, as all LEED prerequisites do not appear to be met.
