About this file
This file is a P100 Performance Matrix for the Houlton, Maine Land Port of Entry (LPOE) project, detailing baseline and tiered performance requirements across multiple building systems and components. The matrix establishes performance criteria for sustainable features, urban planning, landscape, enclosure, interior finishes, structural elements, mechanical systems, lighting, and electrical systems.
The document specifies that the project will aim to be net-zero-ready for both energy and water within scope limitations. Key technical requirements include MERV 13 filtration, automated air sealing, compliance with ASHRAE 90.1-2019 standards for thermal performance, and baseline commissioning requirements. Interior finishes must meet minimum durability and environmental standards, while mechanical systems must maintain specific temperature ranges (24±2°C cooling, 22±2°C heating) and humidity controls. The matrix indicates that existing building structures will remain largely unmodified except for roof access stair additions, and new facades must be assessed for load transfer capabilities. Physical security requirements specific to LPOE facilities are referenced but details are marked as "LPOE" without further specification in this document.

Thermal Performance x
Baseline thermal performance values require compliance with ASHRAE 90.1-2019 section 5.5. Proposed design will meet some of the requirements and deviate on other requirements as listed in ASHRAE 90.1. Regardless, proposed design will meet or exceed GSA energy performance requirements.
Reasons for deviations from ASHRAE 90.1 values are following:
- Thermal performance of proposed design uses IECC 2015 per Maine energy code to meet the requirements for “Modernization”. Some values differ from baseline ASHRAE 90.1 targets for climate zone 7. During Concept Phase Energy Modeling, this performance will be validated against required building energy performance and various options validated vis-à-vis the energy modeling and LCCA processes.
- For fixed glazing (windows, storefront) and glazed entrance doors, there is a requirement to meet the minimum FEBR performance. With the ballistic and forced entry requirements, feasible thermal performance is lower than recommended by
ASHRAE 90.1.
