REQUEST FOR PROPOSAL: 338214

L-897 Central Plateau Water Treatment Facility

Mission Support Alliance

P.O. Box 650

Richland, WA 99352

Request for Proposal: 338214

RFP Date: 05/28/2020

Date of Addendum 03: 07/23/2020

REVISED Due Date: 8/10/2020

ADDENDUM NO. 003

Request for Proposal 338214; L-897 Central Plateau Water Treatment Facility is hereby amended as follows:

1. Questions/Clarifications and Answers:

1. QUESTION: As there are a number of owner/Government-provided valves on this project I was wondering if there was a list available, which specifies the valve end configurations.

The specification provides a couple of options for most valves type and even in the event that we are not providing the valve, we are providing most of the adjacent materials include bolt kits. For this we need to know if they are flanged

(125/150lb or 250/300lb pattern), wafer, lugged, etc. Please provide the information regarding configurations. If this is something that I have overlooked, please point me in the right direction.

ANSWER: Bid it as you see it, if after award there is a discrepancy from how you bid it, then a formal change order will be required.

2. QUESTION: 18” (PD) – Per spec section 40 05 00, 3.11 E, System 7 “Buried

Service” this is Schedule 40 PVC

On the DWGs (SHT 351-4, DTL 1 & SHT 349-2) calls out for restrained-joint, CL53 ductile iron. Can you please clarify?

ANSWER: 18” PD shall be CL53 DIP as shown on the drawings.

3. QUESTION: I see a number of valves calling out for gates valves to be “PIV”

(which I did confirm on SHT 339 as being a “post” indicator) and also calling for an extension stem and valve box.

Examples: SHTs 351-2, DTL 6-Note #1, most of the DTLs on SHT 351-3, and so

on. A “post” indicator is vastly different than a “position” indicator and a “post” cannot have an extension stem with a valves box. The “post” is a complete unit;

usually in adjustable height (bury depth) ranges labeled “A”, “B”, and “C” and also require (typically) and tamper switch. Spec section 40 05 61, 2.2 A 3, c specifies that the “post” type is for exposed applications. Can you please clarify?

ANSWER: The following valves shall be post indicating valves:

a. 860S

b. 861S

c. 864S

d. 866S

e. 867S

f. 868S

g. 869S

h. 877S

i. 878S

j. 879S

k. 882S

Disregard the following notes:

l. Note 1 on Sheet 351-2 Detail 6.

m. Note 3 on Sheet 351-3.

n. Note 1 on Sheet 351-4 Detail 3.

o. Note 1 on Sheet 351-4 Detail 5.

4. QUESTION: SW (4”-12”) Per spec section 40 05 00, 3.11 D, System 4 “Buried

Service” & spec section 40 05 31, 2.2 A, 2 calls for “…Pressure Class of 150 PSI

(DR 14).”

I haven’t it seen it written like that in a while; I been given to understand that this may be an outdate spec which was used to classify materials to be used on Fire

Lines. Even still, I believe that 150 was used for DR18. For most uses, we classify them with a “pressure rating”: DR-14=PR 305, DR-18=PR 235 and DR-25=PR

165. Using DR14 is easy enough, but if all you need is 150PSI, we may be able to go with something more economical. Can you please clarify?

ANSWER: Provide C900 DR14 pipe for fire and sanitary water systems.

5. QUESTION: SIMILAR TO (ABOVE) – DI Fittings:

The fittings are called out as “CLASS 250” – I have to ask the question to be sure

I quote the right thing; do you require that the flange bolting patterns be “CL

250”? Or is “CL 125” sufficient? Generally, fittings (with a stnd 125lb/CL 125 bolt pattern) up to 48” are rated to 250psi and larger sizes are rated, typically to

150psi. Can you please clarify? Fittings w/250lb bolting pattern will have a notable cost impact on the fittings themselves, as will all adjacent materials as the

(2) flange patterns (125 & 250) are not compatible.

ANSWER: Class 125 bolt patterns will suffice.

6. QUESTION: S40 PVC & Perforated PVC: Spec section 40 05 00, 3.11 E, System 7

“Buried Service” (not NAOCL & ACH)

Schedule 40 PVC is listed, however spec section 40 05 31 does not cover schedule 40. Additionally, SHT 347 shows 6” perforated pipe, however I can find not detail nor spec which specifies perforation type or pattern. Have a overlooked something? Can you please provide information for schedule 40 PVC (may be just add it to the S80 spec)?

ANSWER: Provide schedule 40 PVC Pipe that meets the requirements given in paragraph 3.11.E.2.b.

Please also provide specification for perforation type (slot, round, etc) and pattern

(2-rows, 3-rows, degrees apart, perf spacing, etc).

ANSWER: Slot dimensions shall be 0.064” wide by 1.00” long spaced along pipe at

0.3” on center.

7. QUESTION: CPVC - Spec section 40 05 00, 3.11 F, System 8

Schedule S80 CPVC is listed, however spec section 40 05 31 does not cover

CPVC. Can you please provide information for schedule 80 CPVC (may be just add it to the S80 spec)?

ANSWER: Provide schedule 80 CPVC Pipe that meets the requirements given in paragraph 3.11.F.2.a.1.

8. QUESTION: Looking over the profile drawings I see that the PVC systems (SW) are noted to be restrained joint, however I was not able to find information regarding the type restraint system allowed on PVC pipe. Did I miss it? Please provide information regarding restraint systems for PVC pressure pipe (C900).

ANSWER: C900 PVC Pipe can be restrained using an external joint restraint such as the

EBAA Iron Series 1500 Bell Restraint Harness, Star Pipe Products Series 1100 Pipe

Restrainer, or equal.

9. QUESTION: Spec section 40 05 19, 2.2 C – Nuts and bolts (Buried), I see no materials called out – only that they are to be wax tape coated.

ANSWER: Nuts and bolts shall be of the sizes, materials and quantities recommended in

ANSI 21.11 (AWWA C111) and AWWA C207. Nuts shall be ductile iron or alloy steel

A563, Grade A zinc plated heavy hex and bolts shall be ductile iron or alloy steel A307, Grade B zinc plated heavy hex. Nuts and bolts for flanges shall conform to ANSI B16.1.

I cannot find gasket materials for (exposed) flanged DI joints (Systems 1 & 2)

a. Please provide information on buried hardware for DI pipe/fittings

b. Please provide gasket materials for systems 1 & 2 (exposed, flanged DI)

ANSWER: See paragraphs 3.11.A.1.c.1) and 3.11.B.1.c.1) of specification section 40 05

00.

10. QUESTION: Trench Drain (in building)

I can find no information regarding the trench drain grating that run below the filters – is this aluminum like the majority of the grating? Please clarify.

ANSWER: Provide cast iron grating by Neenah or equal.

11. QUESTION: P&ID sheet 459-6 shows the strainers, and all valves upstream from them, to be 6” in size.

Plan sheet 408 (an iso drawing that is not to scale) clearly shows these valves and the strainer to be 3” in size. Please correct/clarify sizing of the strainers and all valves upstream from the strainers.

ANSWER: On PID sheet 459-6 at drawing grid D4 and C4, move the reducers from downstream of the strainers CIPS-STR-5207A and CIPS-STR-5207B to upstream of valves CIPS-AOV-5282A and CIPS-AOV-5282B.

12. QUESTION: Per section 40 05 66, 2.5 (double door check valves) bolt pattern is

250lb (Class 250)

The butterfly valves which proceed and follow these valves on SHT 8407-2, are class 125/150 (125/150 bolt pattern) along with all of the buried double disc gate valves. These (2) bolting patterns are not compatible. This valve (the double door check) is manufactured in a Class 125/150 pattern. Please confirm bolting patter requirements.

ANSWER: Change specification section 40 05 66 from requiring to 250lb (class 250) to allow Class 125/150.

13. QUESTION: Specifications for PRVs

I am not able to find any information on the PRVs. The P&ID drawing does not indicate that they are electrically or pneumatically actuated, however spec section

40 05 51 (General valves) indicates they are. Please provide specifications for

Pressure Reducing Valves (EW-PRV-1601, 1602 & SW-PRV-6900). If I have somehow missed the section or information, please point me in the right direction.

ANSWER: These pressure reducing control valves are specified in 40 05 52, Miscellaneous Valves, paragraph 2.4 A. Models specified are hydraulically actuated.

References to electric actuation are incorrect.

14. QUESTION: Clarification of pumps and tanks that are not GFE

ANSWER: Pumps, tanks, and equipment that are Government Furnished are identified on the drawings with a dashed box around the equipment tag. All other items are not

GFE.

15. QUESTION: Valve list / Instrumentation list

Has there been a complete valve list or instrumentation list generated for the process piping?

ANSWER: No list is provided. Please use drawings and specifications.

16. QUESTION: Pipe segments within the steel casing.

Per the pipe schedule the 12” SW system used for the fire water loop is to be

PVC, C900 (Possibly DR14).

a. Per SHT 351-2, DTL C the carrier pipe within the steel casing is to be DI with field-lok gaskets – Are we to transition between PVC and DI on each side of casing? Please clarify materials within casing and also specify restraint type for PVC – I was not able to find this information (If PVC is to run inside of steel casing, please clarify restraint type if different than buried).

ANSWER: 12” SW system pipe inside casings can be C900 DR14 PVC but the diameter of the steel casing pipe needs to be increased to 24”. See also response to comment #8.

22. QUESTION: Can we have cable bracing in front of windows?

ANSWER: No

23. QUESTION: What is the procedure for access to the site, for the construction crews, equipment and material deliveries?

ANSWER: Construction crew personnel will need to complete Hanford General

Employee Training (HGET) and MSA General Employee Training (MGET), at a minimum. These are both computer based training. Then they must obtain a Black

(subcontractor) Badge through Central Badging. Equipment can be brought on site by badged individuals and/or by temporary badged delivery drivers. Material delivery drivers must also obtain temporary badges for access onto the site. Temporary badges for support personnel are also obtained at Central Badging. See also Statement of Work 5.2 and 5.3.

24. QUESTION: Is there a scope of work and contact for the membrane filter units that are supplied by others?

ANSWER: Yes. The membrane filter units and all other equipment shown as GFE/by others on drawings is provided. The membrane vendor will also be providing oversight for assembly and installation of the membrane racks, as well as oversight and support during acceptance testing, and provision of training to owner personnel on operations and maintenance.

25. QUESTION: The floor plan on sheet H-2-838374 shows the exterior walls of the building as very narrow. The sections on sheet H-2-838381 show the walls with 8” girts which is how it will be constructed. Is there a concern about losing this space in the rooms?

ANSWER: Not a concern as girts are expected in PEMB wall assembly.

26. QUESTION: Sheet H-2-838380 appears to show a roof inside the building over rooms 103, 104, 105 & 106. Are there more details for this?

ANSWER: Clarification sketch below:

35. QUESTION: Please prove a list of all government furnished equipment.

ANSWER: See list provided within the Statement of Work, and attached GFE Vendor

Document List and equipment documentation, in response to question #29.

36. QUESTION: As there are a number of owner/Government-provided valves on this project I was wondering if there was a list available, which specifies the valve end configurations?

The specification provides a couple of options for most valves type and even in the event that we are not providing the valve, we are providing most of the adjacent materials include bolt kits. For this we need to know if they are flanged

(125/150lb or 250/300lb pattern), wafer, lugged, etc. Please provide the information regarding configurations. If this is something that I have overlooked, please point me in the right direction.

ANSWER:

1. Valve ends are identified on the following details:

a. Detail 3 on Sheet 351-1 for valves 862S and 883S.

b. Detail 6 on Sheet 351-2 for valves 861S, 867S, 879S, and

882S.

c. Details 1, 2, 3, and 4 on Sheet 351-3 for valves 40E, 41E, 42E, 43E, 44E, 45E, 46E, 47E, 48E, 49E, 846S, 860S, 865S, 866S, 877S, and 878S.

d. Details 1, 2, 3, and 5 on Sheet 351-4 for valves 863S, 868S, 869S, 870S, 871S, 872S, 873S, 874S, 875S, and 876S.

2. See response to comment 5 for bolt pattern.

37. QUESTION: Drawing #H-2-838441 Sheet 1 (in Zone E/F-8) indicates that the standby generator is 750kW, but specification section 26 32 14 1.3 A 1 says it’s

1000kW. Which is it?

ANSWER: ICR: drawing H-2-838441 sheet 1 One-line diagram is correct 750 kW.

38. QUESTION: Drawing #H-2-838433 Sheet 1 (in Zone E-8) tells us that a solid line represents exposed conduit, and a dashed line represents non-exposed conduit.

Specification section 26 05 33 3.2 B tells us that that generally, conduits within the structure shall be exposed except as noted in the four following exceptions. Exception

#3 says that conduits should be buried under the floor in areas where the ceiling height is greater than 12 feet, which is most of the building. Drawing # H-2-838435

Sheet 1 contains many home runs where both line types are used – many indicate that the conduits will be exposed, and many indicate they are to be concealed. For instance, this area between column grid lines 2-4 and A-C shows both:

ANSWER: Refer to specification Section 26 05 33 Raceway and Boxes for routing of raceway. Conduits in process rooms shall be exposed (surface mounted or by unistrut conduit supports).

Dashed lines shown on Drawing H-2-838435 sheet 1 (snip above) depicts the bare grounding copper conductor in the slab for bonding of the membrane skid to the power ground bar mounted in the wall. Refer to drawing H-2-838435 sheet 1 Keynote 2.

39. QUESTION: None of the instrument conduits in the building are drawn as being concealed.

What do you want us to do? If you do want us to run conduits under the slab, how do we get around the pipe gallery that’s directly east of this area and the HPT trench that’s directly south of it? They’re approximately 10’ and 6’ deep respectively, so going under them would be very expensive for us and the general contractor. They are obstacles to most of the conduits that would be beneath or in the slab in the process area and northward. We’d rather route them overhead.

ANSWER: No concealed conduits in non-architecturally finished areas. Refer to

Drawing H-2-838435 sheet 1 Notes 3 and 4.

As per spec section 26 05 33 Raceway and Boxes routing of conduits is based on the type of area, non-architecturally finished areas include process rooms/chemical rooms/ mechanical room/electrical room conduits exposed either surface mounted or supported by unistrut are acceptable.

In architecturally finished areas (i.e. offices/break room/locker/lobby/hallway/conference room) it is required that all conduit and wiring shall be hidden either in the walls or above the grid ceiling or gypsum ceiling,

40. QUESTION: Drawing #H-2-838435 Sheet 3 shows the electrical room feeders, and the cable tray system. It appears to show conduits stubbed up into the tray system, so the cables will be route through the tray to feed the equipment shown. Drawing # H-

2-838435 Sheets 1 and 2 give us feeder numbers so we can use the table on Drawing

# H-2-838451 Sheet 1 to figure conduit and cable sizes. But that table indicates that the feeders route through conduits, not “via cable tray” as we’ve seen on other MSA projects, that make it clear what we are to do.

Please clarify – do we route the feeders indicated by the dots on the enlarged electrical room plan through the cable tray, or are they conduits under the slab, as the dashed lines could indicate?

ANSWER: cables shall be routed in conduit to come to/from cable tray, these conduits shall be bonded to the cable tray. Refer to H-2-838450 sheet 4 Details 24 and 25.

When running cables in conduits comply with minimum conduit size as per H-2-838451 sheet 1.

In Electrical Room there are cable trays for cables routing between electrical equipment.

Dashed lines on H-2-838435 sheet 3 represent conduits routed in the slab or below the slab to enter enclosures from below. Cables can also be routed in cable trays. Location of main circuit breakers in electrical equipment will need coordination for incoming feeder cables.

41. QUESTION: Drawing #H-2-838435 Sheet 1 shows a cable tray running the length of Hallway 100. As with the tray in the previous question, this doesn’t show up in the conduit and cable run list. Looking at Drawing #H-2-838438 Sheet 1, it appears that this tray is for the data/communications system. The cable tray specifications list a few different types of tray that are acceptable. Scaling the width of the tray, it appears to be 1’ wide. So using the process of elimination (specification sections 26 05 36 2.2

A, B, and C), it looks like it is the wire-mesh tray.

If this is not for the communication system (because it’s shown on the Power

Plan), please clarify what it’s for. If it is for the communication system, can we use the wire-mesh tray for this?

ANSWER: Yes, this is a data/communications system wire mesh cable tray provided as shown on H-2-838438 for voice/data receptacles communication use.

42. QUESTION: Drawing #H-2-838433 Sheet 1 (in Zone E-3) tells us that the [KP] symbol represents a keypad integral to equipment. We investigated a couple of the pumps where this was indicated by looking online, and it appears that they are small pumps that come complete with their own controls, including the keypad, so this makes sense in reference to the symbol. But while looking at the motors, we noticed that they appear to include cords and plugs from the factory. Admittedly, we don’t know what the exact motors will include because we don’t have catalogue numbers to track that down. But it did bring up a question.

How do these motors connect? If they do plug in, that’s not what the drawing shows (there should be a dedicated receptacle nearby). If they’re hard-wired, what methodology would you expect – replace the cords with liquid tight flexible conduit? If so, it should say so. And if you do hard-wire them in, shouldn’t they have a disconnect? If they plug in, that satisfies the code requirement for a disconnecting means.

ANSWER: Small process motors (1/2 HP and below) rated for 120 V might come with a cord and plug. If this is the case in order to maintain the UL listing of the equipment provide a dedicated outlet/receptacle for plugging.

Home runs shown on Drawings H-2-838435 sheet 1 identify panelboard and branch circuit breaker assigned each small motor load. Refer to Panelboard Schedules on

Drawing H-2-838453 Sheet 1 and Sheet 2

Also refer to spec section 26 24 19 Motor Control Equipment paragraph 2.5 Manual

Motor Starters for those small motors to be hardwired via manual motor starter.

43. QUESTION: On Drawing H-2-838346 on the lower left corner of the page there is call out to a detail 5 on H-2-838351-7. The detail shows a bypass manifold and is labeled Facility Startup Plan. Is the procurement and build out of this manifold part of this bid scope?

ANSWER: Items noted as NIC (not in contract) are existing. Temporary piping noted for start-up is part of this bid scope.

44. QUESTION: The Specification’s set has section 09 70 21 Epoxy flooring System.

Current Finish schedule doesn’t reflect this Epoxy Flooring System. Please clarify, if this current Bid Package does have a scope of work for epoxy flooring.

ANSWER: Epoxy flooring is not used. Provide coating specified in Section 09 96 00, High Performance Industrial Coatings for all areas indicated in Room Finish Schedule as

CS-2 on Drawing H-2-838388 Sheet 1. See also Structural Drawings for additional areas not noted in Room Finish Schedule.

45. QUESTION: According to High Performance coatings spec, all steel structures have to be painted. Current Structural Drawing’s set doesn’t have any steel structures.

How can we figure out the scope of work for this part of bid set to be estimated?

ANSWER: Steel structures associated with the pre-engineered metal building are required to be painted. See Section 13 34 19, Metal Building Systems. Components anticipated to require this coating system include beams, columns, and bracing among other elements of the building.

46. QUESTION: Supplier needs to see Addendum 3 before they can finish their pricing.

Will MSA allow an extension because due to the delay in Addendum 3 being issued?

ANSWER: Yes, a two week extension is being approved. The new due date is
