About this file
This is an executive summary response submitted by SnapCare to the Arizona Department of Health Services (ADHS) in response to RFP BPM006391 for Registry Staffing Services at the Arizona State Hospital (ASH). The procurement seeks contract(s) with qualified staffing contractors to provide Behavioral Health Technicians (BHTs) and Registered Nurses (RNs) on an as-needed basis to supplement the hospital's existing workforce. ASH is a 24/7 psychiatric facility operating 13 units with approximately 260 patients, providing civil and forensic treatment for individuals with severe mental illnesses. The primary staffing need is approximately 20 BHTs per shift across all shifts, with services required regardless of day or shift. The solicitation was posted on February 24, 2025, with proposal responses due by March 10, 2025, covering Maricopa County in Phoenix. ADHS anticipates engaging multiple contractors to ensure an adequate candidate pool and does not guarantee a specific volume of service utilization, though historical needs suggest significant anticipated demand.
SnapCare's response emphasizes the company's experience as a healthcare staffing provider established in 2017, recognized as America's fastest-growing healthcare company by Inc. 5000 in 2022 and recipient of The Best Use of Technology Award at the 2024 TIARA Awards. The company has relevant experience providing staffing services to forensic and mental health facilities, including the Colorado Mental Health Hospital in Pueblo and Fort Logan, where SnapCare has staffed 645 clinicians completing 1,803 assignments. SnapCare highlights its cloud-based credentialing and onboarding tools, creative talent acquisition approaches including upskilling programs and same-day pay solutions, workforce analytics and transparency, and personalized digital marketing campaigns targeting clinician populations. The response does not specify pricing, set-asides, incumbent vendors, or contract funding amounts. The contact for inquiries is Aaron Flannery, Director of Business Development, at (470) 610-6581 or aaron.flannery@snapcare.com.

Executive Summary A brief overview of the project as described in the Scope of Services. The Executive Summary shall be no more than two (2) pages. Evaluators will only read the required number of pages.
Additional pages will not be included in the evaluation process and could impact the award of a contract.
Established in 2017, SnapCare has been a pivotal force in solving healthcare staffing shortages by connecting top-tier nurses and medical professionals with employment opportunities across the nation.
Our dedication to excellence has earned us recognition as America’s fastest-growing healthcare company in Inc. 5000's 2022 rankings. In addition, the technology platform that powers our record of success earned The Best Use of Technology Award at the 2024 TIARA Awards. We are confident we can provide more technology with just the right human touch to ensure your organization can consistently meet its healthcare staffing needs with high-quality clinical talent.
It is our understanding that the Arizona State Hospital (ASH), operating under the Arizona Department of Health Services (ADHS), provides care and treatment to individuals with severe mental illnesses through a multidisciplinary, evidence-based recovery approach. As the state’s only dedicated psychiatric hospital, ASH serves patients who require court-ordered civil and forensic treatment due to significant behavioral health impairments that prevent them from functioning within their communities. The hospital operates 24/7, 365 days a year, across 13 units housing approximately 260 patients.
In addition to ASH, the Arizona Community Protection and Treatment Center (ACPTC) was established to house and rehabilitate individuals deemed “sexually violent persons” (SVPs). However, this contract will not encompass ACPTC services, focusing solely on registry staffing for ASH.
To ensure continuous, high-quality patient care, the Hospital seeks to establish agreements with multiple staffing contractors capable of providing Behavioral Health Technicians (BHTs) and Registered Nurses (RNs) on an as-needed basis. While the contract includes both BHTs and RNs, the Hospital has emphasized an immediate and ongoing need for approximately 20 BHTs per shift to maintain safe staffing levels. The selected contractors must be capable of delivering qualified personnel across all shifts to supplement ASH’s existing workforce.
Our organization understands the critical nature of this requirement and the importance of delivering experienced, credentialed BHTs and RNs to meet ASH’s fluctuating staffing demands. We are prepared to provide a reliable and scalable solution that aligns with ASH’s mission of delivering high-quality, patient-centered care within a secure and therapeutic environment. Similarly, in partnership with the Colorado Department of Health Services, SnapCare provides staffing services to the Colorado Mental Health Hospital in Pueblo, which is a forensic hospital that serves individuals with pending criminal charges who require evaluations of competency, individuals who have been found to be incompetent to proceed (restoration treatment) and individuals found to be not guilty by reason of insanity by Colorado's criminal courts. Additionally, SnapCare also provides staffing services to the Colorado Mental Health Hospital in Fort Logan which serves Colorado residents with acute mental illnesses and/or court-ordered inpatient restoration treatment. To date, SnapCare has staffed a total of 645 clinicians, completing 1,803 assignments between these two forensic health locations.
Leveraging our expertise and resources, we are committed to providing top quality care to ADHS. We only deploy qualified and credentialed staff, based on your specific needs. We utilize best-in-class, cloud-based credentialing and onboarding tools, enabling an efficient and smooth background check process, faster speed-to-hire, and improved compliance over our competitors. We use creative approaches to expand our reach, such as our upskilling program and our same-day pay solution, both of which allow us to attract and place various clinicians that many others aren’t able to engage. We put you in control of your workforce with transparency into your spend, fill rates and times, and other workforce analytics, and the efficiency of our platform allows us to deliver low-cost while also providing consistent high-quality matches.

We look forward to your review of our response and will gladly answer any questions you may have regarding our workforce solutions. Any inquiries can be directed to Aaron Flannery, Director of Business Development at (470) 610-6581 or aaron.flannery@snapcare.com.
