Summary of Medical Clinical Staffing Method of Approach for Registry Staffing Services

This is a Method of Approach proposal submitted by Medical Clinical Staffing (MCS) to the Arizona Department of Health Services for Registry Staffing Services at the Arizona State Hospital, with proposal submission due on March 10, 2025. The proposal outlines MCS's methodology for providing Behavioral Health Technicians (BHTs) and Registered Nurses (RNs) on an as-needed basis. The primary requirement is to supply approximately twenty (20) Registry BHTs per shift across all shifts and days of operation. MCS's point of contact is Anthony Beaman, located at 1423 Broadway, Oakland, CA 94612, with contact number 510-454-9955. The proposal addresses all requirements outlined in Sections 4.1 through 4.23 of the Scope of Work, covering licensure verification, staffing coordination, attendance protocols, training and compliance, overtime management, regulatory adherence, and facility security measures. MCS commits to maintaining 24/7 staffing coordinator availability with service request acknowledgment within one hour, credential provision within four hours, and replacement of absent personnel within 24 hours.

The Method of Approach details MCS's recruitment and screening processes to be completed within 7-10 days, with candidate profile submission immediately upon screening completion. MCS will maintain ongoing compliance monitoring with automated renewal reminders and evidence submission within two hours of request. Orientation and shift assignments will be confirmed weekly, with block booking options offered to enhance staff retention. Reporting requirements include weekly time and attendance reports submitted every Tuesday, aligned with biometric check-ins, and monthly and quarterly compliance and performance reviews. MCS will implement stringent security and confidentiality protocols with monthly audits to ensure HIPAA compliance and data protection. The proposal emphasizes MCS's ability to maintain a continuous pre-screened candidate pool for stable coverage across all shifts, including weekends and overnight operations, while adhering to all state and federal regulatory requirements, including drug testing, OSHA, CMS, and CDC guidelines.
