About this file
This is a method of approach document submitted by LifeNest in response to the Arizona Department of Health Services' Registry Staffing Services solicitation for the Arizona State Hospital. The procurement seeks qualified contractors to provide Behavioral Health Technicians (BHTs) and Registered Nurses (RNs) on an as-needed basis, with the hospital's primary need focused on approximately twenty (20) Registry BHTs per shift across all shifts and days. The solicitation was posted on February 24, 2025, with proposal responses due by March 10, 2025. LifeNest's approach outlines a comprehensive strategy for registry staffing implementation, including a two-week deployment timeline with contract execution and initial recruitment in weeks one through two, followed by employee onboarding and first staff deployment in weeks three through four, with ongoing quality assurance monitoring and quarterly performance reviews thereafter.
LifeNest's proposal emphasizes robust operational capabilities including 24/7 staffing availability with one-hour response times for standard requests and 90-minute response times for late-call requests, automated credential verification systems, and strict compliance with Arizona State licensing requirements, HIPAA privacy laws, and OSHA safety regulations. The contractor commits to providing comprehensive staff preparation through pre-shift briefings, maintaining a zero-tolerance drug-free workplace policy, delivering ongoing training in Crisis Prevention Institute (CPI) Non-Violent Crisis Intervention (NVCI), CPR, and behavioral de-escalation techniques, and participating in quarterly business reviews with ASH leadership. LifeNest's staffing replacement protocol ensures qualified replacements within one hour of unplanned absences, with disciplinary measures for excessive tardiness defined as more than three instances within a 90-day period, and weekly attendance reporting through biometric verification systems reconciled with the hospital's payroll system.

Method of Approach:
LifeNest’s Comprehensive Strategy for Registry Staffing at the Arizona State Hospital
Requirements:
License and Certification Requirements
Ensuring compliance with Arizona State licensing and certification requirements is a priority for
LifeNest. Our dedicated compliance team will meticulously verify and maintain all required business licenses and professional certifications. The verification process begins at the recruitment stage, where all potential hires undergo a rigorous vetting process to ensure their credentials meet state regulations and hospital requirements. LifeNest maintains a digital database of all employee licenses and certifications, ensuring that all documentation remains current and easily accessible. This allows our team to respond promptly to any requests for verification from ASH, ensuring compliance within the stipulated four-hour timeframe.
To ensure that all Registered Nurses (RNs) meet Arizona State Board of Nursing requirements, LifeNest will conduct a thorough validation process before any RN is deployed to ASH. This will include background checks, license verification, and competency assessments. Furthermore, we will implement an automated alert system to notify staff when their certifications are nearing expiration, reducing any risk of lapsed credentials. LifeNest will also monitor evolving regulations from CMS, The Joint Commission, and other relevant bodies to ensure that we continuously meet or exceed compliance standards.
General Requirements
Experience:
With over a decade of expertise in registry staffing, LifeNest has refined its ability to provide high-quality personnel to meet the needs of behavioral health and developmental disability facilities. Our success stems from a combination of experience, structured hiring methodologies, and industry best practices. Over the years, we have worked closely with state agencies, including the Division of Developmental Disabilities (DDD) and the Arizona
Department of Economic Security (DES), to provide specialized staff for high-acuity settings. Our team understands the unique challenges of behavioral health settings and is fully prepared to deliver highly qualified personnel for ASH.
24/7 Availability:
LifeNest understands that staffing shortages can arise at any time, requiring immediate intervention to prevent disruptions in patient care. To address this need, we have developed a robust 24/7 support system that ensures staffing requests are handled within one hour. Our scheduling system allows administrators to track open shifts and match them with available, qualified professionals in real time. Additionally, a dedicated staffing coordinator will be on-call around the clock to handle emergency requests, making sure ASH never experiences a staffing shortfall.
Quarterly Business Review (QBR) Participation:
To maintain transparency and facilitate continuous improvement, LifeNest will actively participate in ASH’s Quarterly Business Review (QBR) meetings. During these sessions, we will present reports on key performance indicators, hiring trends, staffing challenges, and operational efficiencies. Our team will work collaboratively with ASH leadership to identify areas of improvement and implement actionable strategies that enhance staffing solutions.
Employee Notification and Assignment:
Each LifeNest employee will receive comprehensive details regarding their assignment before arriving at ASH. This will include orientation schedules, unit assignments, shift durations, sign-in procedures, and supervisor contact information. To ensure smooth transitions and preparedness, LifeNest will conduct pre-shift briefings to address expectations and answer any questions that may arise. Our goal is to ensure that all personnel arrive fully informed and ready to perform their duties effectively.
Attendance Verification:
To uphold accountability and ensure accurate timekeeping, LifeNest personnel will follow a strict attendance verification process. Upon arrival at ASH, employees will clock in using the hospital’s biometric scanner, report to the staffing office, and check in with the designated charge nurse. Attendance data will be automatically recorded and reconciled with ASH’s payroll system to prevent discrepancies. Weekly attendance reports will be reviewed to ensure compliance with scheduling requirements.
Completion of Shifts:
Every LifeNest employee is expected to fulfill their assigned shift completely. Before leaving, employees will provide a detailed verbal and written handoff report to the charge nurse, ensuring continuity of care. Any deviations from scheduled hours will be addressed immediately to maintain workforce reliability.
Late Call Requests:
To accommodate unforeseen staffing needs, LifeNest will implement a rapid-response deployment system that ensures requested personnel arrive at ASH within 90 minutes of a late-call request. Our scheduling platform will prioritize urgent assignments, allowing staff to be promptly notified and mobilized. We will also maintain a backup roster of on-call professionals who are specifically designated for emergency coverage.
Tardiness Policy:
LifeNest enforces strict attendance policies to promote punctuality and reliability. Employees who demonstrate excessive tardiness—defined as more than three instances within a 90-day period—will be subject to disciplinary action or reassignment. Our proactive approach includes automated reminders and real-time attendance monitoring to minimize occurrences of tardiness.
Staffing Replacement:
In the event of an unplanned absence, LifeNest will initiate an immediate replacement process.
Our scheduling team will ensure that a suitable, qualified replacement is assigned within one hour, ensuring continuity in patient care.
Ongoing Training and Certification:
LifeNest invests heavily in staff training and professional development. We provide ongoing education in Crisis Prevention Institute (CPI) Non-Violent Crisis Intervention (NVCI), Cardiopulmonary Resuscitation (CPR), behavioral de-escalation techniques, and compliance training. A certified CPI trainer is available to provide hands-on instruction to new and existing employees.
Drug-Free Workplace:
Ensuring a drug-free environment is critical to maintaining patient and staff safety. LifeNest enforces a zero-tolerance policy for drug or alcohol impairment. Any employee suspected of impairment will undergo immediate drug testing, and if necessary, will be removed from their assignment.
Compliance, Security, and Documentation:
LifeNest will fully comply with ASH’s security protocols, HIPAA privacy laws, and OSHA safety regulations. We will enforce ASH’s policies on prohibited items, including cameras, firearms, and contraband. Our commitment to maintaining a secure, compliant environment aligns with industry best practices and state regulations.
Tasks:
Each of LifeNest’s staffing processes, including recruitment, credential verification, orientation, and shift scheduling, will be executed with precision and adherence to ASH requirements. We will ensure that all staffing placements meet the outlined competency standards and regulatory mandates.
Reporting:
LifeNest will submit all required reports, including attendance logs, compliance reports, and incident records, in a timely manner. We will work closely with ASH to ensure reports are formatted to meet hospital operational needs and improve workflow efficiencies.
Implementation Timeline
• Weeks 1-2: Contract execution, initial staff recruitment, and credential verification.
• Weeks 3-4: Employee onboarding, orientation, and first staff deployment.
• Ongoing: Quality assurance monitoring, continuous compliance tracking, and quarterly performance reviews.
By implementing this structured, methodical approach, LifeNest will ensure that ASH receives high-quality staffing support that meets all operational, compliance, and clinical standards.
