About this file

This is an Exhibit H document detailing operational requirements for the Saugus Public Schools Food Service Program, part of a Request for Proposal issued by the Town of Saugus School Committee for food service management beginning in school year 2026-2027. The RFP seeks a Food Service Management Company to operate the National School Lunch Program, School Breakfast Program, and a la carte food services across multiple schools. Key deadlines include a mandatory Pre-Proposal Conference and facility tour on March 11, 2026 at 2:00 PM at 25 Dow Street, Saugus, MA 01906; written questions due by March 13, 2026 with responses by March 17, 2026; sealed proposals (four copies each) due March 24, 2026 at 11:00 AM to the Town of Saugus DPW at 515 Main Street; contract award by April 9, 2026; and executed contracts due by June 5, 2026. The initial contract term runs from July 1, 2026 through June 30, 2027, with options for up to two additional one-year renewals. The Exhibit H details specific operational responsibilities including a la carte pricing oversight, cash management procedures, kitchen cleaning and maintenance standards, equipment operation, and sanitation compliance, with the awarded vendor managing all food service activities while the district retains responsibility for certain infrastructure maintenance, garbage removal, hood cleaning, extermination services, and painting.

The document specifies that all a la carte items must be approved by Saugus Public Schools in advance, with current pricing at $1 per item except specialty beverages at $2. The awarded vendor must manage all federal and state reimbursements and cash receipts solely for the food service program and follow all revenue and cash handling procedures outlined by the Town of Saugus Treasurer's Office. The contract operates on a cost-reimbursable structure with the vendor required to maintain a 5 percent bid bond and guarantee a minimum 35 percent lunch participation rate. The vendor must comply with all federal, state, and local sanitation requirements and maintain kitchen areas and dining spaces in clean, safe, and healthy conditions. Contacts for the procurement include Pola G. Andrews, Executive Director of Finance and Administration at Saugus Public Schools, located at 23 Dow Street, Saugus, Massachusetts 01906, (781) 231-5000.
