About this opportunity
Collier County's Procurement Services Division, on behalf of the Development Review Division, has issued a Request for Proposals (RFP 26-8634) for Planning and Regulation Staffing services. The solicitation seeks qualified staffing firms to provide augmented personnel for the County's Growth Management Community Development Department to support building code permitting, plan review and inspection services, planning and zoning permitting and review, land development and environmental services, addressing and technical spatial data processing, and associated supporting functions. Proposers must submit hourly rates for five position titles: Building Official, Architect, Plans Examiner, Code Inspector, and Permit Technician, with rates to be used as flat-rate charges without additional markup. The RFP was posted on February 10, 2026, with proposals due March 12, 2026, at 3:00 PM EST through the Collier County Procurement Services Division Online Bidding System. Evaluation criteria include cover letter and management summary (5 points), certified woman and/or minority business enterprise status (5 points), technical proposal (20 points), experience and capacity of firm (30 points), cost of services (30 points), and local vendor preference for Collier or Lee County businesses (10 points). The County will award a three-year initial contract term with two optional one-year renewal periods, with pricing remaining firm for the initial term and price increases permitted annually thereafter only with 30 days' advance notice and supporting documentation.
The solicitation permits local vendor preference certification for businesses maintaining a physical address in Collier County zoned for business operations and possessing a current Local Business Tax Receipt from the Collier County Tax Collector. Certified woman and minority business enterprises are eligible to receive 5 evaluation points, though no specific set-asides are designated for disadvantaged businesses. All proposers must be enrolled in the E-Verify program, maintain appropriate business licenses and professional certifications, comply with comprehensive insurance requirements including $1,000,000 commercial general liability, $1,000,000 professional liability, $1,000,000 cyber liability, and performance bonds of 100 percent for contracts exceeding $200,000, and submit bid bonds equal to 5 percent of the cost proposal. No incumbent vendor or current contractor is identified in the solicitation documents. The historical countywide expenditure for planning and regulation staffing is approximately $1,000,000 per fiscal year; however, this amount is provided for reference only, and no minimum expenditure is guaranteed as future spending will depend on available County Department budgetary funding.
