The solicitation was posted on February 10, 2026, with proposals due on March 12, 2026, at 3:00 PM EST through the Collier County Procurement Services Division Online Bidding System. The County will award a three-year initial contract term with two optional one-year renewal periods.

Proposers must submit hourly rates that will be used as flat-rate charges without additional markup. Evaluation criteria include cover letter and management summary (5 points), certified woman and/or minority business enterprise status (5 points), technical proposal (20 points), experience and capacity of firm (30 points), cost of services (30 points), and local vendor preference for Collier or Lee County businesses (10 points). Pricing must remain firm for the initial term, with price increases permitted annually thereafter only with 30 days' advance notice and supporting documentation. The historical countywide expenditure for planning and regulation staffing is approximately $1,000,000 per fiscal year, though no minimum expenditure is guaranteed as future spending will depend on available County Department budgetary funding.
